    ON THE EQUIVALENCE OF IMPORT TARIFF AND QUOTA: THE CASE OF RICE IMPORT IN TAIWAN

    This paper extends the existing theory on the equivalence of import tariff and quota. If the equivalence is defined on the domestic price level (weak equivalence), then either the zero conjectural variation for domestic country or a perfectly competitive market will be sufficient to support this equivalence. If the equivalence is defined both on the same domestic price level as well as tariff rate (strong equivalence), then the conditions are that either domestic country acts as a Cournot competitor and foreign country is a price taker, or both domestic and foreign country are price takers. An empirical spatial-equilibrium trade model is constructed to simulate the impacts of import tariff and quota. Using Taiwan¡¦s rice import as an example, the empirical results show that if Taiwan switches from the quota system to tariff system, the domestic rice price as well as total social welfare can be increased given the same import volume.International Relations/Trade,

    Algebraic Properties of Riemannian Manifolds

    Algebraic properties are explored for the curvature tensors of Riemannian manifolds, using the irreducible decomposition of curvature tensors. Our method provides a powerful tool to analyze the irreducible basis as well as an algorithm to determine the linear dependence of arbitrary Riemann polynomials. We completely specify 13 independent basis elements for the quartic scalars and explicitly find 13 linear relations among 26 scalar invariants. Our method provides several completely new results, including some clues to identify 23 independent basis elements from 90 quintic scalars, that are difficult to find otherwise.Comment: A few typos corrected; 40 pages (4 appendices: 16 pages).     Containership Flag Selection: The Opening of Direct Shipping between Taiwan and China

    The signature of the cross-strait sea transport (CST) Agreement in 2008 has not only established the cross-strait direct shipping link, but also lifted the ban on the involvement of Taiwanese flagged ships to call at China’s ports. This paper focuses on the flag selection for Taiwanese container shipping companies under the provisions of the CST Agreement, and embraces the empirical investigation based on the Analytic Hierarchy Process (AHP) and Grey Relation Analysis (GRA) with the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The results show Hong Kong is the optimal choice rather than China and Taiwan. Although cross-strait shipping is highly controlled by both sides of the strait, economic factors are still taken seriously in commercial activities. Further, to assist shipping companies to get direct shipping approvals from China and revising a package of financial measures under current shipping policies are recommended for the Taiwanese government

    Adopting IT process standards seems to be a trend for IT organizations to meet ad-hoc informational needs and to provide better business value. Due to the changing environments of IT organizations themselves, one key to IT success lies in not only the establishment, but also the sustainability of ad-hoc professional IT functions. As IT organizations face many kinds of process standards to implement for various IT functions and although the implementations may be different due to various IT domains, from the management point of view, these implementations may not exist individually. This article attempts to highlight a possibility of an integrated effort to effectively manage the implementations of IT standards in an IT organization. Such a shared management refers to the integrated institutionalization design, which provides a road map for all IT functions to systematically improve and sustain the implementation results.
