L’attrait de mouvements ultra-orthodoxes parmi les jeunes Juifs d’origine marocaine à Montréal. Échos diasporiques et constructions locales
Mon analyse porte sur des constructions de la mémoire et de l’identité, parmi trois générations de Juifs montréalais d’origine marocaine. En particulier, les rapports avec les mouvements ultra-orthodoxes sont révélateurs de positions quant à la judéité et à la séphardité, dans un processus de différenciation par rapport aux coreligionnaires ashkénazes. À travers une analyse du rapport au passé et des constructions de la mémoire, en plus de l’historiographie des rapports entre Ashkénazes et Sépharades depuis l’expulsion d’Espagne de 1492, il en découle une remise en question, partielle, de ces deux catégories ethnoreligieuses. Comme les cadres sociaux de la mémoire, la notion de frontière permet d’éclairer les processus contemporains de représentation de soi et des autres, parmi cet ensemble diasporique qui négocie ainsi, à la fois, ses rapports à la société locale, ses frontières internes et ses dynamiques transnationales.My analysis examines memory and identity constructions among three generations of Montreal Jews of Moroccan origin. Emphasis is placed on opinions towards ultra-orthodox movements which reveal positioning of their own Jewish and Sephardic identity, in a differentiating process from their Ashkenazim fellow Jews. Analysis of relations to the past and memory constructions, as well as the historiography of relations between Ashkenazim and Sephardim since the 1492 expulsion from Spain, results in a partial questioning of these two ethno-religious categories. Like memory’s social frames, the notion of frontier sheds light on contemporary processes of representations of self and others, inside this diasporic entity, therefore negotiating, at once, its relations with the local society, its internal frontiers and its transnational dynamics
Socio-Professional Integration and International Mobility: The Case of French Engineers Under the France-Quebec Mutual Recognition Arrangements
This article examines the dynamics of admission into the professional practice of French-trained engineers into Quebec’s professional system. It also looks at the socio-professional integration of these engineers who have sought admission through the France-Quebec MRA since it went into effect on July 18, 2013. Therefore, we consider not only conditions of admission in the professional system, but also factors facilitating or impeding their socio-professional integration, and the impact of these factors on the entry into professional practice. This article also considers the roles of some stakeholders involved in the MRA process and the dynamics among them, as well as the effectiveness of policies that regulate immigration and the labour market, looking at the socio-professional integration as a multi-faceted process that brings together actors mainly from immigration, the professional system, the training establishments and the employers themselves. By analysing these professionals’ trajectories, we also look at the impact of institutional disjunctions, with the aim of identifying solutions towards a more efficient integration of these foreign-trained professionals (FTPs). Our methodological protocol involved a case study approach (Creswell 2007) combining semi-structured interviews, participant observation, informal meetings with some stakeholders and documentary analysis about professional systems, focusing on the dynamics between regulation of professions and the socio-professional integration of FTPs in this context
Intégration socioprofessionnelle et mobilité internationale. Le cas des ingénieurs français ayant emprunté l’ARM France-Québec
Cet article porte sur l’intĂ©gration socioprofessionnelle d’ingĂ©nieurs français immigrant au QuĂ©bec. Notre analyse vise Ă documenter le fonctionnement des règlements de l’Arrangement de reconnaissance mutuelle (ARM) France-QuĂ©bec et des mesures compensatoires exigĂ©es pour l’entrĂ©e en pratique professionnelle d’ingĂ©nieurs français au QuĂ©bec. Leurs parcours s’inscrivent dans le cadre du paradigme de la mobilitĂ©. Nous dĂ©crivons l’intĂ©gration socioprofessionnelle selon deux grandes catĂ©gories explicatives inspirĂ©es de Heckmann : les dimensions structurelles et les dimensions culturelles et relationnelles. Davantage qu’une question associĂ©e Ă la stricte rĂ©gulation professionnelle, l’entrĂ©e en pratique professionnelle apparaĂ®t comme un processus multidimensionnel, oĂą interviennent les acteurs de l’immigration, du système professionnel et des employeurs, principalement. Notre Ă©tude de cas s’appuie sur quatorze entrevues menĂ©es auprès d’ingĂ©nieurs français, d’acteurs du système professionnel et d’informateurs clĂ©s issus d’organisations locales, bien au fait des rĂ©alitĂ©s de cette catĂ©gorie d’immigrants au QuĂ©bec.This article focuses on socio-professional integration of French engineers migrating to Quebec. Our analysis aims at describing the France-Quebec Mutual Recognition Arrangements’ rules and its compensatory measures required for entry into professional practice of French engineers in Quebec. Their journey follows the framework of the mobility paradigm. We describe socio-professional integration under two large heuristic categories, inspired by Heckmann: structural dimensions, and cultural and relational dimensions. More than strictly a question of professional regulation, entry into professional practice is shown as a multidimensional process where actors mainly from immigration, professional system and employers intervene. Our case study is based upon 14 interviews conducted with French engineers, actors from the professional system and key informants from local organisations, well aware of this category of immigrants’ context in Quebec.Este artĂculo aborda la integraciĂłn socio profesional en Quebec de los ingenieros diplomados en Francia. El análisis pretende documentar el funcionamiento de los reglamentos del acuerdo de reconocimiento mutuo de las cualificaciones profesionales (ARM) Francia-Quebec y las medidas de compensaciĂłn exigidas para ejercer la profesiĂłn en Quebec. La trayectoria de dichos ingenieros se inscribe dentro del paradigma de la movilidad. Consideramos la integraciĂłn socio profesional segĂşn dos grandes categorĂas explicativas inspiradas de Heckmann: la dimensiĂłn estructural y la dimensiĂłn cultural y relacional. El ejercicio de la profesiĂłn es visto como un proceso multidimensional en el que intervienen diferentes tipos de actores en relaciĂłn con la inmigraciĂłn, el sistema profesional y las empresas.
