City of Milwaukee's Fiscal Condition: Between a Rock and a Hard Place
This report presents an analysis of the fiscal condition of the City of Milwaukee government, applying a professional financial evaluation system of the International City/County Management Association (ICMA). The city conducted this type of analysis internally during the 1990s, but it has done nothing similar this decade. In March 2009, the Forum released an evaluation of the finances of Milwaukee County also using the ICMA methodology. Milwaukee's city government currently is experiencing serious financial difficulties. The recession hit Milwaukee hard, as it has the region and state, and the negative impact on Milwaukee's businesses and property values has had financial repercussions on city coffers. In addition, the massive decline in stock prices has devalued pension investments. While ranked the second most secure public pension fund in the nation prior to the economic downturn, Milwaukee's pension fund now has an unfunded liability of more than $700 million
Should It Stay or Should It Go?: Exploring the potential for structural reform in Milwaukee County government
Milwaukee County government faces immediate and substantial fiscal and programmatic challenges. The county's structural deficit -- defined as the gap between expenditure needs and anticipated revenues -- is projected to grow from 106 million by 2014, despite several successive years of significant expenditure and staff reductions and anticipation of significant wage and benefit concessions in 2010. This projection is the clearest indication yet that the county's finances are crumbling and that valued services in areas like parks, transit, mental health and public safety face severe degradation without prompt and concerted action. This action could take any of several forms, including the complete elimination of Milwaukee County government. This report, commissioned by the Greater Milwaukee Committee, provides detailed analysis and perspective on the complex issues surrounding that option, as well as other potential structural changes

Benito PĂ©rez GaldĂłs has been classified generally as a traditional writer of the nineteenth century. Recent reevaluation ry critics such as Sánchez-Barbudo, Angel de los RĂos and Ricardo GullĂłn maintains that GaldĂłs\u27 concerns remove him from the frame- work of the nineteenth century traditional Spanish novel and rank him as a precursor of modern thought. This thesis will analyze the Torquemada tetrology which is an expression of these concerns and as such links GaldĂłs to the novel of the twentieth century

This paper documents the first occurrence of Hexacola neoscatellae, a shore fly parasitoid, in Canada. The discovery of H. neoscatellae is significant because currently there are no suitable biological control agents available for shore fly control to the floriculture industry
Accuracy of irradiance and power of light-curing units measured with handheld or laboratory grade radiometers
This study measured and compared exitance irradiance and power of 4 commercial dental light-curing units (LCU) (Elipar S10, Elipar DeepCure-S, Corded VALO and Bluephase Style) using different types of radiometers. The devices used to analyze the LCU were classified as either handheld analog (Henry Schein, Spring, Demetron 100A, Demetron 100B and Demetron 200), handheld digital (Bluephase 1, Bluephase II, Coltolux, CureRite and Hilux), or laboratory instruments (Thermopile and Integrating Sphere). The laboratory instruments and the Bluephase II radiometer were also used to measure the LCU’s power (mW). The LCU’s were activated for 20 s (n=5). Data were analyzed using Kruskal-Wallis and Student-Newman-Keuls multiple comparison test (a=0.05). Among the LCU, the laboratory instruments presented different irradiance values, except for Corded VALO. The Coltolux and Hilux radiometers measured greater irradiance values compared to the laboratory instruments for the four LCUs tested. Within a given LCU, handheld analog units measured lower irradiance values, compared to handheld digital and laboratory instruments, except using the Spring radiometer for the Elipar S10 LCU. None of the handheld radiometers were able to measure similar irradiance values compared to laboratory instruments, except for Elipar S10 when comparing Bluephase 1 and Thermopile. Regarding power measurement, Bluephase II always presented the lowest values compared to the laboratory instruments. The RUMERTIME Process as a Protective Factor in School Attendance Problems
The RUMERTIME Process (RP) is a five-step culturally responsive social-emotional, problem-solving, prevention-intervention strategy used to educate, equip, and empower students, educators, and families. The RP equips individuals with the abilities to recognize, understand, manage, express, and reflect on their thoughts, interactions, mindsets, and emotions (RUMERTIME) in relation to themselves, others, and the daily life challenges they face within multiple systems and settings. The RP is embedded within the Cultivating SEEDS System framework (CSS) and is utilized to equip culturally diverse communities, inclusive of students, family members, educators, and administrators, with the social-emotional skills to effectively solve student attendance problems (SAPs). The data shared in this practice intervention article are descriptive in nature and highlight the RP as a protective factor and explain its three goals. The paper consists of three parts: (a) introduction of the RP, which is embedded in the CSS framework; (b) description of implementation of the RP as integral to the Daytime Intervention Room (DIR) program; and (c) discussion of risk factors that qualified students to receive services through the DIR program as well as data that demonstrated how the RP performed as a protective factor. The DIR program was aimed at creating an alternative to out-of-school suspension (OSS) and the traditional punitive in-school suspension (ISS). The program was established in each of the four schools in an urban high-needs school district in the midwest region of the United States. The DIR program was intentionally designed to include multiple levels, stakeholders, and delivery support, thus creating a solid base for the holistic development of students, educators, and parents. In conjunction with the CSS framework, the DIR program sought to increase academic performance, decrease the number of behavior referrals, and improve attendance rates in this high-needs urban school district
