DEVELOPING HUMAN RESOURCES OF ETHNIC MINORITIES IN THE MOUNTAINOUS AREA OF NGHE AN PROVINCE, VIETNAM IN THE CONTEXT OF THE IMPACT OF THE 4.0 INDUSTRIAL REVOLUTION
The Fourth Industrial Revolution has been developing strongly, with a profound and comprehensive impact on all aspects and areas of social life. The development of science and technology and production forces on a global scale with new speed and quality has been promoting the world economy to shift to a knowledge economy, bringing new scientific achievements - technology is applied to optimize the process of production, distribution, exchange, consumption, management, and administration. That poses new requirements for developing human resources in general and training and using high-quality ethnic minority human resources in Vietnam. In recent years, developing and improving the quality of human resources of ethnic minorities in mountainous areas has always been of concern to Nghe An province, Vietnam. In the coming time, the development of human resources for ethnic minorities in the mountainous regions of Nghe An province, Vietnam, will be an essential and urgent issue that requires feasible strategies and solutions to meet the requirements, facing the increasing challenges of the revolution industry 4.0. REQUIREMENTS IN THE PROCESS OF BUILDING A CONTINGENT OF ETHNIC MINORITY CADRES IN THE MOUNTAINOUS AREAS OF NGHE AN PROVINCE, VIETNAM
Nghe An is a province in Vietnam, with 10 mountainous districts and 1 mountainous town, accounting for 83.31% of the province's natural area. The mountainous area of Nghe An is a place with complicated and dangerous terrain and poor infrastructure; the lowest human development index (HDI) in the province; economic situation is extremely difficult, but it is a place with an important strategic position in terms of socio-economic development and protection of national border security. Therefore, building a contingent of ethnic minority cadres has a very important position and role in the development of the mountainous area of Nghe An. However, the work of building a contingent of ethnic minority cadres in mountainous districts of Nghe An currently has many shortcomings and limitations that need to be overcome, and possible solutions are needed so that the construction building a contingent of ethnic minority cadres in mountainous areas to achieve good results in the coming time. HO CHI MINH’S VIEW ON THE TRAINING OF CADRES OF ETHNIC MINORITIES IN VIETNAM
During his revolutionary activities, Ho Chi Minh paid particular attention to ethnic minorities - political subjects mainly in highland, remote and border areas. Appreciating the critical position of the mountainous region - which has a vital role in terms of economy, politics, foreign affairs and national defence; is the location of a “revolutionary base”, “where many ethnic minorities live”, “a place contiguous with neighbouring countries”. Ho Chi Minh always cares about this strategic area and gives special affection to the people of Vietnam's ethnic minorities. Fisher information estimation using neural networks
In estimation theory, the Fisher information matrix (FIM) is a fundamental concept from which we can infer the well-known Cramér-Rao bound. A closed-form expression of the FIM is often intractable due to the lack or sophistication of statistical models. In this paper, we propose a Fisher Information Neural Estimator (FINE) based on neural networks and a relation between the f-divergence and the Fisher information. The proposed method produces an estimate of the FIM directly from observed data. It does not require knowledge or an estimate of the probability density function (pdf), and is therefore universally applicable. The proposed FINE is applicable for not only deterministic parameters but also random parameters. We show via numerical results that the proposed FINE can provide a highly-accurate FIM estimate with a low-computational complexity. Furthermore, we also propose an accelerated FINE version which can be used for scenarios with a high parameter dimension. Finally, we develop an algorithm to choose an appropriate size of the employed neural networks

QUALITY OF PERSONNEL ETHNIC MINORITY IN THE MOUNTAIN AREA OF VIETNAM IN THE TIME OF PROMOTING INDUSTRIAL, MODERNIZING THE COUNTRY
Human resources are the most significant asset, a decisive factor for the existence and development of every country. Human resource development has become an urgent task not only of each country but also of each region and region according to the characteristics of geography, population and requirements of economic development orientation - society. Outage performance analysis and SWIPT optimization in energy-harvesting wireless sensor network deploying NOMA
Thanks to the benefits of non-orthogonal multiple access (NOMA) in wireless communications, we evaluate a wireless sensor network deploying NOMA (WSN-NOMA), where the destination can receive two data symbols in a whole transmission process with two time slots. In this work, two relaying protocols, so-called time-switching-based relaying WSN-NOMA (TSR WSN-NOMA) and power-splitting-based relaying WSN-NOMA (PSR WSN-NOMA) are deployed to study energy-harvesting (EH). Regarding the system performance analysis, we obtain the closed-form expressions for the exact and approximate outage probability (OP) in both protocols, and the delay-limited throughput is also evaluated. We then compare the two protocols theoretically, and two optimization problems are formulated to reduce the impact of OP and optimize the data rate. Our numerical and simulation results are provided to prove the theoretical and analytical analysis. Thanks to these results, a great performance gain can be achieved for both TSR WSN-NOMA and PSR WSN-NOMA if optimal values of TS and PS ratios are found. DNA barcoding for identification of some fish species (Carangidae) in Vietnam coastal area
Carangidae family has got about 148 species belonging to 32 genera. In Vietnam, Carangidae is of high commercial value and playing an important role in the ecosystem. In the context Vietnam has received yellow card for seafood since Nov. 2017 by the EU, in which one of the main reasons was related to the restriction of traceability. In this study, DNA barcoding technique of mitochondrial cytochrome oxidase I (COI) gene was used to classify 56 specimens of Carangidae from three coastal areas (Northern, Central and Southern) in Vietnam to evaluate the effectiveness compared to the morphological classification method. Results showed that 21 species belonging to 16 genera were determined by the COI barcode while 18 species (16 genera) were determined when using morphological method. Seriola quinqueradiata and Trachinotus anak were newly recorded in Vietnam. From 56 sequences with 660 bp of mtDNA (COI), total 27 haplotypes were detected; haplotype diversity (h) and nucleotide diversity (π) were 0.903 ± 0.00060 and 0.14%, respectively. The DNA barcodes of COI gene of 21 species in Carangidae which were developed in this study could be used as a basis for comparison and traceability of their products.
