    Fullerenes formation in flames

    Fullerenes are composed of carbon atoms arranged in approximately spherical or ellipsoidal cages resembling the geodesic domes designed by Buckminster Fuller, after whom the molecules were named. The approximately spherical fullerene, which resembles a soccer ball and contains sixty atoms (C60), is called buckminsterfullerene. The fullerene containing seventy carbon atoms (C70) is approximately ellipsoidal, similar to a rugby ball. Fullerenes were first detected in 1985, in carbon vapor produced by laser evaporation of graphite. The closed shell structure, which has no edge atoms vulnerable to reaction, was proposed to explain the observed high stability of certain carbon clusters relative to that of others at high temperatures and in the presence of an oxidizing gas

    Assessing National Human Rights Performance: A Theoretical Framework

    Comparative quantitative assessment of human rights is hampered by the length of the list of internationally recognized rights. Not only is the list so long that it is hard to imagine gathering adequate data without an army of researchers (the International Human Rights Covenants contain more than thirty substantive articles, encompassing at least twice as many separate rights), but the results of such a comprehensive effort would almost certainly be overwhelming and bewildering in their complexity. In this article we try to narrow the list of rights concerning which it is necessary to gather data by establishing a theoretical framework for assessing a state’s human rights performance. We identify a relatively small set of ten essential rights that separately are intrinsically essential and together provide good proxies for almost all other rights. An assessment of national performance on these ten rights, we argue, will approximate a comprehensive assessment of a country’s overall human rights record

    Real-time dynamic articulations in the 2-D waveguide mesh vocal tract model

    Time domain articulatory vocal tract modeling in one-dimensional (1-D) is well established. Previous studies into two-dimensional (2-D) simulation of wave propagation in the vocal tract have shown it to present accurate static vowel synthesis. However, little has been done to demonstrate how such a model might accommodate the dynamic tract shape changes necessary in modeling speech. Two methods of applying the area function to the 2-D digital waveguide mesh vocal tract model are presented here. First, a method based on mapping the cross-sectional area onto the number of waveguides across the mesh, termed a widthwise mapping approach is detailed. Discontinuity problems associated with the dynamic manipulation of the model are highlighted. Second, a new method is examined that uses a static-shaped rectangular mesh with the area function translated into an impedance map which is then applied to each waveguide. Two approaches for constructing such a map are demonstrated; one using a linear impedance increase to model a constriction to the tract and another using a raised cosine function. Recommendations are made towards the use of the cosine method as it allows for a wider central propagational channel. It is also shown that this impedance mapping approach allows for stable dynamic shape changes and also permits a reduction in sampling frequency leading to real-time interaction with the model

    Value and effectiveness of National Immunization Technical Advisory Groups in low- and middle-income countries : A qualitative study of global and national perspectives

Published by Oxford University Press in association with The London School of Hygiene and Tropical Medicine.The Global Vaccine Action Plan proposes that every country establish or have access to a National Immunization Technical Advisory Group (NITAG) by 2020. The NITAG role is to produce evidence-informed recommendations that incorporate local context, to guide national immunization policies and practice. This study aimed to explore the value and effectiveness of NITAGs in low- and middle-income countries (LMICs), identifying areas in which NITAGs may require further support to improve their functionality and potential barriers to global investment. A multi-methods study design was used, comprising 134 semi-structured interviews and 82 literature review sources that included 38 countries. Interviews were conducted with 53 global/regional and 81 country-level participants able to provide insight into NITAG effectiveness, including NITAG members, national immunization programme staff, and global agency representatives (e.g. the World Health Organisation, the Bill and Melinda Gates Foundation, Gavi the Vaccine Alliance). The review, including published and unpublished sources on NITAGs in LMICs, was conducted to supplement and corroborate interview findings. Data were analysed thematically. NITAGs were described as valuable in promoting evidence-informed vaccination decision-making, with NITAG involvement enhancing national immunization programme strength and sustainability. Challenges to NITAG effectiveness included: (1) unreliable funding; (2) insufficient diversity of member expertise; (3) inadequate conflicts of interest management procedures; (4) insufficient capacity to access and use evidence; (5) lack of transparency; and (6) limited integration with national decision-making processes that reduced the recognition and incorporation of NITAG recommendations. LMIC NITAGs have developed significantly in the past decade. Well-functioning NITAGs were trusted national resources that enhanced country ownership of immunization provision. However, many LMIC NITAGs require additional technical and funding support to strengthen quality and effectiveness, while maintaining impartiality and ensuring sufficient integration with national decision-making processes. Barriers to sustainable global support need to be addressed for LMIC NITAGs to both continue and develop further.Peer reviewedFinal Published versio
