    Recupero de IVA por operaciones de exportación

    En el presente trabajo se explica el procedimiento práctico seguido por los exportadores de bienes y servicios para determinar el Crédito Fiscal a recuperar que obtienen como consecuencia de compras de insumos y productos necesarios para perfeccionar sus ventas al exterior a sujetos que revisten la calidad de Responsables Inscriptos en el IVA, por lo que en un primer lugar se profundiza sobre conceptos básicos detallados en el Código Aduanero y en el art. 43 de la ley de impuesto al valor agregado, N° 23.349/86 y sus modificaciones, como así también se le da énfasis a la Resolución General 2.000/06 de la Administración Federal de Ingresos Públicos (AFIP) y a su modificatoria n° 3.397/2012. Luego, se hace hincapié en los procedimientos formales a seguir para el recupero mencionado, desarrollando un caso práctico de una empresa del medio local, en el que se exponen todos los elementos necesarios para la determinación del crédito fiscal a recuperar en diferentes planillas que, paso a paso, explican la metodología en cuestión. Por último y dadas las características del mercado internacional como la constante regulación y actualización de las medidas tendientes a regular las exportaciones e importaciones por parte de AFIP, se sostiene que el objetivo de este es ser una herramienta útil y orientar no sólo a profesionales que se dediquen a éste área en particular, sino a cualquier persona que desee o se vea en la necesidad de solicitar el reintegro del IVA, pudiendo a través del mismo entender los conceptos fundamentales y básicos de esta modalidad.Fil: Manzotti, Fernando.     3-D printed UWB microwave bodyscope for biomedical measurements

The operational frequency covers the microwave band of interest from 0.5 to 3.0 GHz (for an S 11 under -7 dB). The 3-D printed EGRH antenna is dielectrically matched to the permittivity of the human body, and because of its compactness, it can be visualized as a general-purpose microwave probe among the RF biomedical community. The probe has proven its capability as a pass-through propagation sensor for different parts of the human body and as a sensor detecting a 1 cm diameter object placed inside an artificial head phantom.Peer ReviewedPostprint (author's final draft

    Face Recognition using a Newly Developed Linear Subspace Learning Method

    Face recognition is considered a specific physiological biometric in order to identify an individual according to the physical features of the human face. Much research has been conducted in such areas, but still more accurate processes are required for biometric facial recognition. This article presents a novel linear subspace learning method for face recognition which not only can take advantage of principle components analysis (PCA) as a successful feature extraction, but also can apply nearest local centroid mean vector (LMKNCN) as an effective classifier to improve the classification performance. The main goal of this particular scheme is to handle two common existing issues in recognition techniques: named sensitivity to the training sample size and negative effects of outliers. Moreover, to illustrate the performance of proposed developed PCA, we compare it with the latest dimensionality reduction techniques such as traditional PCA and KPCA on publicly available face dataset. Experimental results illustrate that our newly developed method has significantly achieved better performance over the same face database compared with the former KNN-based algorithms

    An international analysis evaluating frontline bendamustine with rituximab in extranodal marginal zone lymphoma

    Extranodal marginal zone lymphoma (EMZL) is a heterogeneous non-Hodgkin lymphoma. No consensus exists regarding the standard-of-care in patients with advanced-stage disease. Current recommendations are largely adapted from follicular lymphoma, for which bendamustine with rituximab (BR) is an established approach. We analyzed the safety and efficacy of frontline BR in EMZL using a large international consortium. We included 237 patients with a median age of 63 years (range, 21-85). Most patients presented with Eastern Cooperative Oncology Group (ECOG) performance status 0 to 1 (n = 228; 96.2%), stage III/IV (n = 179; 75.5%), and intermediate (49.8%) or high (33.3%) Mucosa Associated Lymphoid Tissue International Prognosis Index (MALT-IPI). Patients received a median of 6 (range, 1-8) cycles of BR, and 20.3% (n = 48) received rituximab maintenance. Thirteen percent experienced infectious complications during BR therapy; herpes zoster (4%) was the most common. Overall response rate was 93.2% with 81% complete responses. Estimated 5-year progression-free survival (PFS) and overall survival (OS) were 80.5% (95% CI, 73.1% to 86%) and 89.6% (95% CI, 83.1% to 93.6%), respectively. MALT-IPI failed to predict outcomes. In the multivariable model, the presence of B symptoms was associated with shorter PFS. Rituximab maintenance was associated with longer PFS (hazard ratio = 0.16; 95% CI, 0.04-0.71; P = .016) but did not impact OS. BR is a highly effective upfront regimen in EMZL, providing durable remissions and overcoming known adverse prognosis factors. This regimen is associated with occurrence of herpes zoster; thus, prophylactic treatment may be considered

