‘Why should not citadels become academies?’: transatlantic tercentenaries, higher education, and local pasts in Britain after the First World War

Available on open access from Wiley via the DOI in this recordThis article examines two transatlantic tercentenaries that took place around the end of the First World War: that of the execution of Sir Walter Raleigh (1918) and that of the sailing of the Mayflower (1920). By sheer historical happenstance, these two major commemorative events were both centred on the county of Devon. Raleigh was associated with the city of Exeter, while the Mayflower pilgrims were indelibly linked with the maritime city of Plymouth. This thrusting into the limelight of two Devonian cities coincided with a regional effort to expand university education in the southwest. This article examines these two tercentenaries as case studies in the interaction between the transnational, regional and local dimensions of commemorative culture and historical narrative in Britain. It shows how, in both cases, internationalism fed regional rivalries, with national agendas peripheral at best. The article's second, related aim is to highlight a neglected aspect of scholarship on twentieth-century memorialisation, namely educational institutions as legacies of historical commemorative events. In both the Raleigh and the Mayflower anniversaries, links between the British locale and internationalism superseded any national aims or agendas, with both Exeter and Plymouth vying to be the regional leader in higher education, each bolstered by their claims to significance in America. Speculative metaphysics and the culture of ideas in early Victorian Britain: the case of Francis Foster Barham

The final version is available from Oxford University Press via the DOI in this recordThis article focuses on the social and intellectual world of Francis Foster Barham (1808–1871) from the late 1830s to the mid-1850s. Barham was a prolific polymathic writer and lecturer whose oeuvre ranged from the classics to theology to esotericism, contemporary drama and literature. Based on wide reading and his interactions with fellow transcendentalists and idealists, he elaborated his own philosophy, ‘syncretism’, a universalising system of thought with applications to political, religious and social reform. This article uses the example of Barham, his philosophical speculations, and the small groups with which he was affiliated in London and the West Country, to illuminate the trajectory of a humanistic discourse—in this case speculative metaphysical philosophy—in the life of relatively obscure people who, outside of academic and scholarly circles, interpreted ‘high’ ideas in their own way. The article suggests that there is much more to be done to understand fully the cultural and intellectual history of the humanities in modern Britain, especially in the thought and experience of lesser-known people and associations. Recovering the history of ideas through such figures, their networks, and their own terminologies can point the way to fresh understandings of the history, nature and processes of intellectual development, including its ‘freaks’ and dead-ends, as well as its manifestation in and as culture

Does Regulation Discourage Investors? Sales Price Effects of Rent Controls in Germany

We analyze the extent to which sales prices for residential housing react to rent-price regulation. To this end, we exploit changes in apartment prices across the regulation treatment threshold. We examine a quasi-natural design in the German federal state of Brandenburg using transaction price data provided by the committee of evaluation experts. Brandenburg introduced both a capping limit for existing rental contracts as well as a price ceiling for new contracts for municipalities with tight housing markets in 2014. Whether or not a municipality falls under this classification is based upon a municipality's housing market characteristics, which are translated into a specific score. This allows us to employ a regression discontinuity design with a sharp cutoff point. We compare sales prices in municipalities that are located marginally above the assignment threshold with the prices in those slightly below. Our results suggest that the regulations reduced sales prices for affected apartments by 20–30 %

Trotz geltender Mietpreisbremse steigen die Mieten in den Städten unaufhaltsam. Ist das Instrument damit wirkungslos? Ein Blick auf Kaufpreise zeigt: Von der Regulierung betroffene Wohnungen weisen über 20% geringere Kaufpreise auf, als vergleichbare Wohnungen in unregulierten Regionen. Die Ergebnisse legen nahe, dass die Mietpreisbremse aus Sicht der Marktakteure lediglich Startprobleme hat. Auf längere Sicht dürfte sie auch auf erzielbare Mieteinnahmen wirken
