Att bygga demokrati i Kosovo: En studie av Institutionalization Before Liberalization

För ett land i efterkrigsskedet är det viktigt att snabbt återuppbygga demokratifrämjande institutioner, stödja element i det civila samhället som värnar för tolerans och att skapa en tradition av ett demokratiskt samhälle. Roland Paris presenterar i sin teori Institutionalization Before Liberalization (IBL) ett ramverk för hur detta bör gå till. Utifrån vårt intresse för Kosovos historia och den senaste utvecklingen med självständigheten från Serbien i spetsen, har vi har valt att studera hur Roland Paris teori kan appliceras på Kosovo. De fallgropar som Paris anser orsakar återfall till auktoritära styren och inbördeskrig går att hitta i Kosovo. Vad gäller i vilken grad de rekommendationer som Paris har utvecklat i Institutionalization Before Liberalization har följts, är våra resultat tvetydiga, men fredsmissionen i Kosovo visar tecken på att vara i början på sitt arbete att förändra sättet man försökt bygga upp ett fungerande Kosovo

Svart på vitt: Om ras i amerikansk lokal politik. Fallet Dallas.

This paper aims to discuss two research questions. The first question is what role race plays in American local politics. With the second question I intend to analyze what effect racial group conflicts have had in the city of Dallas. In the case of what role race has played in American local politics the results indicate that the complexity of the term race in itself makes the study of race in American politics both relevant, interesting and also; more difficult. However, there are also many concerns with the current status of ethnic minorities in politics. Because of disproportionate voting patterns minorities are still very much political underdogs, even though their relative numbers and civil rights have become better. The analysis of Dallas is carried out with the group interest theory created by Karen M. Kaufmann. This theory aims to explain local voting behavior in mayoral elections. In the case of Dallas there is no major indication of heightened group conflicts around the time of mayoral elections, although the city in itself is highly segregated