    Association between ethnicity and hypertension in Northern Colombia in 2015

    Background Studies in the United States have shown a genetic predisposition to hypertension in individuals of African descent. However, studies on the associations between ethnic groups and hypertension in Latin America are lacking and the limited results have been inconsistent. The objective of this study is to determine whether Afro-Colombian ethnicity increases the risk of hypertension. Methods This study is a secondary data analysis of a cross sectional study from five provinces in Northern Colombia. Randomly selected individuals (N = 2613; age-range 18-74 years) enrolled in a health care insurance company underwent physical examinations and completed questionnaires regarding ethnicity, lifestyle, and other risk factors. Hypertension in these patients was determined. Unadjusted and adjusted logistic regression analysis were calculated to determine the association between ethnicity and hypertension. Results No association between Afro-Colombian ethnicity and hypertension was found (odds ratio [OR], 0.85; 95% confidence interval [CI], 0.66-1.09). As expected, people with a body mass index (BMI) of 30 or higher were at a greater risk of having hypertension (OR, 3.12; 95% CI, 2.35-4.16) compared with those with a normal BMI. Conclusions Findings from this study suggest no independent association between Afro-Colombian ethnicity and hypertension. Further research should focus on genotyping or socioeconomic factors such as income level.Peer reviewe

    Association between PER3 length polymorphism and onco-hematological diseases and its influence on patients functionality

    Circadian clock gene PER3 and its length polymorphism may have a role in oncogenesis as clock genes act as key regulators of cell cycle and DNA repair pathways. The polymorphism may affect the condition of patients who show disrupted circadian rhythm due to tumor development. The aim was to assess the association between PER3 polymorphism and onco-hematological diseases, and analyze whether this variant has an impact on patient’s functionality. We conducted a case-control study on 125 patients with onco-hematological diseases and 310 control patients. PER3 allelic variants were detected by using polymerase chain reaction. Sociodemographic data and information on patient’s habits and functionality were obtained through questionnaire. Genotypes 4/5 + 5/5 showed an odd ratio (OR) = 1.39, with no statistical significance. However, those genotypes were associated with a two-fold increase in the risk of acute/chronic lymphoblastic/myeloblastic leukemia, taken all together. The occurrence of “changes in humor during last two months” was significantly associated with onco-hematological diseases. “Fatigue on awakening” and “self-reported snore” were associated with cases carrying the 4/5 or 5/5 genotypes. The results suggested that PER3 polymorphism may have a role in the risk of leukemia, and might be a possible marker for individual differences in susceptibility to sleep disruption. This work provides insights for the identification of individuals at high risk of cancer, and those who are more susceptible to circadian disruption, which may decrease the physiological defenses against the tumor

    Cigarette smoking, dietary habits and genetic polymorphisms in <i>GSTT1</i>, <i>GSTM1</i> and <i>CYP1A1</i> metabolic genes: A case-control study in oncohematological diseases

