    "This document presents a quarterly report to the County of Hawaii Planning Department to support the Scientific Observation Hole (SOH) program in the Kilauea Middle and Lower East Rift Zones. The SOHs are for scientific observation purposes only. The information to be gained from the SOHs will provide an assessment of subsurface geological conditions, groundwater level and composition, temperature, drilling conditions, an inventory of possible mineral and geothermal resources, and an eruptive history of the island to the depth drilled. This report addresses: description of work undertaken and planned; results of the environmental and noise monitoring activities; log of complaints; status of exploration activities; other information; and financial accounting.

The need for such information was created by passage of Act 68, Session Laws of Hawaii 1991, which created the Hawaii Employment and Training Fund to assist employers and workers through innovative programs to include, but not be limited to, business-specific training, upgrade training, new occupational skills, management skills, and support services to improve the long-term employability of Hawaii\u27s people

While many research have been conducted to assess the potential impacts and physical vulnerability of transportation network to sea level rise, it is often difficult to validate the results due to the lack of empirical data.
