    Hands-On Universe: A Global Program for Education and Public Outreach in Astronomy

    Hands-On Universe (HOU) is an educational program that enables students to investigate the Universe while applying tools and concepts from science, math, and technology. Using the Internet, HOU participants around the world request observations from an automated telescope, download images from a large image archive, and analyze them with the aid of user-friendly image processing software. This program is developing now in many countries, including the USA, France, Germany, Sweden, Japan, Australia, and others. A network of telescopes has been established among these countries, many of them remotely operated, as shown in the accompanying demo. Using this feature, students in the classroom are able to make night observations during the day, using a telescope placed in another country. An archive of images taken on large telescopes is also accessible, as well as resources for teachers. Students are also dealing with real research projects, e.g. the search for asteroids, which resulted in the discovery of a Kuiper Belt object by high-school students. Not only Hands-On Universe gives the general public an access to professional astronomy, but it is also a more general tool to demonstrate the use of a complex automated system, the techniques of data processing and automation.     Distribution and Dynamics in a Simple Tax Regime Transition

    We examine transitions between excise tax and license fee regimes in the laboratory. The regimes have matched equilibrium Marshallian surplus, but license fees generate more tax revenue. The license fees are large “avoidable costs,” known to hamper competitive equilibrium convergence. With moderately experienced subjects, the prolonged transition to the license fee equilibrium has these features: (1) Prices below equilibrium levels, resulting in firm losses; (2) Marshallian surplus above equilibrium levels; and (3) transitional windfalls for the tax authority. With highly experienced subjects, license fees lead to the instability and lower seller profits and efficiency observed in past avoidable cost markets.Tax Regime Transitions, Avoidable Costs, Double Auctions, Experimental Methods.

    This paper examines whether school districts, and individual schools, respond to ratings from the accountability system by reallocating resources across or within schools. Our empirical work follows three identification strategies, a regression discontinuity for schools on the rating boundaries, a “rating shock” analysis for schools that face a change in rating when the state changed its accountability system, and a school fixed effects strategy. We find that school districts provided incentives for their schools to achieve higher ratings under the early accountability system, but under the later system they appear to have abandoned this strategy. In addition, the rating shock results suggest that some effort was directed towards assisting lower performing schools under the new regime. Finally, we find that in the early period incremental funds were used as much for ancillary purposes as instruction.

    Effects of small surface tension in Hele-Shaw multifinger dynamics: an analytical and numerical study

    We study the singular effects of vanishingly small surface tension on the dynamics of finger competition in the Saffman-Taylor problem, using the asymptotic techniques described in [S. Tanveer, Phil. Trans. R. Soc. Lond. A 343, 155 (1993)]and [M. Siegel, and S. Tanveer, Phys. Rev. Lett. 76, 419 (1996)] as well as direct numerical computation, following the numerical scheme of [T. Hou, J. Lowengrub, and M. Shelley,J. Comp. Phys. 114, 312 (1994)]. We demonstrate the dramatic effects of small surface tension on the late time evolution of two-finger configurations with respect to exact (non-singular) zero surface tension solutions. The effect is present even when the relevant zero surface tension solution has asymptotic behavior consistent with selection theory.Such singular effects therefore cannot be traced back to steady state selection theory, and imply a drastic global change in the structure of phase-space flow. They can be interpreted in the framework of a recently introduced dynamical solvability scenario according to which surface tension unfolds the structually unstable flow, restoring the hyperbolicity of multifinger fixed points.Comment: 16 pages, 15 figures, submitted to Phys.     The state of Rajasthan is situated between 23º3’ and 30º12’ N latitude and 69º30’ and 78º17’ E longitude . The total land area of the state is about 3,24,239 km²out of which about 1,98,100 km² is arid and the rest semi arid. The physical features are characterized mainly by the Aravallis and to the some extent by the vindhyan formation, and the Deccan trap. A major portion of western Rajasthan has desert soils and sandy plains. Sand dunes occupy a greater part of western Rajasthan ( 1,20, 983 km²). The soils of the desert plains are loamy sand to loam and the eastern part has alluvial soil which supports good forests and agricultural crop. Occurrence of saline soils with pH up to 9.0 is a common feature in the sandy areas of Rajasthan. The average annual rainfall in the state is 525-675 mm, and the annual precipitation in different tracts of Rajasthan varies from 13 mm to 1766 mm. Out of the total areaforests cover only about 37,638 km² and are rich in biodiversity. Rajasthan is rich in biodiversity which has a great economic value. Characterization of different plant species of economic value was undertaken. (Table 1-6)
