The effectiveness of licence restriction for drink drivers: The Australian experience
In many jurisdictions, licence restriction is used as an alternative to full suspension for certain drink driving offenders. However, this may undermine both the specific and general deterrent effect of licence loss, by reducing the perceived certainty and severity of the sanction. To explore this proposition, an analysis was undertaken of the records of almost 22,000 male drivers initially convicted of drink driving during 1988 in Queensland, Australia. At a process level, it was found that licence restriction was relatively common, with 12% of offenders being granted a restricted licence for employment purposes. Contrary to legislative guidelines, these licences were sometimes granted to offenders with a recent history of drink driving. At an outcome level, it was found that the restricted drivers were involved in a similar proportion of alcohol-related crashes, but more non alcohol-related crashes, during the term of the sanction than drivers who had been fully suspended. This is consistent with previous research by the authors indicating that restricted drivers do not commit any more drink driving offences than suspended drivers. Therefore, while full suspension produces greater overall road safety benefits, restricted licences appear no less effective as a specific deterrent to drink driving

Perturbative Coulomb gauge Yang-Mills theory within the first order formalism
is considered. Using a differential equation technique and dimensional
regularization, analytic results for both the ultraviolet divergent and finite
parts of the two-point functions at one-loop order are derived. It is shown how
the non-ultraviolet divergent parts of the results are finite at spacelike
momenta with kinematical singularities on the light-cone and subsequent branch

The extended hypergeometric class of L\'evy processes
With a view to computing fluctuation identities related to stable processes,
we review and extend the class of hypergeometric L\'evy processes explored in
Kuznetsov and Pardo (arXiv:1012.0817). We give the Wiener-Hopf factorisation of
a process in the extended class, and characterise its exponential functional.
Finally, we give three concrete examples arising from transformations of stable

Evaluation of wet tantalum capacitors after exposure to extended periods of ripple current, volume 1
The application of tantalum capacitors in the Viking Lander includes both dc voltage and ripple current electrical stress, high temperature during nonoperating times (sterilization), and high vibration and shock loads. The capacitors must survive these severe environments without any degradation if reliable performance is to be achieved. A test program was established to evaluate both wet-slug tantalum and wet-foil capacitors under conditions accurately duplicating actual Viking applications. Test results of the electrical performance characteristics during extended periods of ripple current, the characteristics of the internal silver migration as a function for extended periods of ripple current, and the existence of any memory characteristics are presented
The Effects of Blowing Over Various Trailing-edge Flaps on an NACA 0006 Airfoil Section, Comparisons with Various Types of Flaps on other Airfoil Sections, and an Analysis of Flow and Power Relationships for Blowing Systems
The results are presented of a two-dimensional investigation conducted to determine the effect of blowing over various types of trailing-edge flaps on a wing having the NACA 0006 airfoil section and a drooped-nose flap. The position and profile of the trailing-edge flap, the nozzle height, and the location of the flap with respect to the nozzle were found to be important variables. Data from many investigations were used to make an evaluation of the effects of blowing on lift. An analysis was made of flow and power relationships for blowing systems
STOL Simulation Requirements for Development of Integrated Flight/propulsion Control Systems
The role and use of simulation as a design tool in developing integrated systems where design criteria is largely unavailable is well known. This paper addresses additional simulation needs for the development of Integrated Flight/Propulsion Control Systems (IFPCS) which will improve the probability of properly interpreting simulation results. These needs are based on recent experience with power approach flying qualities evaluations of an advanced fighter configuration which incorporated Short Takeoff and Landing (STOL) technologies and earlier experiences with power approach flying qualities evaluations on the AFTI/F-16 program. The use of motion base platforms with axial and normal degrees of freedom will help in evaluating pilot coupling and workload in the presence of high frequency low amplitude axial accelerations produced by high bandwidth airspeed controllers in a gusty environment
Don’t get involved: an examination of how public sector organisations in England are involving disabled people in the Disability Equality Duty
The Disability Equality Duty (DED) came into force in December 2006. It stipulated that all public sector organisations were to develop policies to promote the equality of disabled people as staff members, consumers or visitors. Its emergence comes as part of a network of social policies developed over the last 20 years to promote disability rights and citizenship in the UK. However unlike previous legislation, the DED set in place the need for organisations to be pro-active in their policies and work with disabled people to move towards change in public sector cultures and working practices. This article reports on this early stage of implementation in England. Findings show that whilst some progress has been made in securing change, practice varied greatly. Therefore if a fundamental change in the culture of work and service provision is to be secured, this key requirement will need to be given a higher priority by organisations
