    This report discusses findings from the evaluation of The Colorado Trust's three-year, $3.3 million grant strategy (2009-2011) to help expand enrollment of children and youth in public health insurance programs in Colorado. These findings focus on how 12 community-based organizations, with little previous experience in providing application assistance to families to enroll children and youth in public health insurance, offered targeted outreach and application assistance services. These findings provide new insights into the time, effort and outcomes associated with implementing outreach and application assistance services, reinforcing and expanding upon previous literature demonstrating the promise and potential pitfalls of this approach

    Shape of the 8B Alpha and Neutrino Spectra

    The beta-delayed alpha spectrum from the decay of 8B has been measured with a setup that minimized systematic uncertainties that affected previous measurements. Consequently the deduced neutrino spectrum presents much smaller uncertainties than the previous recommendation. The 8B neutrino spectrum is found to be harder than previously recommended with about (10-20)% more neutrinos at energies between 12-14 MeV. The efficiencies of the 37Cl, 71Ga, 40Ar, and SuperKamiokande detectors are respectively, 3.6%, 1.4%, 5.7% and 1.8% larger than previously thought.Comment: 4 pages, 5 figure

    Quasi-Two-Dimensional Dynamics of Plasmas and Fluids

    In the lowest order of approximation quasi-twa-dimensional dynamics of planetary atmospheres and of plasmas in a magnetic field can be described by a common convective vortex equation, the Charney and Hasegawa-Mirna (CHM) equation. In contrast to the two-dimensional Navier-Stokes equation, the CHM equation admits "shielded vortex solutions" in a homogeneous limit and linear waves ("Rossby waves" in the planetary atmosphere and "drift waves" in plasmas) in the presence of inhomogeneity. Because of these properties, the nonlinear dynamics described by the CHM equation provide rich solutions which involve turbulent, coherent and wave behaviors. Bringing in non ideal effects such as resistivity makes the plasma equation significantly different from the atmospheric equation with such new effects as instability of the drift wave driven by the resistivity and density gradient. The model equation deviates from the CHM equation and becomes coupled with Maxwell equations. This article reviews the linear and nonlinear dynamics of the quasi-two-dimensional aspect of plasmas and planetary atmosphere starting from the introduction of the ideal model equation (CHM equation) and extending into the most recent progress in plasma turbulence.U.     Egypt’s 2011–2012 parliamentary elections: Voting for religious vs. secular democracy?

    This study investigates whether individuals’ attitudes towards democracy and secular politics have any influence on voting behavior in Egypt. Based on data from a survey conducted immediately after the Egyptian parliamentary elections in January 2012, this study finds that Egyptians’ attitudes towards democratic governance were quite negative around the parliamentary elections, yet Egyptians still endorsed democracy as the ideal political system for their country. However, empirical findings suggest that support for democracy has a limited impact on electoral results. On the other hand, the main division in Egyptian society around the first free and fair parliamentary elections was the religious-secular cleavage. As people support secular politics more, they become significantly less likely to vote for Islamist parties. These results illustrate that preferences in regard to the type of democracy – either a liberal and secular or a religious democracy – were the main determinant of the historic 2012 elections in Egypt

    The future of sovereignty in multilevel governance Europe: a constructivist reading

    Multilevel governance presents a depiction of contemporary structures in EU Europe as consisting of overlapping authorities and competing competencies. By focusing on emerging non-anarchical structures in the international system, hence moving beyond the conventional hierarchy/anarchy dichotomy to distinguish domestic and international arenas, this seems a radical transformation of the familiar Westphalian system and to undermine state sovereignty. Paradoxically, however, the principle of sovereignty proves to be resilient despite its alleged empirical decline. This article argues that social constructivism can explain the paradox, by considering sovereign statehood as a process-dependent institutional fact, and by showing that multilevel governance can feed into this process

    Evidence for Neutrino Oscillations from Muon Decay at Rest

    A search for nu_bar_mu to nu_bar_e oscillations has been conducted at the Los Alamos Meson Physics Facility using nu_bar_mu from mu+ decay at rest. The nu_bar_e are detected via the reaction (nu_bar_e,p) -> (e+,n), correlated with the 2.2 MeV gamma from (n,p) -> (d,gamma). The use of tight cuts to identify e+ events with correlated gamma rays yields 22 events with e+ energy between 36 and 60 MeV and only 4.6 (+/- 0.6) background events. The probability that this excess is due entirely to a statistical fluctuation is 4.1E-08. A chi^2 fit to the entire e+ sample results in a total excess of 51.8 (+18.7) (-16.9) (+/- 8.0) events with e+ energy between 20 and 60 MeV. If attributed to nu_bar_mu -> nu_bar_e oscillations, this corresponds to an oscillation probability (averaged over the experimental energy and spatial acceptance) of 0.0031 (+0.0011) (-0.0010) (+/- 0.0005).Comment: 57 pages, 34 figures, revtex, additional information available at http://nu1.lampf.lanl.gov/~lsnd

    Thermal simulation software outputs: a conceptual data model of information presentation for building design decision-making

    Building simulation outputs are inherently complex and numerous. Extracting meaningful information from them requires knowledge which mainly resides only in the hands of experts. Initiatives to address this problem tend either to provide very constrained output data interfaces or leave it to the user to customize data organisation and query. This work proposes a conceptual data model from which meaningful dynamic thermal simulation information for building design decision-making may be constructed and presented to the user. It describes how the model was generated and can become operational, with examples of its applications to practical problems. The paper therefore contains useful information for software developers to help in specifying and designing simulation outputs which better respond to building designers’ needs
