    Convergence towards a European strategic culture? A constructivist framework for explaining changing norms.

    The article contributes to the debate about the emergence of a European strategic culture to underpin a European Security and Defence Policy. Noting both conceptual and empirical weaknesses in the literature, the article disaggregates the concept of strategic culture and focuses on four types of norms concerning the means and ends for the use of force. The study argues that national strategic cultures are less resistant to change than commonly thought and that they have been subject to three types of learning pressures since 1989: changing threat perceptions, institutional socialization, and mediatized crisis learning. The combined effect of these mechanisms would be a process of convergence with regard to strategic norms prevalent in current EU countries. If the outlined hypotheses can be substantiated by further research the implications for ESDP are positive, especially if the EU acts cautiously in those cases which involve norms that are not yet sufficiently shared across countries

    Counterfactual reasoning in foreign policy analysis: the case of German nonparticipation in the Libya intervention of 2011

    The abstention of the conservative-liberal government under Chancellor Angela Merkel on UN Security Council resolution 1973 marked the first occasion in which the Federal Republic of Germany stood against all three of its main Western partners, the US, France and the UK, simultaneously on a major foreign policy issue. Many accounts of this decision invoke the influence of electoral incentives. What is problematic, however, is that the causal weight attached to electoral politics is often left ambiguous and difficult to assess with traditional case study methods. The article, therefore, employs counterfactual reasoning to scrutinize ‘electoral politics’ explanations of Germany’s policy on Libya. Specifically, it develops counterfactuals in which decision-making did not take place in the shadow of upcoming elections and investigates how other variables on different levels of analysis would have shaped decision-making in the counterfactual scenarios. The findings suggest that electoral incentives did not decisively shift German foreign policy on Libya. More generally, the article speaks to the value of counterfactuals in foreign policy analysis

    Globalization, democratization, and the Arab uprising : the international factor in MENA's failed democratization

    What explains the almost negative impact of international factors on post-Uprising democratization prospects? This article compares the utility of rival “diffusionist” and neo-Gramscian political economy frames to explain this. Three international factors deter democratization. The failure of Western democracy promotion is rooted in the contradiction between the dominance of global finance capital and the norm of democratic equality; in the periphery, neo-liberalism is most compatible with hybrid regimes and, at best, “low intensity democracy.” In MENA, neo-liberalism generated a crony capitalism incompatible with democratization; while this also sparked the uprisings, these have failed to address class inequalities. Moreover at the normative level, MENA hosts the most credible counter-hegemonic ideologies; the brief peaking of democratic ideology in the region during the early uprisings soon declined amidst regional discourse wars. Non-democrats—coercive regime remnants and radical charismatic movements--were empowered by the competitive interference of rival powers in Uprising states. The collapse of many Uprising states amidst a struggle for power over the region left an environment uncongenial to democratization.PostprintPeer reviewe

    Social distancing enhanced automated optimal design of physical spaces in the wake of the COVID-19 pandemic

    NoAs the COVID-19 pandemic unfolds, manually enhanced ad-hoc solutions have helped the physical space designers and decision makers to cope with the dynamic nature of space planning. Due to the unpredictable nature by which the pandemic is unfolding, the standard operating procedures also change, and the protocols for physical interaction require continuous reconsideration. Consequently, the development of an appropriate technological solution to address the current challenge of reconfiguring common physical environments with prescribed physical distancing measures is much needed. To do this, we propose a design optimization methodology which takes the dimensions, as well as the constraints and other necessary requirements of a given physical space to yield optimal redesign solutions on the go. The methodology we propose here utilizes the solution to the well-known mathematical circle packing problem, which we define as a constrained mathematical optimization problem. The resulting optimization problem is solved subject to a given set of parameters and constraints – corresponding to the requirements on the social distancing criteria between people and the imposed constraints on the physical spaces such as the position of doors, windows, walkways and the variables related to the indoor airflow pattern. Thus, given the dimensions of a physical space and other essential requirements, the solution resulting from the automated optimization algorithm can suggest an optimal set of redesign solutions from which a user can pick the most feasible option.
