    The aim of the paper is to give the overview of current state forest policy in Russia. First of all, we considered the history of institutional environment of Russian forest complex since ancient times and stated that the branch always suffered from a bad quality of state management. Then we investigated the acting forest legislation based on the Forest Code of the Russian Federation and the main reforms performed by the Government during 2000s. Last chapter of our study is dedicated to the role of Kyoto process in the long-run development of the Russian forest complex. Our conclusion is that we expect an improvement of governmental perception of forest branch as an important sector of the national economy within next decadesЦелью настоящей работы является анализ государственной лесной политики России. Мы рассмотрели историю институциональной среды российского лесного комплекса с XII века по настоящее время и установили, что отрасль испытывала существенные трудности, связанные с невысоким качеством государственного управления в течение всей истории своего развития. Затем была дана характеристика современному лесному законодательству России, основанному на Лесном кодексе, а также проанализированы результаты реформ комплекса, предпринятых Правительством в 2000-х гг. Последний параграф настоящей статьи посвящен роли Киотского процесса в долгосрочном развитии российского лесного комплекса. Можно ожидать, что в течение ближайших десятилетий лесная отрасль сможет стать важным сектором национальной экономики, что улучшит ее восприятие представителями органов власти и, в конечном итоге, повысит качество государственной лесной политик

    Multi-Qubit Systems: Highly Entangled States and Entanglement Distribution

    A comparison is made of various searching procedures, based upon different entanglement measures or entanglement indicators, for highly entangled multi-qubits states. In particular, our present results are compared with those recently reported by Brown et al. [J. Phys. A: Math. Gen. 38 (2005) 1119].     In this paper we introduce the updated estimates of Genuine Savings and Green GRP and give an overview of complex estimation of sustainable development level of Krasnoyarsk Krai. For indicators specifying environmental damage we considered depletion of natural resources and the damage caused by emission of pollutants into the environment. Dynamics of both indicators has been found negative: the tendency of Krasnoyarsk Krai development is still unsustainable. This trend is kept since the mid of 2000s, when the previous estimation of the Genuine Savings and Green GRP was made. The above-stated results correspond to the estimation of Genuine Progress Indicator in 2005–2011 accurate within the accounting of social sphere indicators of sustainable development.     This paper argues for the important role of customers as a source of competitive advantage and firm growth, an issue which has been largely neglected in the resource-based view of the firm. It conceptualizes Penrose’s (1959) notion of an ‘inside track’ and illustrates how in-depth knowledge about established customers combines with joint problem-solving activities and the rapid assimilation of new and previously unexploited skills and resources. It is suggested that the inside track represents a distinct and perhaps underestimated way of generating rents and securing long-term growth. This also implies that the sources of sustainable competitive advantage in important respects can be sought in idiosyncratic interfirm relationships rather than within the firm itself

    The Adriatic Sea and underlying lithosphere remains the least investigated part of the Mediterranean Sea. To shed light on the plate tectonic setting in this central part of southern Europe, R/V METEOR cruise M86/3 set out to acquire deep penetrating seismic data in the Adriatic Sea. M86/3 formed the core of an amphibious investigation crossing Adria from the Italian Peninsula into Montenegro/Albania. A total of 111 OBS/OBH deployments were successfully carried out, in addition to 47 landstations both in Italy and Montenegro/Albania, which recorded the offshore airgun shots. In the scope of this shoreline-crossing study, the aim is to quantify the shallow geometry, deep boundaries and the architecture of the southern Adriatic crust and lithosphere and to provide insights on a possible decoupling zone between the northern and southern Adriatic domains. Investigating the structure of the Adriatic crust and lithospheric mantle and analyzing the tectonic activity are essential for understanding the mountain-building processes that underlie the neotectonics and earthquake hazard of the Periadriatic region, especially in the vicinity of local decoupling zones

    The Belle detector at the KEKB electron-positron collider has collected almost 1 billion Y(4S) events in its decade of operation. Super-KEKB, an upgrade of KEKB is under construction, to increase the luminosity by two orders of magnitude during a three-year shutdown, with an ultimate goal of 8E35 /cm^2 /s luminosity. To exploit the increased luminosity, an upgrade of the Belle detector has been proposed. A new international collaboration Belle-II, is being formed.     Observation of Bs0J/ψf0(980)B_s^0\to J/\psi f_0(980) and Evidence for Bs0J/ψf0(1370)B_s^0\to J/\psi f_0(1370)

