The first volume of the report covers the state of implementation of primary and secondary measures for SO_2- and NO_x control applied in the most important industrial sectors in Germany. Integrated pollution abatement techniques, called primary measures in this report, such as process integrated measures and low emission processes, have gained increased importance in recent years. The end-of-pipe processes, described here as secondary measures, are generally highly effective. They represent mature technologies, which are capable of achieving significant reductions in SO_2- and NO_x emissions, and which have been used in particular for retrofitting existing plants. At first, an overview is given regarding the development of SO_2- and NO_x emissions in selected European countries during the last 20 years and in Europe. Current national and European emission limits and emission guidelines on SO_2- and NO_x emissions from stationary sources are discussed as well. The state of implementation of measures for the reduction of SO_2- and NO_x emissions is analysed for each relevant industrial sector and primary emission reduction options are described. Special units designede for direct contact of flame and process materials are dealt with in the different sector descriptions, while external combustion processes providing process heat and power are dealt with in a separate chapter. In the final section an overview of secondary emission reduction measures covering SO_2- and NO_x control technology is given. For the various sectors, examples of investments and costs for installed emission reduction measures are given, which have to be considered as highly case specific. In addition, the suppliers of the various control technologies have given specific aspects related to specific process layout of their systems as well as references. Der Bericht gibt einen Ueberblick ueber die Entwicklung der SO_2- und NO_x-Emissionen in ausgewaehlten europaeischen Laendern waehrend der letzten 20 Jahre und in Europa. Daran schliessen sich aktuelle nationale und europaeische Grenzwerte und Richtlinien zu der SO_2- und NO_x Emissionen aus stationaeren Quellen an. Der Anwendungsstand von Massnahmen zur Minderung der SO_2- und NO_x-Emissionen wird fuer jeden relevanten Industriesektor untersucht und primaere Minderungsoptionen beschrieben. Spezielle Prozesseinheiten mit direktem Kontakt von Flamme und Prozessgut werden in den einzelnen Prozessen diskutiert, waehrend externe Verbrennungsprozesse zur ausschliesslichen Bereitstellung von Prozesswaerme und elektrischer Energie sektoruebergreifend in einem separaten Kapitel behandelt werden. Der Bericht schliesst mit einem Ueberblick ueber die zur Verfuegung stehenden sekundaeren Minderungsmassnahmen. Fuer die einzelnen Sektoren werden Beispiele fuer Investitionen und Kosten fuer installierte Minderungstechnologien gegeben, die als einzelfallabhaengig anzusehen sind. Zusaetzlich stellten die Anbieter von Emissionsminderungstechnologien Verfahrensbeschreibungen ihrer Produkte einschliesslich Referenzen zur Verfuegung, die im Bericht enthalten sind. Umweltstandards der Weltbank - eine vergleichende Analyse Endbericht

The World Bank, being the biggest and most important international development bank, plays a decisive role in the implementation of the paradigm of sustainable development. In order to live up to this role and to provide its staff with a manual for evaluating environmentally relevant development projects, the World Bank has drawn up a ''Pollution Prevention and Abatement Handbook''. As part of an international harmonization process regarding the handbook's scope and contents, the Federal Environment Office has been requested to comment on the first version (April 1996). This task was carried out in close cooperation between the Federal Environment Office and the German-French Institute for Environmental Research (DFIU).- The report first of all outlines the tasks, objectives and organizational structure as well as the major points of emphasis of the World Bank's development work and environmental policy. Then the comments on the individual chapters of the Pollution Prevention and Abatement Handbook are summed up. Furthermore, this report contains drafts of three additional chapters on subject areas which have so far not been adequately dealt with in the Pollution Prevention and Abatement Handbook. Upon revision of the Handbook by the World Bank, the revised version was compared with the original one, in order to establish how much of the comments and recommendations were taken up. The results are also reported. Um dieser Rolle gerecht zu werden und um ihren Mitarbeitern einen Leitfaden zur Bewertung umweltrelevanter Entwicklungsprojekte zur Verfuegung zu stellen, hat die Weltbank ein Handbuch, das 'Pollution Prevention and Abatement Handbook', erstellt. Im Rahmen eines internationalen Abstimmungsprozesses bezueglich Umfang und Ausgestaltung des Handbuchs ist das Umweltbundesamt gebeten worden, die erste Version (April 1996) zu kommentieren. Die Durchfuehrung dieser Aufgabe erfolgte in enger Zusammenarbeit von Umweltbundesamt und Deutsch-Franzoesischem Institut fuer Umweltforschung (DFIU). Der vorliegende Bericht fasst nach einer kurzen Darstellung der Aufgaben, Zielsetzungen und Organisationsstruktur sowie der Schwerpunkte der Entwicklungstaetigkeit der Weltbank und ihrer Umweltpolitik die im Rahmen des Projektes erarbeiteten Kommentare zu einzelnen Kapiteln des 'Pollution Prevention and Abatement Handbook' zusammen. Des weiteren enthaelt dieser Endbericht drei zusaetzliche Kapitelentwuerfe zu bisher im 'Pollution Prevention and Abatement Handbook' nicht ausreichend behandelten Themenbereichen. Nach Erstellung und Uebermittlung der ueberarbeiteten Fassung des 'Pollution Prevention and Abatement Handbook' durch die Weltbank ist ausserdem ueberprueft worden, ob und in wieweit die Kommentare und Empfehlungen zu den einzelnen Kapiteln eingearbeitet worden sind. Die Ergebnisse dieses Versionsvergleiches sind ebenfalls in diesem Bericht dokumentiert. Detailed information on the contributions of different industrial sectors to the total SO_2 and NO_x emissions is given. In the following section an overview of national and European emission limits and emission guidelines on sulphur dioxide and nitrogen oxides emissions from stationary sources is given. The state of implementation of measures for the reduction of sulphur dioxide and nitrogen oxide emissions is described for each relevant industrial sector, excluding combustion processes which are dealt with in a separate chapter. At first, in this report an overview is given regarding the emission levels of heavy metals in Europe. This includes a discussion of the heavy metal emission situation of selected European countries in 1990 as well as an outlook on future emissions. In the following section an overview of national and European emission limits and emission guidelines on particulate and heavy metal emissions from stationary sources is given. The state of implementation of measures for the reduction of heavy metals emissions is described for each relevant industrial sector, excluding combustion processes and fugitive emissions, which occur across sectors, and which are thus dealt with in separate chapters. In the following the major findings of this report are summarised.
