We are happy to present to you IJNS issue 5.1, 2019. This issue contains a welcome variety of articles speaking to many practical matters in nuclear security and safety, and in education and international policy. All these themes are invaluable as we continue our worldwide conversations among scholars and professionals, as well as with global citizens concerned for keeping our world safe from nuclear accident and aggression. We are pleased to include five articles and four book reviews in this issue

Prevention and Remediation of Police Excessive Force and Similar Complaints
Currently, many jurisdictions do not have a basic disciplinary system in place with respect to allegations of excessive force. Even those that do have found them to be ineffective for various reasons including police mismanagement. Improving the system is complicated by the multiplicity and variability of U.S. police and sheriff departments. Osgood proposes mandating some form of a statewide or regional police force structure with better training, higher educational requirements for officer entry, less of a militarized appearance, revised review with respect to claims of excessive force, and more. Osgood describes aspects of an ideal state-wide or regional police disciplinary procedure
Systematic characterization of thermodynamic and dynamical phase behavior in systems with short-ranged attraction
In this paper we demonstrate the feasibility and utility of an augmented
version of the Gibbs ensemble Monte Carlo method for computing the phase
behavior of systems with strong, extremely short-ranged attractions. For
generic potential shapes, this approach allows for the investigation of
narrower attractive widths than those previously reported. Direct comparison to
previous self-consistent Ornstein-Zernike approximation calculations are made.
A preliminary investigation of out-of-equilibrium behavior is also performed.
Our results suggest that the recent observations of stable cluster phases in
systems without long-ranged repulsions are intimately related to gas-crystal
and metastable gas-liquid phase separation.Comment: 10 pages, 8 figure
Does Size Matter in the Airline Industry?
Over the last decade, the U.S. airline industry has transformed itself through mergers, restructurings, bankruptcies, and dissolutions. Also during this time, the airline industry focused on a business model that was driven by an emphasis on asset utilization. This was driven by increasing the load factor to increase cost efficiencies through economies of scale so that the return on invested capital could be improved by reducing the operating costs. This study evaluates economies of scale and resultant cost efficiencies in the U.S. passenger airline industry for the period 2013 to 2018. The research finds that the airline industry is experiencing cost efficiencies with every increase in the size of the airline, but cost efficiencies are not evenly distributed. The paper also finds that the main source of cost efficiency appears to be aircraft maintenance expenses
A Simulation Method to Resolve Hydrodynamic Interactions in Colloidal Dispersions
A new computational method is presented to resolve hydrodynamic interactions
acting on solid particles immersed in incompressible host fluids. In this
method, boundaries between solid particles and host fluids are replaced with a
continuous interface by assuming a smoothed profile. This enabled us to
calculate hydrodynamic interactions both efficiently and accurately, without
neglecting many-body interactions. The validity of the method was tested by
calculating the drag force acting on a single cylindrical rod moving in an
incompressible Newtonian fluid. This method was then applied in order to
simulate sedimentation process of colloidal dispersions.Comment: 7pages, 7 figure