    We report the first observation of Bs0J/ψf0(980)B_s^0\to J/\psi f_0(980) and first evidence for Bs0J/ψf0(1370)B_s^0\to J/\psi f_0(1370), which are CP eigenstate decay modes. These results are obtained from 121.4  fb1121.4\;\mathrm{fb}^{-1} of data collected at the Υ(5S)\Upsilon(5S) resonance with the Belle detector at the KEKB e+ee^+e^- collider. We measure the branching fractions B(Bs0J/ψf0(980);f0(980)π+π)=(1.160.19+0.31(stat.)0.17+0.15(syst.)0.18+0.26(NBs()Bˉs()))×104\mathcal{B}(B_s^0\to J/\psi f_0(980);f_0(980)\to\pi^+\pi^-)=(1.16^{+0.31}_{-0.19}(\mathrm{stat.})^{+0.15}_{-0.17}(\mathrm{syst.})^{+0.26}_{-0.18}(N_{B_s^{(*)}\bar B_s^{(*)}})) \times 10^{-4} with a significance of 8.4σ8.4\sigma, and B(Bs0J/ψf0(1370);f0(1370)π+π)=(0.340.14+0.11(stat.)0.02+0.03(syst.)0.05+0.08(NBs()Bˉs()))×104\mathcal{B}(B_s^0\to J/\psi f_0(1370);f_0(1370)\to\pi^+\pi^-)=(0.34^{+0.11}_{-0.14}(\mathrm{stat.})^{+0.03}_{-0.02}(\mathrm{syst.})^{+0.08}_{-0.05}(N_{B_s^{(*)}\bar B_s^{(*)}})) \times 10^{-4} with a significance of 4.2σ4.2\sigma.     Measurement of CP violating asymmetries in B^0 -> K^+K^- K^0_S decays with a time-dependent Dalitz approach

    We report a measurement of CPCP violating asymmetries in B0(B0)K+KKS0B^0(\overline{B}^0) \to K^+ K^- K^0_S decays with a time-dependent Dalitz approach. This analysis is based on a data sample of 657×106657\times 10^6 BBB\overline{B} pairs accumulated at the Υ(4S)\Upsilon(4S) resonance with the Belle detector at the KEKB asymmetric-energy e+ee^+e^- collider. As the result of an unbinned maximum likelihood fit to the selected candidates, the mixing-induced and direct CPCP violation parameters, ϕ1eff\phi^{\rm eff}_1 and ACP{\cal A}_{CP} are obtained for B0ϕ(1020)KS0B^0 \to \phi(1020) K^0_S, B0f0(980)KS0B^0 \to f_0(980) K^0_S and other B0K+KKS0B^0 \to K^+ K^- K^0_S decays. We find four solutions that describe the data. There are \{eqnarray*} \phi_1^{\rm eff}(B^0\to \phi(1020) K^0_S) & = & (32.2 \pm 9.0 \pm 2.6 \pm 1.4)^{\circ}; \phi_1^{\rm eff}(B^0\to \phi(1020) K^0_S) & = & (26.2 \pm 8.8 \pm 2.7 \pm 1.2)^{\circ};\\ \phi_1^{\rm eff}(B^0\to \phi(1020) K^0_S) & = & (27.3 \pm 8.6 \pm 2.8 \pm 1.3)^{\circ}\; {\rm and}\\ \phi_1^{\rm eff}(B^0\to \phi(1020) K^0_S) & = & (24.3 \pm 8.0 \pm 2.9 \pm 5.2)^{\circ}.{eqnarray*}\ The values for the CPCP violating phase in B0ϕ(1020)KS0B^0\to \phi(1020) K^0_S are similar but other properties of the Dalitz plot are quite different for the four solutions. These four solutions have consistent ϕ1eff\phi^{\rm eff}_1 values for all three BB meson decay channels and none of them deviates significantly from the values measured in B(ccˉ)K0B \to (c\bar{c}) K^0 decays with the currently available statistics. In addition, we find no significant direct CPCP violation.Comment: submitted to PR

    Opa vs Oper: Neutralization of /?/ and unstressed /a/ contrast in a perception and production study

    The present study examined differences in production and perception of the German vowels /a/ and /?/ in word-final, unstressed position. In the first experiment, 3 male and 3 female speakers produced minimal pairs embedded in meaningful sentences and varied in prosodic environment. In the second experiment, the minimal pairs were extracted from the context and presented to 44 listeners for a forced-choice identification task. Results showed a better-than-chance performance that was, however, mainly driven by one male speaker. Temporal and spectral measures confirmed that only this speaker produced an acoustic difference between /a/ and /?/
