    Embedding Co-Creation Method for the Development of Knowledge Management System in Higher Learning Institutions

    Knowledge Management (KM) is a vital aspect for any organization to stay competitive in global market. Most of the organizations around the world, have invested heavily for the purpose of developing a proper knowledge management system. It is unfortunate, that many organizations in different countries have not focused much on KM and its application, this was revealed based on the review conducted, in particular, the investigation on the Higher Learning Institutions (HLIs), especially in Malaysia, uncovered the failure or poor focus of KM system (KMS) due to various reasons. This paper however utilized an approach that could enhance the overall KM practice in the HLI domain, as it is believed user satisfactions and KMS success are correlated, therefore, this paper utilized co-creation as new recipe through which acquiring users values and needs towards the KMS. Following the steps of co-creation method had resulted set of attributes and features that forms the users values towards a KMS. As such, the obtained values originated to set of key roots forms the basic concepts to be utilized and enabled while developing the KMS. Based on the results obtained, the design and development of KMS application within HLI’s in general and in Malaysian HLIs particularly could be achieved.     Mobile phones play a major role in people life today. Currently, mobile phones are no longer used only for voice communication but they are a convenient way of connecting to the Internet and for transferring data, exchanging e-mails, and doing small scale business transactions. The aim of this study is to enable the public to find out the needed information about tenders in the public work department, through providing an alternative of a new method in which the traditional way of gathering information about the tenders in Malaysian public work department can be expanded. The emergence and fast growing of mobile Internet technology can assist in making this a reality. With the mobile application, information about tenders in the aforementioned department can be accessed via a handheld of mobile devices just about anywhere and anytime as long as the service is available in that particular area. The study followed the phases in the system development life cycle methodology for developing the system .For the purpose of developing the mobile tender, the study has mainly applied the technology of Wireless Application Protocol (WAP) using wireless markup language (WML) as programming language
