Communication for Peaceful Social Change and Global Citizenry
The adoption of the 17 Sustainable Development Goals (SDGs) by the United Nations (UN) in 2015
represents a universal call to action involving multiple international actors for the purpose of eradicating
poverty, improving living conditions and promoting peace. This entry provides a theoretical overview of
the contributions of scholars and practitioners who highlight the importance of a transformative,
educational and emancipatory communication by different social actors to establish the main lines of
action for the 2030 Agenda for Sustainable Development. This communicative model involves the
coordination of actors and strategies, both short- and long-term, cross-cutting actions and discourses to
build social, cultural and political settings based on the criteria of peace, equality, social justice and
human rights. Specifically, this entails a contribution to the objectives set out in SDG 16, “Peace, Justice
and Strong Institutions”, given that the proposed theoretical framework is grounded in Communication for
Peace and Communication for Social Change, and includes a systematization of different strategies and
experiences from a variety of social issuers, mainly institutions, non-governmental organizations (NGOs)
or social movements, aimed at promoting peaceful and inclusive societies. Specifically, communication
for peaceful social change and global citizenry contributes to the achievement of specific SDG 16

Accounting for International War: The State of the Discipline
In studies of war it is important to observe that the processes leading to so frequent an event as conflict are not necessarily those that lead to so infrequent an event as war. Also, many models fail to recognize that a phenomenon irregularly distributed in time and space, such as war, cannot be explained on the basis of relatively invariant phenomena. Much research on periodicity in the occurrence of war has yielded little result, suggesting that the direction should now be to focus on such variables as diffusion and contagion. Structural variables, such as bipolarity, show contradictory results with some clear inter-century differences. Bipolarity, some results suggest, might have different effects on different social entities. A considerable number of studies analysing dyadic variables show a clear connection between equal capabilities among contending nations and escalation of conflict into war. Finally, research into national attributes often points to strength and geographical location as important variables. In general, the article concludes, there is room for modest optimism, as research into the question of war is no longer moving in non-cumulative circles. Regional Sanctions Against Burundi: A Powerful Campaign and Its Unintended Consequences
This paper examines the impact of regionally imposed sanctions on the trajectory of the Burundian regime and its involvement in the peace process following the 1996 coup in the country. Despite the country's socioeconomic and geopolitical vulnerability, the Buyoya government withstood the pressure from the sanctions. Through a vocal campaign against these sanctions, the new government mitigated the embargo's economic consequences and partially reestablished its international reputation. Paradoxically, this campaign planted the seed for comprehensive political concessions in the long term. While previous literature has attributed the sanctions' success in pressuring the government into negotiations to their economic impact, the government actually responded to the sanction senders' key demand to engage in unconditional, inclusive peace talks under the auspices of the regional mediator once the economy had already started to recover. The regime's anti-sanctions campaign, with its emphasis on the government's willingness to engage in peace talks, backfired, with Buyoya forced to negotiate after having become entrapped in his own rhetoric
Why Humanitarian Interventions Succeed or Fail: The Role of Local Participation
Why do interstate interventions, even when carried out with the best of intentions, so often fail to contain conflicts and support a peaceful settlement? We argue that the extent of local participation exerts a strong effect on the prospects for successful peace-building and reconstruction efforts in the wake of humanitarian interventions. Even though the population in target countries may sympathize with the goal of the intervention, local populations are unlikely to feel a personal attachment to a solution externally imposed unless actively consulted or involved in the intervention strategy. Humanitarian interventions without some form of local participation are likely to create cognitive dissonance among the local population between the outcome and the means chosen to implement it. We evaluate our hypotheses about the relationship between local involvement and successful post-conflict reconstruction by looking at variation in conflict and local involvement over time in two humanitarian interventions, Bosnia (1991–95) and Somalia (1987–97). Consistent with our hypotheses about how lack of local involvement can undermine post-conflict reconstruction efforts in the wake of interventions, we find that phases with more local involvement are associated with lower levels of conflict
Threat and imposition of economic sanctions 1945–2005: Updating the TIES dataset
Recent research on economic sanctions has produced significant advances in our theoretical and empirical understanding of the causes and effects of these phenomena. Our theoretical understanding, which has been guided by empirical findings, has reached the point where existing datasets are no longer adequate to test important hypotheses. This article presents a recently updated version of the Threat and Imposition of Economic Sanctions dataset. This version of the data extends the temporal domain, corrects errors, updates cases that were ongoing as of the last release, and includes a few additional variables. We describe the dataset, paying special attention to the key differences in the new version, and we present descriptive statistics for some of the key variables, highlighting differences across versions. Since the major change in the dataset was to more than double the time period covered, we also present some simple statistics showing trends in sanctions use over time
