    The Neighborhood-Level Association Between Alcohol Outlet Density and Female Criminal Victimization Rates

    The aim of this study was to explore the neighborhood-level association between alcohol outlet density and non–intimate partner violent victimization rates among females. Violent offending and victimization are more prevalent for males than females, and most research on alcohol outlets and violence emphasizes males. Studies that do focus on alcohol outlets and female violent victimization tend to focus on intimate partner violence (IPV), yet non-IPV events are over three quarters of all female violent victimization incidents in the United States. We collected data on violent victimization rates, on- and off-premise alcohol outlet density, and neighborhood-level covariates of violence rates for Milwaukee block groups. We used spatially lagged regression models to test this association, to compare non-IPV results with those for overall female violent victimization rates, and to compare results for females with those for males. Our findings showed density of both on- and off-premise alcohol outlets was positively associated with non-IPV female violent victimization rates, which is an important finding given lack of research on this topic. We also found results for females (both overall and non-IPV violent victimization) were generally the same as for males, but the effect of off-premise outlets on non-IPV female violent victimization rates was weaker than the same association for males. Our findings have clear policy implications for local jurisdictions. Alcohol outlet density is important for both female and male violent victimization. Limiting the licensing of alcohol-selling establishments, especially those that engage in irresponsible retail practices, may be a suitable approach to address violent victimization

    The More You Put Into It, the More You Get out of It: The Educational Gains of Fraternity/Sorority Officers

    The purpose of this study was to determine if undergraduate fraternity and sorority members who serve as chapter officers report different experiences and gains compared to non-officers. The researchers sampled 3,008 fraternity members and 3,745 sorority members from the aggregate results of the institutions that used the AFA/EBI Fraternity/Sorority Assessment during the 2009-2010 academic year. Differences by leadership experience were tested using Cliff’s delta. The researchers found significant differences in the development of chapter officers and non-officers for eight of nine educational gains measures with chapter officers reporting greater gains in these areas. Chapter officers were also more likely to be satisfied with their fraternity/sorority experience than non-officers. There was no statistically significant difference in the alcohol use of officers and non-officers

    Alcohol outlets, social disorganization, and non-violent crimes in urban neighborhoods

    Many studies show an association between alcohol outlets and violence, though fewer consider non-violent crime. We add to this literature using block group data from Milwaukee, Wisconsin, to explore whether (1) on- and off-premise alcohol outlet density is related to thefts from vehicles and vandalism and (2) social disorganization moderates these associations. Using spatially informed regression models, we found positive effects of on-premise alcohol outlet density on thefts from vehicles. We also found positive effects of on- and off-premise alcohol outlet density on vandalism. Social disorganization was not a consistent moderator of these associations

    Measurement of Redox Potential in Nanoecotoxicological Investigations

    Redox potential has been identified by the Organisation for Economic Co-operation and Development (OECD) as one of the parameters that should be investigated for the testing of manufactured nanomaterials. There is still some ambiguity concerning this parameter, i.e., as to what and how to measure, particularly when in a nanoecotoxicological context. In this study the redox potentials of six nanomaterials (either zinc oxide (ZnO) or cerium oxide (CeO2)) dispersions were measured using an oxidation-reduction potential (ORP) electrode probe. The particles under testing differed in terms of their particle size and dispersion stability in deionised water and in various ecotox media. The ORP values of the various dispersions and how they fluctuate relative to each other are discussed. Results show that the ORP values are mainly governed by the type of liquid media employed, with little contributions from the nanoparticles. Seawater was shown to have reduced the ORP value, which was attributed to an increase in the concentration of reducing agents such as sulphites or the reduction of dissolved oxygen concentration. The lack of redox potential value contribution from the particles themselves is thought to be due to insufficient interaction of the particles at the Pt electrode of the ORP probe

    The origin of the hot gas in the galactic halo: Testing galactic fountain models' X-ray emission

    We test the X-ray emission predictions of galactic fountain models against XMM-Newton measurements of the emission from the Milky Way's hot halo. These measurements are from 110 sight lines, spanning the full range of Galactic longitudes. We find that a magnetohydrodynamical simulation of a supernova-driven interstellar medium, which features a flow of hot gas from the disk to the halo, reproduces the temperature but significantly underpredicts the 0.5-2.0 keV surface brightness of the halo (by two orders of magnitude, if we compare the median predicted and observed values). This is true for versions of the model with and without an interstellar magnetic field. We consider different reasons for the discrepancy between the model predictions and the observations. We find that taking into account overionization in cooled halo plasma, which could in principle boost the predicted X-ray emission, is unlikely in practice to bring the predictions in line with the observations. We also find that including thermal conduction, which would tend to increase the surface brightnesses of interfaces between hot and cold gas, would not overcome the surface brightness shortfall. However, charge exchange emission from such interfaces, not included in the current model, may be significant. The faintness of the model may also be due to the lack of cosmic ray driving, meaning that the model may underestimate the amount of material transported from the disk to the halo. In addition, an extended hot halo of accreted material may be important, by supplying hot electrons that could boost the emission of the material driven out from the disk. Additional model predictions are needed to test the relative importance of these processes in explaining the observed halo emission.open2

