    Wybrane problemy oceny aktywnych programów rynku pracy

    Active labour market policies are still one of the major tools to fight unemployment and improve functioning of the labour market. However, growing scepticism regarding the effects of active policies and very different evaluation findings are the main reason of growing interest in developing the evalution methods of these policies. The paper outlines the key theoretical issues concerning ALMP evaluation and also intends to explain the need of evaluation of these measures, especially in countries which have just joined European Union, for example Poland. The first part describes evaluation purposes nad briefly characterizes differences between various types of evaluation. The second part covers the methodological aspects of ALMP microevalutions, defines the fundamental evaluation problem and reviews some quasiexperimental methods, commonly used in the EU -15, like before-after designs, matching and parametric regression, and conditional difference in differences estimation, uderlying their strenths and weaknesses.The last part of the article presents some problems of ALMP evaluation in Poland.     Wobec postępującego procesu depopulacji i starzenia się społeczeństwa oraz rosnącego zagrożenia dla stabilności systemu emerytalnego, wydłużanie aktywności zawodowej osób starszych stanowi obecnie ważne wyzwanie rozwojowe. Aktywizacja zawodowa bezrobotnych w wieku 50+ i utrzymanie osób starszych w pracy stanowi zatem kluczowy priorytet polityki rynku pracy. W artykule podjęto próbę analizy przyczyn trudności osób starszych na rynku pracy, dokonano przeglądu instrumentów polityki rynku pracy, oceniając jednocześnie zasadność ich stosowania w stosunku do omawianej kategorii bezrobotnych. Wskazano również, że aktywizacja zawodowa bezrobotnych osób starszych powinna być kompleksowa. Zalecane jest zastosowanie indywidualnego podejścia i niestandardowych rozwiązań na etapach zarówno diagnozy sytuacji bezrobotnego, jego uczestnictwa w programach rynku pracy, jak i po podjęciu zatrudnienia

    Employment of Ukrainians and relationships and work quality from the perspective of Polish and Ukrainian co-workers

    Purpose: The objective is to define mutual relations and evaluate the work of Ukrainians through the eyes of Poles and their self-assessment in enterprises operating in Poland. Design/Methodology/Approach: A diagnostic survey was the research method used, while a questionnaire was the tool, which was developed in both Polish and Ukrainian languages. The study was conducted using the CAPI and CAWI techniques. Paper-based questionnaires were forwarded directly to the shift managers of enterprises that willingly employ Ukrainians. The survey was conducted in May 2019. In total, 180 questionnaires were collected. Findings: The assessment of work and relationships is somewhat optimistic, but the one conducted by Poles is weaker than the assessment by Ukrainians. The dispute issues still include the development of immigrants in Polish enterprises, work below qualifications possessed, and communication problems. The duality of Poles' opinions is also disturbing. Practical Implications: The paper attempts to indicate solutions and practices in human resource management that will facilitate the socio-economic integration of immigrants, thus contributing to better use of their potential in the work process, which will have a positive impact on labor productivity and economic growth. Originality/Value: The study confronts opinions on work quality, Polish-Ukrainian relations, and problems related to immigrants of Ukrainians working in Poland and Polish employees. The research conducted so far has focused more on the perspective of Ukrainians, and their results may have been overestimated and thus, not entirely credible, as Ukrainian citizens were reluctant to share their fears and dissatisfaction with their work directly. The conclusions presented in the article constitute an essential contribution to the literature not only from the Polish or Ukrainian perspective but also more broadly because similar problems arise in enterprises in other countries that experience significant and rapid immigration.peer-reviewe

