Life Cycle Assessment of Pavements: A Critical Review of Existing Literature and Research
This report provides a critical review of existing literature and modeling tools related to life-cycle assessment (LCA) applied to pavements. The review finds that pavement LCA is an expanding but still limited research topic in the literature, and that the existing body of work exhibits methodological deficiencies and incompatibilities that serve as barriers to the widespread utilization of LCA by pavement engineers and policy makers. This review identifies five key issues in the current body of work: inconsistent functional units, improper system boundaries, imbalanced data for asphalt and cement, use of limited inventory and impact assessment categories, and poor overall utility. This review also identifies common data and modeling gaps in pavement LCAs that should be addressed in future work. These gaps include: the use phase (rolling resistance, albedo, carbonation, lighting, leachate, and tire wear and emissions), asphalt fumes, feedstock energy of bitumen, traffic delay, the maintenance phase, and the end-of-life phase. This review concludes with a comprehensive list of recommendations for future research, which shed light on where improvements in knowledge can be made that will benefit the accuracy and comprehensiveness of pavement LCAs moving forward
Mortality and pulmonary complications in patients undergoing surgery with perioperative SARS-CoV-2 infection: an international cohort study
Background: The impact of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) on postoperative recovery needs to be understood to inform clinical decision making during and after the COVID-19 pandemic. This study reports 30-day mortality and pulmonary complication rates in patients with perioperative SARS-CoV-2 infection. Methods: This international, multicentre, cohort study at 235 hospitals in 24 countries included all patients undergoing surgery who had SARS-CoV-2 infection confirmed within 7 days before or 30 days after surgery. The primary outcome measure was 30-day postoperative mortality and was assessed in all enrolled patients. The main secondary outcome measure was pulmonary complications, defined as pneumonia, acute respiratory distress syndrome, or unexpected postoperative ventilation. Findings: This analysis includes 1128 patients who had surgery between Jan 1 and March 31, 2020, of whom 835 (74·0%) had emergency surgery and 280 (24·8%) had elective surgery. SARS-CoV-2 infection was confirmed preoperatively in 294 (26·1%) patients. 30-day mortality was 23·8% (268 of 1128). Pulmonary complications occurred in 577 (51·2%) of 1128 patients; 30-day mortality in these patients was 38·0% (219 of 577), accounting for 81·7% (219 of 268) of all deaths. In adjusted analyses, 30-day mortality was associated with male sex (odds ratio 1·75 [95% CI 1·28–2·40], p\textless0·0001), age 70 years or older versus younger than 70 years (2·30 [1·65–3·22], p\textless0·0001), American Society of Anesthesiologists grades 3–5 versus grades 1–2 (2·35 [1·57–3·53], p\textless0·0001), malignant versus benign or obstetric diagnosis (1·55 [1·01–2·39], p=0·046), emergency versus elective surgery (1·67 [1·06–2·63], p=0·026), and major versus minor surgery (1·52 [1·01–2·31], p=0·047). Interpretation: Postoperative pulmonary complications occur in half of patients with perioperative SARS-CoV-2 infection and are associated with high mortality. Thresholds for surgery during the COVID-19 pandemic should be higher than during normal practice, particularly in men aged 70 years and older. Consideration should be given for postponing non-urgent procedures and promoting non-operative treatment to delay or avoid the need for surgery. Global warming potential of pavements
Pavements comprise an essential and vast infrastructure system supporting our transportation network, yet their impact on the environment is largely unquantified. Previous life-cycle assessments have only included a limited number of the applicable life-cycle components in their analysis. This research expands the current view to include eight different components: materials extraction and production, transportation, onsite equipment, traffic delay, carbonation, lighting, albedo, and rolling resistance. Using global warming potential as the environmental indicator, ranges of potential impact for each component are calculated and compared based on the information uncovered in the existing research. The relative impacts between components are found to be orders of magnitude different in some cases. Context-related factors, such as traffic level and location, are also important elements affecting the impacts of a given component. A strategic method for lowering the global warming potential of a pavement is developed based on the concept that environmental performance is improved most effectively by focusing on components with high impact potentials. This system takes advantage of the fact that small changes in high-impact components will have more effect than large changes in low-impact components

Virtual Weigh Stations in California: A Preliminary Cost-Effectiveness Analysis
A new technology known as Virtual Weigh Stations (VWS) is intended to transform data-collecting weigh-in-motion (WIM) sites to weight enforcement mechanisms. This study investigates the possible benefits to the highway pavements in California from potential use of VWS. The investigation proceeded in two steps: (1) determining the damage currently caused by overweight trucks and (2) modeling the potential pavement life saved with VWS. The data used for analysis is from the California Department of Transportation (Caltrans) WIM database

Virtual Weigh Stations: The Business Case
Overweight trucks traveling illegally on the California highway network cause a significant and disproportionate amount of damage to pavements. Truck traffic is expected to account for some percentage of damage to pavements, however the percentage of pavement damage caused by overweight trucks is much greater than the expected damage from measured truck traffic volume on California highways. Many of these overweight trucks travel unmonitored throughout the network and cost the taxpayers millions of dollars every year in maintenance and rehabilitation costs.Currently, Weigh and Compliance Stations run jointly by the California Department of Transportation (Caltrans) and the California Highway Patrol (CHP) are the sole instrument used to enforce weight and other restrictions on trucks. Currently, 38 weigh stations are strategically located throughout California. When a station is open, trucks not given a bypass signal must enter the scales and have each axle weighed. Trucks not in compliance are cited. The effectiveness of these weigh stations is limited by their operating hours, the routes they can monitor, and their operating and installation costs. Moreover, these stations can cause user delays from extended queue times for trucks waiting to be weighed.Development of a new technology known as a Virtual Weigh Station (VWS) is currently underway. The VWS utilizes weigh-in-motion (WIM) sensors, located throughout the state, as tools for weight restriction enforcement. Caltrans Division of Traffic Operations traditionally has used these WIMs to provide data about traffic loads applied to California highway pavements. As a truck passes over a WIM, the type of truck, weight of individual axles, speed, and other data are recorded and stored by the WIM. Through the use of cameras, this data can be linked to the truck license plate and/or registration number. This data can then be relayed to the enforcing authorities, at which point trucks violating weight restrictions can be cited appropriately.This memorandum was initiated by Caltrans for the Partners for Advanced Transit and Highways (PATH) in order to explore the idea of installing VWS in California. The study included a literature survey and expert interviews, as well as an analysis of estimated pavement performance benefits from VWS. The Pavement Research Center (PRC) was asked by PATH to estimate these benefits and other pertinent pavement information concerning overweight trucks. Specific objectives were the following:* Estimate pavement damage caused by overweight trucks on the network. * Estimate costs of this pavement damage to Caltrans. * Estimate potential savings induced by the installation of VWS
