    Risk Assessment and the Environmental Impact of Industrial Projects in Malaysia: A case study of SAMUR, Sabah

    To ensure high performance of projects, risk factors and their impact towards the environment need to be addressed during and after the construction phase. This research aims to assess the risk factors and the impact of industrial projects to the environment and surrounding areas. The research employs multi-method strategies: this case study includes several interviews, observations, analysis of project documents and questionnaires distributed among the occupants living in the surrounding area. The results of the research indicated that the project is perceived to have negative environmental impact measured under ecosystem, natural resources, and public impact.Keywords: risk assessment, risk factors, environmental impact, industrial projects, MalaysiaISSN: 2398-4287© 2017.     AbstractIncorporating mechanisation and automation in the construction process is necessary to reduce production time and costs, improve working conditions, avoiding dangerous works, allow work to be performed where people cannot do, and eventually will increase performance, and product quality. This paper discusses a preliminary study on enhancing the quality of life by adopting Industrialised Building System (IBS) focusing on the economic perspective on the use of mechanisation and automation. The sustainability principles in the IBS have always maintained the harmony between environment and construction, improve human self-respect and encourage economic development to strive for a better quality of life

    Achieving Sustainable Value Planning For Malaysian Public Projects

    Sustainability is the central development issue in the modern economy. Through sustainable development, quality of life can be improved or maintained over time. Since Malaysia is targeting to become a high-income nation by the year 2020, financial investment in public projects should be planned comprehensively so that it will generate immediate and long-term benefits to the country and the people. Within the currently tight financial environment, achieving value for money in public spending is seen as one of the enablers to maintain the right momentum of economic growth. Previous studies have established the importance of integrating sustainability consideration into Value Planning protocol in order to achieve value for money, underpinned by the sustainable development agenda. Despite the establishment of the framework for the integration, the opportunity of such integration within the Malaysian Value Planning protocol for public projects remains unclear. The present state of sustainability consideration within the Value Planning practice should be first evaluated, so that potential interventions to enhance the integration can be introduced. Responding to the gap, this exploratory study was conducted. The data was collected by means of document analysis, interviews and observations; subsequently analysed using the Template Analysis technique. Based on the current practice of Value Planning in Malaysia, ten interventions are proposed to transform the present practice into Sustainable Value Planning.     The objective of the main research is to investigate the current state of implementation of mechanisation and automation in the Industrialised Building System (IBS). The aim of this paper however, is to provide an overview on the implementation of mechanisation and automation in the IBS construction approach. Questionnaire survey and semi structured interviews were conducted to collect the viewpoints among contractors and manufacturers of IBS to ensure the richness of the data collected. The results illustrated that although most respondents have agreed on most critical issues in the implementation of mechanisation and automation, they were not ready to move forward. These responses were quite consistent across the professions

    The Current State of the Implementation of Mechanisation and Automation (M&A) in Industrialised Building System (IBS) in Construction Industry

    Integrating Mechanisation and Automation (M&A) in the construction process is necessary to less dependency on labour, reduce production time and costs, improve working conditions, avoiding dangerous works, allow work to be performed where people cannot do, and eventually will increase performance, and product quality. This paper discusses the current state in the implementation of M&A in the Industrialised Building System (IBS) approach. Qualitative and quantitative research was conducted in this research. G7 at Klang Valley was been respondent in this research. A questionnaire (80 respondents) and a semi-structures interview (10 respondents) had participated in this research. Descriptive analysis (SPSS) and the thematic analysis using in this research to analysed data have been collected from questionnaire form and interview form. From the data analysis result, the reduction in depending on foreign labour are the most significant driving factors in the implementation of M&A. Furthermore, the high capital cost can be reduced after a long-term construction in the implementation of M&A. Also, the government support and promoting is important in term of fund and tax incentive in the IBS project among the G7 construction company in Klang Valley. This research can provide an insight into the implementation of M&A on the ways of looking forwards to industrialisation in order to create sustainability in IBS construction

    The purpose of this paper is to explore the concept of supply chain partnering practiced in Industrialised Building System. The relationship was based on the elements of trust, share a vision, decision-making and continuous improvement. The methodology adopted used quantitative and qualitative approach. Outcomes of the results, the public clients point out on the element of trust in between contractors were based effectiveness of communication.     Public Infrastructure Project Tendering Through Public Private Partnerships (PPP) – A Literature Review

    Public Private Partnerships (PPP) in Malaysia have been inundated by various controversies and criticisms from the very beginning. Many of the constraints that occur in PPP projects is due to the failure in tendering stage. Bidding or tender for a PPP project is usually much more complex than a traditional public-sector project involving the appointment of top advisers and designers at a great fee in the preparation of detailed design, comprehensive planning, extensive bid documentation, and lengthy clarifications. These problems as being the reason behind several high-profile withdrawals during the early PPP tenders, resulting in some preferred bidders being selected by defaults as other competitors withdrew. Base on the above premise, this study attempts to propose PPP tendering process improvement in Malaysian construction industry. This paper aims at providing an overview about literature on tendering process in PPP/PFI. The objectives of the research are to identify and understand the PPP implementation practices in Malaysia; to determine issues and challenges in PPP tendering stage; and to propose PPP tendering improvement. The approach is based on the analysis of the pertinent publications on the theme. Three main interest areas can be found in the literature which is; tendering procedure, issues and challenges, and strategies that could be enhance PPP tendering process in the Malaysian construction industry