    Aim: To analyze the association between oncohematological diseases and GSTT1 /GSTM1 /CYP1A1 polymorphisms, dietary habits and smoking, in an argentine hospitalbased case-control study. Methods: This hospital-based case-control study involved 125 patients with oncohematological diseases and 310 control subjects. A questionnaire was used to obtain sociodemographic data and information about habits. Blood samples were collected, and DNA was extracted using salting out methods. Deletions in GSTT1 and GSTM1 (null genotypes) were addressed by PCR. CYP1A1 MspI polymorphism was detected by PCR-RFLP. Odds ratio (OR) and 95%CI were calculated to estimate the association between each variable studied and oncohematological disease. Results: Women showed lower risk of disease compared to men (OR 0.52, 95%CI: 0.34-0.82, P = 0.003). Higher levels of education (> 12 years) were significantly associated with an increased risk, compared to complete primary school or less (OR 3.68, 95%CI: 1.82-7.40, P GSTT1, GSTM1 and CYP1A1 polymorphisms showed no significant association with oncohematological diseases. When analyzing the interaction between polymorphisms and tobacco smoking or dietary habits, no statistically significant associations that modify disease risk were found. Conclusion: We reported an increased risk of oncohematological diseases associated with meat and coffee intake.     Astrocytes from cortex and striatum show differential responses to mitochondrial toxin and BDNF: Implications for protection of striatal neurons expressing mutant huntingtin

    Background: Evidence shows significant heterogeneity in astrocyte gene expression and function. We previously demonstrated that brain-derived neurotrophic factor (BDNF) exerts protective effects on whole brain primary cultured rat astrocytes treated with 3-nitropropionic acid (3NP), a mitochondrial toxin widely used as an in vitro model of Huntington’s disease (HD). Therefore, we now investigated 3NP and BDNF effects on astrocytes from two areas involved in HD: the striatum and the entire cortex, and their involvement in neuron survival. Methods: We prepared primary cultured rat cortical or striatal astrocytes and treated them with BDNF and/or 3NP for 24 h. In these cells, we assessed expression of astrocyte markers, BDNF receptor, and glutamate transporters, and cytokine release. We prepared astrocyte-conditioned medium (ACM) from cortical and striatal astrocytes and tested its effect on a cellular model of HD. Results: BDNF protected astrocytes from 3NP-induced death, increased expression of its own receptor, and activation of ERK in both cortical and striatal astrocytes. However, BDNF modulated glutamate transporter expression differently by increasing GLT1 and GLAST expression in cortical astrocytes but only GLT1 expression in striatal astrocytes. Striatal astrocytes released higher amounts of tumor necrosis factor-α than cortical astrocytes in response to 3NP but BDNF decreased this effect in both populations. 3NP decreased transforming growth factor-β release only in cortical astrocytes, whereas BDNF treatment increased its release only in striatal astrocytes. Finally, we evaluated ACM effect on a cellular model of HD: the rat striatal neuron cell line ST14A expressing mutant human huntingtin (Q120) or in ST14A cells expressing normal human huntingtin (Q15). Neither striatal nor cortical ACM modified the viability of Q15 cells. Only ACM from striatal astrocytes treated with BDNF and ACM from 3NP + BDNF-treated striatal astrocytes protected Q120 cells, whereas ACM from cortical astrocytes did not.Conclusions: Data suggest that cortical and striatal astrocytes respond differently to mitochondrial toxin 3NP and BDNF. Moreover, striatal astrocytes secrete soluble neuroprotective factors in response to BDNF that selectively protect neurons expressing mutant huntingtin implicating that BDNF modulation of striatal astrocyte function has therapeutic potential against neurodegeneration.Fil: Saba, Julieta.     Hardware Precoding Demonstration in Multi-Beam UHTS Communications under Realistic Payload Characteristics

    In this paper, we present a new hardware test-bed to demonstrate closed-loop precoded communications for interference mitigation in multi-beam ultra high throughput satellite systems under realistic payload and channel impairments. We build the test-bed to demonstrate a real-time channel aided precoded transmission under realistic conditions such as the power constraints and satellite-payload non-linearities. We develop a scalable architecture of an SDR platform with the DVB-S2X piloting. The SDR platform consists of two parts: analog-to-digital (ADC) and digital-to-analog (DAC) converters preceded by radio frequency (RF) front-end and Field-Programmable Gate Array (FPGA) backend. The former introduces realistic impairments in the transmission chain such as carrier frequency and phase misalignments, quantization noise of multichannel ADC and DAC and non-linearities of RF components. It allows evaluating the performance of the precoded transmission in a more realistic environment rather than using only numerical simulations. We benchmark the performance of the communication standard in realistic channel scenarios, evaluate received signal SNR, and measure the actual channel throughput using LDPC codes
