    Modelos multidimensionais de avaliação de desempenho para o sector público: o caso dos serviços policiais

    A introdução das reformas da Nova Gestão Pública (NGP), nos últimos anos, surgem no sentido de introduzir maior eficiência e eficácia no desempenho das organizações públicas, através de uma nova filosofia de gestão, assente, entre outros aspectos, na avaliação do desempenho baseada em outputs e outros. O desenvolvimento de adequados sistemas de avaliação de desempenho para o sector público tem suscitado o interesse da comunidade académica. O foco é colocado na medida dos outputs (produtos e serviços) e dos outcomes (impactos) e não na medida dos inputs (dotações orçamentais), como acontece tradicionalmente. Este artigo constitui uma revisão da literatura sobre os tipos de modelos de avaliação de desempenho utilizados nas organizações públicas, a utilidade da medida de desempenho para a tomada de decisão e a análise de alguns casos de estudo, especialmente nas forças policiais, sobre a implementação de modelos multidimensionais como o Balanced Scorecard (BSC)

    Use of performance measurement in the public sector: the case of the police service

    Many public organisations have been under great pressure in recent years to increase the efficiency and transparency of outputs, to rationalise the use of public resources, and to increase the quality of service delivery. In this context, public organisations were encouraged to introduce the New Public Management reforms with the goal of improving the efficiency and effectiveness of the performance organisation through a new public management model. This new public management model is based on measurement by outputs and outcomes, a clear definition of responsibilities, the transparency and accountability of governmental activities, and on a greater value for citizens. What type of performance measurement systems are used in police services? Are they multidimensional models with an integration of financial and non financial measures? Based on the literature review, we see that multidimensional models, like the Balanced Scorecard, are important in many public organisations, like municipalities, universities, and hospitals. Police services are characterised by complex and diverse objectives and stakeholders. Therefore, performance measurement of these public services calls for a specific analysis. Based on a nationwide survey of all police chiefs of the Portuguese police force, we find that employee performance measurement is the main form of measurement. Also, we propose a strategic map for the Portuguese police service

    As a result of reforms brought about by the New Public Management (NPM) movement, public organizations have felt the need to develop adequate information systems to improve the policy process decision-making and to introduce resource allocation based on outputs and outcomes. The objective is to increase efficiency, effectiveness, and the quality of the public service with improved management costs. What is the role of the BSC in the performance measurement of the Portuguese Police System? And to extent are police agents willing to comply with BSC requirements? The first study of its kind in Portugal, this paper proposes to analyze the BSC´s place in the police management and police predisposition to apply the BSC as a performance measurement system in the Portuguese Police. Using a unique data set assembled by way of a nationwide survey sent to all the police chiefs of the four branches of the Portuguese police, we estimate an ordered logit regression model. We find that prior knowledge of the BSC, as well as the impact of the NPM issues, are important determinants of the predisposition to apply the BSC.Center for Research in Public Policy and Administration (NEAPP).Fundação para a Ciência e a Tecnologia (FCT)

    Hierarchical Spatial Organization of Geographical Networks

    In this work we propose the use of a hirarchical extension of the polygonality index as a means to characterize and model geographical networks: each node is associated with the spatial position of the nodes, while the edges of the network are defined by progressive connectivity adjacencies. Through the analysis of such networks, while relating its topological and geometrical properties, it is possible to obtain important indications about the development dynamics of the networks under analysis.     Hemossiderose Pulmonar: Revisão Casuística da Consulta de Hematologia Pediátrica do Hospital de Dona Estefânia Durante o Período 1976-1994

    Os autores fazem uma análise retrospectiva dos processos de crianças com hemossiderose pulmonar (HP) inscritas na Consulta de Hematologia Pediátrica do Hospital de Dona Estefânia no período de 1976 a 1994. Foram caracterizados o sexo e a raça dos doentes, a idade de aparecimento da sintomatologia inicial, o período que decorreu entre esta e a confirmação do diagnóstico e os aspectos clínicos, laboratoriais e radiológicos respeitantes ao diagnóstico, terapêutica e evolução clínica. A propósito desta entidade nosológica, é feita uma revisão bibliográfica. Confirma-se que a HP é uma doença rara, que inicialmente se apresenta com um quadro de anemia ferropénica arrastada com ou sem sintomatologia respiratória. O diagnóstico faz-se pelo achado de hemossiderófagos no lavado gástrico ou bronco-alvéolar. A etiopatogenia mantém-se desconhecida e a corticoterapia continua a ser a terapêutica mais eficaz no controlo da hemorragia pulmonar. A doença tem uma evolução inconstante, persistente ou intermitente, com um prognóstico variável, geralmente grave

    Os autores apresentam um trabalho onde se pretende avaliar a utilidade dos índices plaquetários — volume plaquetário médio (VPM) e o coeficiente de variação do diâmetro plaquetário (CVDP ou PDW = Platelet Distribution Width) — e do número de plaquetas (PLAQ) no diagnóstico diferencial da trombocitopénia na púrpura trombocitopénica aguda (PTI) e na leucémia linfoblástica ou mieloblástica aguda (LLAULMA). Do mesmo modo, estudam comparativamente os dados clínicos e laboratoriais nestes dois grupos de doentes. Caracterizam 59 casos de doentes em idade pediátrica com PTI e 19 casos com LLA/LMA, seguidos na Unidade de Hematologia Infantil do Hospital de Dona Estefânia. Concluem não existir diferenças significativas entre as variáveis VPM e PDW entre os dois grupos de doentes. Com base nas três variáveis (VPM, PDW, PLAQ) foi construída uma regra de discriminação que fornece uma boa separação entre os grupos. Da caracterização clínico-laboratorial ressaltaram diferenças significativas entre as duas entidades nosológicas, o que permitiria prescindir a realização do mielograma para exclusão do diagnóstico de LLA/LMA numa criança com trombocitopénia significativa isolada

    Partial safety factors for prestressed concrete girders 2 strengthened with CFRP laminates

    This paper provides a framework for the calibration of partial safety factors in prestressed concrete (PC) girders strengthened in flexure with carbon fiber-reinforced polymer (CFRP) laminates. A hybrid approach was proposed to take advantage of comprehensive nonlinear numerical models in reliability analysis using a first-order reliability method (FORM) in conjunction with the response surface method (RSM). The PC girders selected for analyses were taken from real structures designed and built in the 1980s based on old standards that now require strengthening and upgrade due to partial corrosion of the prestressing strands. Using the proposed approach, a sensitivity analysis was performed to identify the most relevant variables and assess the area of CFRP laminates needed to restore capacity up to new design standards. A partial safety factor was proposed for strengthening PC girders using CFRP laminates. Sensitivity analysis showed that traffic loads and model uncertainties are the most important variables for calibration.
