Cadastral services in Turkey within the framework of new public management
Central, national, political-managerial actors and the organization, processes and personnel structure of the public administration are changing within the framework of the new public management paradigm that envisages the superiority of private sector and private sector management techniques over the public sector. Restructuring of public management has been put on the agenda in 2000s in Turkey and various regulations have started to be established accordingly. In this process, new expansions have been made in the roles of the cadastre sector -which is considered to be a traditional public service- by bringing new legal and public regulations. The most significant step taken in this regard is the purchase of technical services from the private sector and handover of demand-oriented tasks (amalgamation, position determination, type variations etc.) conducted by the General Directorate of Land Registry and Cadastre (TKGM) to the licensed private measurement offices. Therefore, thanks to its reduced work load, TKGM uses all its facilities to establish a guiding, supervisory and spatial information system. Cost Benefit Analysis Of The Structures Designed For Alternative Seismic Hazard Levels
In this study, multiple performance objectives under the various earthquake hazard levels are investigated. In case of well defined earthquake hazard, as an alternative of classical earthquake resistant design principles, it is possible to design structures at different performances depending on structure's initial cost and economic life. In this study, costs of the structure with different performance levels are discussed.Current study is carried out on the reinforced concrete structures that are designed and analyzed for various seismic hazard levels. The aim is to determine, if the risk is released, whether the economic losses can be acceptable or not. In the study, cost of reinforced concrete ductile frames and dual systems that are designed for various seismic performances, are also compared for the economical aspects.To that end, in the first step 3, 5 and 8 storey frames and dual systems of several structures at Life Safety and Immediate Occupancy performance levels was designed for the earthquake hazards of 2% and 10% probability of exceedance in 50 years. The study reveals that if both direct and indirect effects of earthquake such as retrofitting costs, cost of temporary moving, temporary accommodation costs, cost of demolition and reconstructing the building, cost of damage to household goods and business disruption, social disturbance, are be taken into consideration, initial design performance level can be accepted as Immediate Occupancy performance level rather than Life Safety performance which is proposed current earthquake codes. The cost due to injuries and cost due to loss of lives are not included

Günümüzün ağa bağlı toplum yapısında ağlar, toplumu şekillendiren ve iletişim yapısını kökten değiştiren bir yapı içerisinde işlemektedir. Bu yapıda kurumsal iletişim biçimleri değişmiş, genişlemiş ve uygulanan stratejiler de yeniden yapılandırılmıştır. Günümüzde üniversiteler de kurumsal kültürün aktarılmasında ve şeffaflığın sağlanmasında sosyal medya ağlarında kurumsal iletişim faaliyetlerine önem vermektedir. Bu çalışma, dünyada ve Türkiye’de saygınlığı olan Oxford, Harvard, Koç ve Sabancı üniversitelerinin kurumsal iletişimde Twitter kullanımlarını sosyal ağ analizi yöntemiyle incelemiştir. Çalışma sonucunda, dünyanın en iyi üniversiteleri olarak kabul edilen Oxford ve Harvard üniversitelerinin Twitter’da kurumsal iletişime önem verdiği, Twitter’ı daha aktif ve interaktif bir şekilde kullandığı, bunun da takipçi ve etkileşim sayısına yansıdığı belirlenmiştir. Koç ve Sabancı üniversitelerinin ise Twitter kullanımının tekdüze olduğu, Twitter’ı daha çok diğer araçlar için üretilen içerikleri paylaşmak için kullandığı ve kullanıcılarla etkileşime geçmemeyi tercih ettiği belirlenmiştir.

