La macroéconomie à l'heure de la stagnation séculaire
La « grande récession » amorcée en 2008 a plongé l'économie dans une stagnation durable avec un fort chÎmage, une production dépréciée et une trÚs faible inflation. Cette crise dont la durée exceptionnelle est difficilement explicable par les outils théoriques de la macroéconomie contemporaine invite à enrichir l'analyse fondamentale. Conceptualiser la stagnation séculaire repose alors sur l'introduction d'imperfections de
marché telles qu'un rationnement du crédit sur le marché financier ainsi que des rigidités nominales sur le marché du travail. L'équilibre obtenu se caractérise par un sous-emploi des facteurs de production (chÎmage élevé, faible accumulation de capital) associé à une baisse des prix (déflation) et une politique monétaire inactive car contrainte par la non négativité du taux directeur. En régime de stagnation séculaire, l'impact des politiques économiques s'en trouve affecté et de nombreuses propriétés keynésiennes apparaissent : impact déflationniste des politiques d'offre, politique monétaire conventionnelle inopérante et effet positif de la dépense publique quoique limité par une éviction de l'investissement privé
Aging, international capital flows and long run convergence
This paper analyses how the economic, demographic and institutional differences between two regions -one developed and called the North, the other emerging and called the South- drive the international capital flows and explain the world economic equilibrium. To this end, we develop a simple two-period OLG model. We compare closed-economy and open-economy equilibria. We consider that openness facilitates convergence of Southâs characteristics towards Northâs. We examine successively the consequences of a technological catching-up, a demographic transitionand an institutional convergence of pension schemes. We determine the analytical solution of the dynamics of the world interest rate and deduce the evolution of the current accounts. These analytical results are completed by numerical simulations. They show that the technological catching-up alone leads to a welfare loss for the North in reason of capital flows towards the South. If we add to this Ărst change a demographic transition, the capital demand is reduced in the South whereas its saving increases in reason of a higher life expectancy. These two effects contribute to reduce the capital flows from the North to the South. Finally, an institutional convergence of the two pension schemes reduces the Southâs saving rate which increases the capital flow from the North to the South

Numerical simulation of turbulence interaction noise applied to a serrated airfoil
International audienceTurbulent wakes generated by turbofan blades and interacting with the outlet guide vanes are known to be mainly contributing to broadband noise emission of aero-engines at approach conditions. Analytical approaches, such as the well-known Amiet model can be adopted to estimate the noise generated by turbulent flows impacting thin airfoils, but they are limited by the flat-plate assumptions. The development of numerical methods allowing more complex geometries and realistic flows is required. The method described in the present paper, is based on a CAA code solving the nonlinear Euler equations. The upstream turbulence is synthesized from a stochastic model and injected into the computational domain through an adapted boundary condition. It is first validated in 2D and 3D against academic flat plate configurations by comparison with Amiet solutions (exact in such cases). Then, 3D computations are applied to simulate the effect of a passive treatment (leading edge serrations) aiming at reducing turbulence interaction noise of an isolated airfoil studied in the framework of European project FLOCON. First calculations on baseline conditions are shown to be able to reproduce the measured spectra and far-field directivities, and the acoustic performances of the serrations (3-4 dB PWL reduction) are fairly well assessed too
PrélÚvement à la source de l'impÎt sur le revenu et année de transition : quel impact pour les finances publiques et l'équité intergénérationnelle ?
Le passage au prĂ©lĂšvement Ă la source de lâimpĂŽt sur le revenu prĂ©vu en France pour lâannĂ©e 2019 introduit deux modifications fiscales. Dâabord, puisque les impĂŽts prĂ©levĂ©s en 2018 le seront sur la base des revenus 2017 et ceux de lâannĂ©e 2019 sur ceux de lâannĂ©e 2019, les revenus 2018 ne seront pas fiscalisĂ©s, laissant ainsi place Ă une « annĂ©e blanche ». Ensuite, les contribuables perdront lâavantage du paiement de lâimpĂŽt avec une annĂ©e de dĂ©calage, caractĂ©risant ainsi une hausse implicite dâimpĂŽt. Dans cet article, nous Ă©valuons lâimpact respectif de ces deux effets. Nous montrons que lâannĂ©e blanche seule se traduit par une baisse annuelle des recettes fiscales proportionnelle Ă la diffĂ©rence entre le taux dâintĂ©rĂȘt nominal et le taux de croissance des recettes fiscales. Ensuite, lorsquâon tient compte de la hausse fiscale implicite, nous montrons comment lâĂtat voit ses rentrĂ©es fiscales totales augmenter relativement au taux de croissance nominal de lâĂ©conomie. Pour ce qui est des contribuables, nous montrons que le prĂ©lĂšvement Ă la source aboutit Ă un impact inĂ©galitaire, toujours en faveur des gĂ©nĂ©rations les plus ĂągĂ©es au dĂ©triment des plus jeunes et potentiellement des futurs contribuables