    Low wages – Coincidence or a result? Evidence from Poland

    The article evaluates the influence of a wide range of socio-demographic, job and company-related characteristics on the likelihood of low earnings by applying logistic regression on a broad range of Labour Force Survey data. We evidenced that the average impact of the company-related characteristics is three times stronger than the impact of personal characteristics. We also found that working full-time considerably decreases this risk of low wages, but company-related and personal characteristics (except for the kind of company’s economic activity) have not provided a rent (benefit) from working full-time. The underlying conclusion is that reforms decreasing the size of the low-wage sector in the former transition countries should be focused on targeted employment programmes enhancing transitions to more profitable economic activities instead of possibly maintaining the unprofitable industries at all costs. Additionally, the reforms should be concentrated on introducing employment regulations to harmonise the rules of employment among all contract types, which would put the part-timers and the underemployed on a more equal footing with fulltime workers especially in terms of pension schemes and access to training

    The Etiological Relation between Serum Iron Level and Infection Incidence in Hemodialysis Uremic Patients

    Through the treatment of anaemia in dialysis patients part of the iron ions remain free in the serum which is at the bacterias disposal for growth and the strengthening of their virulence. The linear relation of the increased serum iron level and tissue iron stores in the body and the infection incidence in dialysed patients has become more emphasised. The need of a clearly defined upper threshold of the serum iron concentration limit has been mentioned in scientific journals intensely, and consequently the demand for more precise professional instructions for anaemia treatment. For the purpose of participating in these professional and scientific discussions, we have observed the relation between the iron overload of the organism and complication incidence in 120 of our haemodialysis uremic patients, with special emphasis on infections. It has been established that the sepses incidence is much higher in patients with a serum ferritin concentration above 500 mg/L, than in those patients with a ferritin level lower than the mentioned value (c 2=7.857, p=0.005). The incidence of vascular access infection is significantly higher in those patients with a serum ferritin level above 500 mg/L than in those patients with a ferritin level lower than the mentioned value (c 2=23.186, p=0.001). Furthermore, it has been determined that the incidence of total infection in patients is 3.8 episodes per 100 patients months, which is in accordance to the referral values of other authors. Conclusion – In the analysis of the achieved results, it has been determined that the infection incidence is significantly higher in dialysed patients with a serum iron level higher than 500 g/L, than in those patients with lower values

    Influence of valoneoyl groups on the interactions between Euphorbia tannins and human serum albumin

    Abstract Tannins belonging to plant polyphenols, are large group of compounds with diverse biological activity. Many of them are being studied as potential natural medicine due to their antioxidant, antiviral, antibacterial or anticancer properties. However, so far little is known about the structural and functional relations in protein-tannin interactions, in particularly the role of valoneoyl groups in tannin structure. In this study we first investigated the mechanisms of interaction 1,2-di-O-galloyl-4,6-valoneoyl-β-D-glucose (Tannin 1), 2-O-galloyl-4,6-valoneoyl-β-D-glucose (Tannin 2), 3-O-galloyl-1,2-valoneoyl-β-D-glucose (Tannin 3) isolated from Euphorbia plants with human serum albumin (HSA). To get more detailed information about nature of albumin-tannin interactions besides standard Trp fluorescence quenching analysis we used also transmission electron microscopy (TEM), circular dichroism (CD) and fluorescence labelling (ANS dye) techniques. It was shown that all the tannins strongly interacted with HSA and quenched the tryptophan amino acid (Trp) fluorescence but slightly changed protein secondary structure (circular dichroism CD analysis). TEM demonstrated that all used compounds formed complexes with HSA. Tannin 3 most strongly quenched HSA fluorescence and changed protein dynamic as well as had the highest binding constant (12.4 ± 1.1 × 1013 M−1 s−1 in comparison with 7.0 ± 0.38 × 1013 M−1 s−1 for tannin 1 and 8.6 ± 1.1 × 1013 M−1 s−1 for tannin 2). For tannin 1 that was the largest of the studied compounds was observed the weakest influence on the fluorescence parameters, probably due to the effect of steric hindrancelimiting interaction with albumin Trp pocket. On the other hand T1 induced the strongest changed secondary structure of HSA in comparison to another studied tannins. Our results demonstrated that all used tannins interact with albumin by complex formation but in the manner depends on chemical structure and flexibility of studied compounds
