Publiczne fundusze socjalne – istota oraz organizacja i funkcjonowanie w Polsce

Public funds should play important role in rationalization of the social security system as they allow greater control over expenses redistribution and thus over changes in society. However, as the rule of parainsurance is not followed while creating public funds, one cannot hope for public support for fiscal burdens and for diminishing political influence on the tax collection for social expenses and social expenses itself. The lack of public support should not limit possibilities of using public funds to rationalize public finances, particularly social security.W racjonalizowaniu systemu zabezpieczenia społecznego, który ma zapewniać określony standard bezpieczeństwa socjalnego, istotne znaczenie powinna mieć możliwość zastosowania w nim rozwiązań finansowych o charakterze publicznych funduszy celowych, związanych z danym ryzykiem społecznym. Takie podejście do realizacji jednej z socjalnych funkcji państwa umożliwiałoby dokładniejsze przyjrzenie się ważnemu podsystemowi transferów dochodów, który ma istotne znaczenie w realnym kształtowaniu stosunków społecznych wynikających ze skali redystrybucji dochodów. Praktyka polityki społecznej oraz organizacji i funkcjonowania systemu zabezpieczenia społecznego pokazuje jednak, że jesteśmy dalecy od przestrzegania zasady paraubezpieczeniowej w tworzeniu publicznych funduszy celowych. W takiej sytuacji nie można liczyć na większą akceptację społeczną dla ukierunkowanych obciążeń fiskalnych oraz na osłabienie wpływu czynnika politycznego na gromadzenie i wydatkowanie środków publicznych związanych z socjalną funkcją państwa. Nie powinno to jednak oznaczać przekreślenia możliwości posługiwania się odpowiednio skonstruowanymi publicznymi funduszami socjalnymi w racjonalizowaniu finansów publicznych, a przede wszystkim systemu zabezpieczenia społecznego

Social security… 50 years later

Wydana 50 lat temu książka profesora Jerzego Piotrowskiego Zabezpieczenie społeczne. Problematyka i metody okazała się publikacją nadzwyczajną: mimo że autor napisał ją w innych warunkach ustrojowych i upłynęło wiele czasu od jej wydania, w Polsce w zakresie szeroko rozumianej problematyki polityki społecznej jest to jedna z najczęściej cytowanych pozycji literatury przedmiotu. Wywołanie dyskusji naukowej na temat zabezpieczenia społecznego pod pretekstem jubileuszu książki Jerzego Piotrowskiego wydaje się jak najbardziej uzasadnione. W niniejszym artykule zaproponowano rozpatrywanie systemu zabezpieczenia społecznego w ujęciu aspektowym. Każdy z ośmiu wyróżnionych aspektów można opisywać i wyjaśniać, odnosząc się zarówno do rozważań teoretycznych, jak i rozwiązań praktycznych, dostrzegając przenikanie się zakresów problematyki czy też charakterystyk poglądów.Published 50 years ago book by professor Jerzy Piotrowski „Zabezpieczenie społeczne. Problematyka i metody” (Social security. Problems and methods) turned out the extraordinary publication: despite of the fact the author wrote it in the different political conditions and many years passed since its release, in Poland this is one of the most cited literature in the scope of social policy science. Calling the scientific discussion about social security under the pretext of the anniversary book by Jerzy Piotrowski seems like the most reasonable. This article proposes a considertion of the social security system in the aspects-oriented approach. Each of the eight distinguished aspects can be described and explained, referring to both the theoretical and practical solutions, recognizing the permeation range issues or characteristics views

Awareness of social risk as a basis for knowledge about the social insurance scheme

Artykuł poświęcony jest pojęciom ryzyka socjalnego i ryzyka społecznego, a przede wszystkim świadomości ryzyka społecznego. Ma ona zasadnicze znaczenie w racjonalizowaniu polityki społecznej, a w jej ramach przede wszystkim polityki zabezpieczenia społecznego. Sprawne funkcjonowanie systemu ubezpieczeń społecznych musi się z kolei odnosić do katalogu ryzyk społecznych i ubezpieczeniowych zasad organizacji wspólnot ryzyka. Zdaniem autora badania podejmowane w celu opisu i wyjaśnienia stosunku do ubezpieczeń społecznych mają zmierzać do ustalenia nie tylko opinii na temat obciążeń składkowych na te ubezpieczenia, skali zadowolenia z ewentualnie otrzymywanych świadczeń z tych ubezpieczeń i zaufania do instytucji z nimi kojarzonej. Efektem tych badań powinna być także diagnoza stosunku społeczeństwa do idei i reguł ubezpieczenia społecznego, a zwłaszcza rozpoznanie stopnia zrozumienia konieczności odwoływania się w systemie ubezpieczeń społecznych równocześnie do pojęcia ryzyka społecznego, do ubezpieczeniowej wspólnoty ryzyka i do solidaryzmu. Ważna jest zatem również odpowiedź na pytanie o możliwość ukierunkowania edukacji i komunikacji społecznej obejmującej ten ważny obszar kształtowania stosunków społecznych, jakim jest zapewnienie bezpieczeństwa socjalnego.This article is devoted to the social risk concepts, and above all to social risk awareness. This is essential in the rationalization of social policy and, above all, social security policy. The smooth functioning of the social insurance system must in turn refer to the social risks catalog and insurance policies of the organization of risk communities. According to the author, the research undertaken to describe and explain the relationship to social insurance is intended to determine not only the opinion on contributions to these insurance policies, the extent of satisfaction with the insurance benefits they receive and confidence in the institutions associated with them. The result of this research should also be the diagnosis of the attitude of society to the ideas and rules of social insurance, and especially the recognition of the degree of understanding in the need to resort to social insurance, while at the same time as the concept of social risk, the insurance community and solidarity. It is also important to answer the question of the possibility of directing education and social communication covering this important area of social relations, which is social security

Zaufanie można uznać za bardzo ważny warunek skutecznej działalności każdej instytucji, zarówno publicznej, jak i prywatnej. Artykuł koncentruje się na opisie zaufania do Zakładu Ubezpieczeń Społecznych jako instytucji publicznej (lepiej: instytucji zaufania społecznego). Interesująca wydaje się przy tym możliwość skonfrontowania zaufania do ZUS z wiarygodnością wybranych instytucji fi nansowych, a zwłaszcza prywatnych zakładów ubezpieczeń. Istotne okazuje się też odwołanie do stopnia zaufania społecznego do najważniejszych instytucji państwa, od których oczekuje się pewnego wpływu w postaci stosownych regulacji prawnych i podejmowania interwencji w interesie klientów wymienionych instytucji.Trust may be considered a highly important condition for the eff ective operation of any institution whether these be public or private enterprises. Th e article concentrates on an account of trust in the Polish Social Insurance Institution (ZUS) as a public (state) institution (better: an institution of social trust). What appears to be interesting is the possibility to compare the trust shown towards ZUS in comparison to the credibility of selected fi nancial institutions, and particularly private insurance companies. Of signifi - cance turned out to be also reference to the degree of social trust in relation to the most important state institutions, from which there is expected a certain impact in the form of befi tting legal regulations and the undertaking of intervention in the interest of the clients of the institutions outlined