Aortocaval Fistula in a Behcet's Disease Patient
Behcet's disease (BD) is a chronic, recurrent, systemic disease that is characterized by oral and genital ulcers and oculocutaneous inflammatory lesions. Cardiovascular involvement especially large artery involvement is a serious and vital complication of BD. Pseudoaneurysms in the major arteries may be the cause of sudden death in BD. In our case a pulsatile abdominal mass was determined to be an aortic pseudoaneurysm associated with BD and an aortocaval fistula. Here we report this case and a short review of literature because this is the first reported aortocaval fistula in a BD patient in English literature
Glutathione and Proline Attenuates Injury Induced by Boron Toxicity in Wheat
Given the increasing importance of boron (B) toxicity, the present study investigates the roles of glutathione (20 mM, GSH) and proline (20 mM) in the improvement of wheat (Triticum aestivum cv. Altındane) resistance to B toxicity (10 mM B). The plants were raised in hydroponic culture with control, B toxicity, B+glutathione, B+proline, glutathione and proline. B+glutathione and B+proline resisted the detrimental influences of B toxicity on the root and shoot lengths, the total chlorophyll, and phenolic contents. B toxicity increased superoxide radicals (O2.-), hydrogen peroxide (H2O2), lipid peroxidation (MDA), and proline contents while B+glutathione and B+proline applications diminished the mentioned parameters with the exception of the proline content. Individual B toxicity and combined B+glutathione and B+proline applications increased generally total ascorbic acid and glutathione levels in the wheat while the B+proline application decreased GSH content. The B toxicity decreased superoxide dismutase, catalase and guaiacol peroxidase activities in compared with control with the exception of the ascorbate peroxidase activity. Exogenous glutathione and proline augmented all enzyme activities in the wheat exposed to B toxicity. As a result, it can be suggested that glutathione and proline mitigates B toxicity; by preventing oxidative damage in the membrane, by increasing enzymatic and non-enzymatic antioxidant and by decreasing O2.-, H2O2, and MDA contents. Glutathione is generally more effective than proline in mitigating the above detrimental effects of B toxicity. The datum submitted in the current work are significant and the first to indicate that effects of exogenous glutathione and proline in improving a culture plant strength to B toxicity
Calcified fibrous pseudotumor with Castleman disease
Simultaneous calcified fibrous pseudotumor (CFT) and Castleman disease (CD) is an extremely rare association. CD is an uncommon lymphoproliferative disease that can arise in various sites of the body, while CFT is a rare type of benign fibrous lesion that frequently affects children and young adults, occurring as solitary or multiple lesions throughout the human body. Both entities are rare and exhibit typical and diverse histomorphological features. We report the case of a 15-year-old female patient, who, at the age of 13 had a biopsy performed at an external medical center; however, after 4 months the lesion had regrown. This lesion was removed with a surgical operation; however, it regrew 2 years later and was removed a third time. The results of the latter two biopsies were the same: CFT accompanying CD. The histologic examination of the excised lymph node and the surrounding tissue showed hyalinized fibrous tissue containing dystrophic and psammomatous calcification. In this case, the hyaline vascular type of CD was found to be intertwined with a CFT, which hampered the differentiation of whether both entities emerged within the lymph node or if the CFT developed from the soft tissue and then involved the lymph node. Future studies involving larger case series will provide a more precise insight, which should serve to resolve the current uncertaint
12. Sınıf Öğrencilerinin Biyoloji Sorularını Çözerken Kullandıkları Bilişsel ve Üstbilişsel Stratejiler
DergiPark: 613276tredBu araştırmanın amacı Fen Lisesi ve Anadolu Liseleri’ndeöğrenim gören 12. sınıf öğrencilerinin çoktan seçmeli Biyoloji sorularını doğruyanıtlayanların kullandıkları bilişsel ve üstbilişsel stratejileribelirlemektir Araştırmada nitel araştırma yöntemlerinden biri olan durumçalışması kullanılmıştır. Araştırmanın çalışma grubunu 1 Fen Lisesi ve 6Anadolu Lisesi’nden toplam 14 öğrenci oluşturmuştur. Her bir öğrencinin çoktanseçmeli soruları çözüm süreçlerine ait gözlem kayıtları ile yarıyapılandırılmış görüşmelerden elde edilen verilerin transkriptleri yapılmış veanaliz edilmiştir. Araştırma sonucunda soruları doğru yanıtlayan öğrencilerinsoruları yanlış yanıtlayan öğrencilerden farklı olarak zihinde canlandırma,orantı kurma, kelimeleri kalemi ya da parmağıyla takip ederek okuma, kendinesoru sorma gibi bilişsel stratejiler ile ipuçlarının altını çizme ya dayuvarlak içerisine alma, seçeneklere işaret koyma, tekrar okuma, önemlinoktaları tekrarlama, soru metnindeki şekil, tablo ya da grafikleri tekrar incelemegibi üstbilişsel stratejiler kullandıkları tespit edilmiştir.
Long-Term Risk of Reduced Cognitive Performance and Associated Factors in Discharged Older Adults with COVID-19: A Longitudinal Prospective Study
Background Increasing numbers of reports have suggested a deterioration in cognitive performance after recovery from coronavirus disease 2019 (COVID-19), however insufficient information is available regarding long-term brain health and risk factors related to reduced cognitive performance in advanced age. We investigated the prevalence of reduced cognitive performance and its associated factors among older adults after COVID-19. Methods This prospective observational study enrolled older individuals (aged ≥65 years) hospitalized for COVID-19. Discharged patients were contacted after an average of 15 months and a brief battery was administered during telephone interviews to assess their mental status. Results Among the 174 patients, 77 (44.3%) showed reduced cognitive performance at follow-up. Multivariate analysis revealed that female sex, education level, and increased Deyo/Charlson Comorbidity Index score, which is an objective indicator of chronic disease burden, were independent risk factors for long-term cognitive performance. Depression and anxiety symptoms, assessed using the Patient Health Questionnaire-2 and Generalized Anxiety Disorder 2-item questionnaire at the end of the study, were not associated with reduced cognitive performance. Conclusions Our findings provide key insights into discharged older adults with COVID-19 at risk of long-term cognitive impairment, and help to ascertain the factors associated with this problem
