    We Wear the Mask: Exploring the Talented Tenth and African American Political Philosophy in 21st Century Politics

    Researchers have suggested that Blacks who express linked racial fate are ideologically liberal. Given the prominence of Black philosophical thought and salience of race, I suggest that linked racial fate results in conservative ideology, which exists on a separate ideological dimension than the traditional conservative ideological dimension. This new ideological dimension, referred to as conservatism among Blacks, is vital to understanding Black political thought in the 21st century. Using data from the 1996 National Black Election Study, 2008 National Annenberg Election Study, and focus group data I argue that the conservative ideas espoused by Blacks, specifically members of the Talented Tenth, actually support Black advancement in the same way that Blacks express support for Democratic candidates or ideals as a result of linked racial fate. Moreover, conservatism among Blacks does not result in a specific partisan identification or support for certain candidates; instead, conservatism results in explicit support for policies and ideas that align with the ideas and philosophies of Booker T. Washington, W.E.B. Du Bois, and Marcus M. Garvey. This dissertation fills the gap in the literature that does not utilize Black philosophers, Black political leaders, or college educated Blacks to explain Black political thought and behavior.     The author has identified the following significant results. This program implements an algorithm which, ideally, sorts a given set of multivariate data points into similar groups or clusters. The program is intended for use in the evaluation of multispectral scanner data; however, the algorithm could be used for other data types as well. The user may specify a set of initial estimated cluster means to begin the procedure, or he may begin with the assumption that all the data belongs to one cluster. The procedure is initiatized by assigning each data point to the nearest (in absolute distance) cluster mean. If no initial cluster means were input, all of the data is assigned to cluster 1. The means and standard deviations are calculated for each cluster

    Microwave ISM Emission in the Green Bank Galactic Plane Survey: Evidence for Spinning Dust

    We observe significant dust-correlated emission outside of H II regions in the Green Bank Galactic Plane Survey (-4 < b < 4 degrees) at 8.35 and 14.35 GHz. The rising spectral slope rules out synchrotron and free-free emission as majority constituents at 14 GHz, and the amplitude is at least 500 times higher than expected thermal dust emission. When combined with the Rhodes (2.326 GHz), and WMAP (23-94 GHz) data it is possible to fit dust-correlated emission at 2.3-94 GHz with only soft synchrotron, free-free, thermal dust, and an additional dust-correlated component similar to Draine & Lazarian spinning dust. The rising component generally dominates free-free and synchrotron for \nu >~ 14 GHz and is overwhelmed by thermal dust at \nu > 60 GHz.     The Agta are a hunter-gatherer people inhabiting the last remaining tropical rain forest on the island of Luzon, in the north-eastern Philippines. Due to commercial logging operations, immigration and conversion of forest into agricultural land, the Agta's resource base has come under increasing pressure over the past century. This ethnography analyses the way the Agta respond to these social and environmental changes. It shows that they face great problems with respect to health, nutrition, control over resources and participation in decisionmaking processes.     Mobility and Sedentarization among the Philippine Agta

    This article provides an ethnography of Agta mobility, based on fieldwork in the northern Philippines conducted over the past decade. The Agta are a population of about 10,000 people, living in small settlements distributed along the coasts and in the mountainous interior of northeastern Luzon. They follow a hunting-fishing and gathering lifestyle, which includes a relatively mobile settlement pattern. First, this article aims to document Agta mobility by exploring its drivers and by showing how it is both facilitated and limited by kinship relations. How mobility varies regionally and seasonally will also be discussed. Second, the article focuses on Agta mobility in relation to Philippine development policies. This includes a discussion of past and recent efforts at sedentarization, as well as the government’s misconceptions of Agta mobility in relation to the ongoing ancestral land titling processes. Finally, the article explores the ongoing and future developments likely to influence Agta mobility. These concern Agta parents’ recent emphasis on enrolling their children in formal education and the approval of a road construction project that will traverse Agta living areas and the associated claims on coastal land by politically influential outsiders. An underlying question of this article is how anthropological knowledge on mobility could contribute to improving policy.Global Challenges (FSW

    Tiny scale opacity fluctuations from VLBA, MERLIN and VLA observations of HI absorption toward 3C 138

    The structure function of opacity fluctuations is a useful statistical tool to study tiny scale structures of neutral hydrogen. Here we present high resolution observation of HI absorption towards 3C 138, and estimate the structure function of opacity fluctuations from the combined VLA, MERLIN and VLBA data. The angular scales probed in this work are ~ 10-200 milliarcsec (about 5-100 AU). The structure function in this range is found to be well represented by a power law S_tau(x) ~ x^{beta} with index beta ~ 0.33 +/- 0.07 corresponding to a power spectrum P_tau(U) ~ U^{-2.33}. This is slightly shallower than the earlier reported power law index of ~ 2.5-3.0 at ~ 1000 AU to few pc scales. The amplitude of the derived structure function is a factor of ~ 20-60 times higher than the extrapolated amplitude from observation of Cas A at larger scales. On the other hand, extrapolating the AU scale structure function for 3C 138 predicts the observed structure function for Cas A at the pc scale correctly. These results clearly establish that the atomic gas has significantly more structures in AU scales than expected from earlier pc scale observations. Some plausible reasons are identified and discussed here to explain these results. The observational evidence of a shallower slope and the presence of rich small scale structures may have implications for the current understanding of the interstellar turbulence.Comment: 6 pages, 5 figures.     The probability of error or, alternatively, the probability of correct classification (PCC) is an important criterion in analyzing the performance of a classifier. Labeled samples (those with ground truth) are usually employed to evaluate the performance of a classifier. Occasionally, the numbers of labeled samples are inadequate, or no labeled samples are available to evaluate a classifier\u27s performance; for example, when crop signatures from one area from which ground truth is available are used to classify another area from which no ground truth is available. This paper reports the results of an experiment to estimate the probability of error using unlabeled test samples (i.e., without the aid of ground truth)