    Dual-barrel conductance micropipet as a new approach to the study of ionic crystal dissolution kinetics

    A new approach to the study of ionic crystal dissolution kinetics is described, based on the use of a dual-barrel theta conductance micropipet. The solution in the pipet is undersaturated with respect to the crystal of interest, and when the meniscus at the end of the micropipet makes contact with a selected region of the crystal surface, dissolution occurs causing the solution composition to change. This is observed, with better than 1 ms time resolution, as a change in the ion conductance current, measured across a potential bias between an electrode in each barrel of the pipet. Key attributes of this new technique are: (i) dissolution can be targeted at a single crystal surface; (ii) multiple measurements can be made quickly and easily by moving the pipet to a new location on the surface; (iii) materials with a wide range of kinetics and solubilities are open to study because the duration of dissolution is controlled by the meniscus contact time; (iv) fast kinetics are readily amenable to study because of the intrinsically high mass transport rates within tapered micropipets; (v) the experimental geometry is well-defined, permitting finite element method modeling to allow quantitative analysis of experimental data. Herein, we study the dissolution of NaCl as an example system, with dissolution induced for just a few milliseconds, and estimate a first-order heterogeneous rate constant of 7.5 (±2.5) × 10–5 cm s–1 (equivalent surface dissolution flux ca. 0.5 μmol cm–2 s–1 into a completely undersaturated solution). Ionic crystals form a huge class of materials whose dissolution properties are of considerable interest, and we thus anticipate that this new localized microscale surface approach will have considerable applicability in the future

    Making fair choices on the path to universal health coverage: applying principles to difficult cases

    Progress towards Universal Health Coverage (UHC) requires making difficult trade-offs. In this journal, Dr. Margaret Chan, the WHO Director-General, has endorsed the principles for making such decisions put forward by the WHO Consultative Group on Equity and UHC. These principles include maximizing population health, priority for the worse off, and shielding people from health-related financial risks. But how should one apply these principles in particular cases and how should one adjudicate between them when their demands conflict? This paper by some members of the Consultative Group and a diverse group of health policy professionals addresses these questions. It considers three stylized versions of actual policy dilemmas. Each of these cases pertains to one of the three principal dimensions of progress towards UHC: which services to cover first, which populations to prioritize for coverage, and how to move from out-of-pocket expenditures to pre-payment with pooling of funds. Our cases are simplified to highlight common trade-offs. While we make specific recommendations, our primary aim is to demonstrate both the form and substance of the reasoning involved in striking a fair balance between competing interests on the road to UHC

    Three Case Studies in Making Fair Choices on the Path to Universal Health Coverage

    The goal of achieving Universal Health Coverage (UHC) can generally be realized only in stages. Moreover, resource, capacity and political constraints mean governments often face difficult trade-offs on the path to UHC. In a 2014 report, Making fair choices on the path to UHC, the WHO Consultative Group on Equity and Universal Health Coverage articulated principles for making such trade-offs in an equitable manner. We present three case studies which illustrate how these principles can guide practical decision-making. These case studies show how progressive realization of the right to health can be effectively guided by priority-setting principles, including generating the greatest total health gain, priority for the worse off, and financial risk protection. They also demonstrate the value of a fair and accountable process of priority setting

    Smc5/6 coordinates formation and resolution of joint molecules with chromosome morphology to ensure meiotic divisions

    During meiosis, Structural Maintenance of Chromosome (SMC) complexes underpin two fundamental features of meiosis: homologous recombination and chromosome segregation. While meiotic functions of the cohesin and condensin complexes have been delineated, the role of the third SMC complex, Smc5/6, remains enigmatic. Here we identify specific, essential meiotic functions for the Smc5/6 complex in homologous recombination and the regulation of cohesin. We show that Smc5/6 is enriched at centromeres and cohesin-association sites where it regulates sister-chromatid cohesion and the timely removal of cohesin from chromosomal arms, respectively. Smc5/6 also localizes to recombination hotspots, where it promotes normal formation and resolution of a subset of joint-molecule intermediates. In this regard, Smc5/6 functions independently of the major crossover pathway defined by the MutLγ complex. Furthermore, we show that Smc5/6 is required for stable chromosomal localization of the XPF-family endonuclease, Mus81-Mms4Eme1. Our data suggest that the Smc5/6 complex is required for specific recombination and chromosomal processes throughout meiosis and that in its absence, attempts at cell division with unresolved joint molecules and residual cohesin lead to severe recombination-induced meiotic catastroph
