    A unique method is presented for collecting, studying and interpreting thought-related electroencephalogram (EEG) data. The use of a chaos based nonlinear analysis technique is shown to be promising in providing insight into relating conscious thought to specific EEG data. A discussion of the practical limitations of this technique is also included

    This paper presents experimental evidence to support the feasibility of an evoked-potential vision-tracking system. The topics discussed are stimulator construction, verification of the photic driving response in the electroencephalogram, a method for performing frequency separation, and a transient-analysis example. The final issue considered is that of object multiplicity (concurrent visual stimuli with different flashing rates). The paper concludes by discussing several applications currently under investigation

    Rome Laboratory and DARPA are jointly sponsoring an initiative to develop the next generation of AI planning and scheduling technology focused on military operations planning, especially for crisis situations. SRI International has demonstrated their knowledge-based planning technology in this domain with a system called SOCAP, System for Operations Crisis Action Planning. SOCAP's underlying power comes from SIPE-2, a hierarchical, domain-independent, nonlinear AI planner also developed at SRI. This paper discusses the features of SIPE-2 that made it an ideal choice for military operations planning and which contributed greatly to SOCAP's success

An international consortium of astronomers, including Indian astronomers are building the Thirty Meter Telescope to achieve breakthroughs in different areas of astronomy starting from studies of the solar system to that of the early universe.     Property Value Assessment Growth Limits, Tax Base Erosion and Regional In-Migration

    In 1994 a limit on the growth of property values for tax purposes was imposed in Michigan. One consequence of the newly imposed assessment growth cap was an emerging differential in tax prices between potential new property owners and long-time property owners. The purpose of this paper is to examine the impact of this growing tax price differential on migration patterns. Using county level data on migration activity over the 1994-2006 period, we present evidence that differential tax prices resulting from the assessment growth cap have reduced in-migration.regional migration, tax base erosion, property tax, Michigan