The south's demographic transition and international capital flows in a financially integrated world economy
In the coming decades, the countries of the South will be facing the aging of the population faster than the countries of the
North. This will have long-term economic consequences for the South but also for the North through the changing of
international capital flows. To study the latter, we build a simple two-region two-period OLG model, assuming fully integrated
financial markets. This allows us to determine the analytical expression of the world interest rate dynamics at general
equilibrium and the resulting capital flows accruing to each of the two regions (the North and the South). From there, we
analyse how a reduction in either fertility or mortality alters the magnitude of the international capital flows. Contradictory
effects are evidenced. To clear up any ambiguity and to study the South's demographic transition, which involves a
succession of shocks, we propose numerical simulations. Even if the results stress that the institutional context and
technological catching-up may matter, they suggest in a rather general way that the declines in both fertility and mortality
tend to reduce the relative capital needs of the Southern economies and consequently their capital inflows. This, in turn,
would be beneficial to the North's productive capacity, which should then hold more capital

Son scĂ©nario central dĂ©crit, pour le XXI e siĂšcle, un monde oĂč les populations des grandes zones, immobiles, connaissent des processus dĂ©calĂ©s de vieillissement, qui engendrent des opportunitĂ©s dâĂ©changes mutuellement avantageux, suscitant des mouvements de capitaux de grande ampleur, en dĂ©pit dâune diffusion internationale lente du progrĂšs technique.
Lâarticle propose ensuite une exploration dĂ©taillĂ©e de scĂ©narios typĂ©s de convergence institutionnelle des systĂšmes de retraite par rĂ©partition, dâabord limitĂ©e aux seules zones dĂ©veloppĂ©es de la planĂšte, puis Ă©tendue Ă lâensemble du monde. Nous montrons que ces scĂ©narios engendrent des Ă©volutions Ă©conomiques mondiales sensiblement diffĂ©rentes, et surtout, des flux de capitaux dâampleurs trĂšs diverses selon les cas, donc aussi des rĂ©partitions trĂšs diffĂ©rentes de la richesse mondiale
World Growth and International Capital Flows in the XXIst Century : A Prospective Analysis with the INGENUE2 Model
The ongoing pattern of capital flows is quite unusual. All emerging market economies finance American consumers who live beyond their means. This is clearly a misallocation of world saving that is unsustainable in the long run. The present paper uses the INGENUE2 worldwide growth model to shape the conjecture of a growth regime for the first half of this century. The engine of growth rests on demographic and technological forces tied up together in a catching up process involving very large countries. In this process, capital flows will substantiate an intergenerational saving transfer to the huge number of people who aspire to get access to Western standard of life. Two scenarios explore the consistency of this prospect: a baseline scenario with relatively conservative hypotheses and a fast-growth scenario in China and India. In both scenarios Western Europe and Japan appear to be structural capital exporters with appreciating real exchange rates. The US will progressively save more and recovers a strong foreign net position. Meanwhile no scenario will prevent world growth from decelerating with demographic trends
