Industry Association Influence Upon State Aquaculture Policy in the North Central Region
Author Institution: School of Natural Resources, The Ohio State UniversityStates within the North Central Region of the U.S. differ in their approaches to regulating the aquaculture industry. According to interest group theory, these policy differences may be attributable to differences in the abilities of state aquaculture associations to influence state policy makers. The influence abilities of six aquaculture industry associations were examined in relation to the corresponding state policy outputs. Influence was defined in terms of each group's relative cohesion, power, and access to policy makers at both the administrative and legislative levels. Each component was measured separately and subsequently aggregated to form an overall influence index for each association. State policy outputs were assessed by means of a matrix analysis which enabled the states to be ranked in order of regulatory control. A moderately positive relationship was found between association influence and state policy output. Power and access variables were indicated as the more important determinants of influence. Factors external to the groups themselves, such as the political and social cultures of the states, also played an important role in aquaculture association influence upon state-level policies

Adding Value to the IS’97… Curriculum Models: An Interactive Visualization and Analysis Prototype
Several efforts have been undertaken in the information systems (IS) arena to develop a model IS curriculum. Most notable of these is the IS’97 model that contains not only a list of suggested IS courses but also other sub-course and super-course constructs such as presentation areas, learning units, knowledge elements, and knowledge levels. The richness of this model is intended to enhance its usefulness in understanding the details of a curriculum. However, this richness adds a level of complexity that makes it difficult for all but the dedicated scholar to understand the intricacies of the model beyond the course construct level when reading the IS’97 document. This paper describes the development of an interactive prototype based on IS’97 that captures the details of the model within a relational database in an attempt to make it more useful and readily applicable to a variety of curriculum-related activities. Various forms, queries, and reports were developed to make understanding the model easier and to provide interactive capabilities to help faculty, students, and others experiment with the model. Efforts at utilizing the prototype for curriculum visualization and analysis are presented which help to add value to the existing IS’97 document. Finally, the paper concludes with a proposal to extend the IS’97 model constructs into a curriculum management system for an academic institution
A Logic for Non-Deterministic Parallel Abstract State Machines
We develop a logic which enables reasoning about single steps of
non-deterministic parallel Abstract State Machines (ASMs). Our logic builds
upon the unifying logic introduced by Nanchen and St\"ark for reasoning about
hierarchical (parallel) ASMs. Our main contribution to this regard is the
handling of non-determinism (both bounded and unbounded) within the logical
formalism. Moreover, we do this without sacrificing the completeness of the
logic for statements about single steps of non-deterministic parallel ASMs,
such as invariants of rules, consistency conditions for rules, or step-by-step

Aquaculture Law in the North Central States: A Digest of State Statutes Pertaining to the Production and Marketing of Aquacultural Products
One of the barriers to the growth and development of the aquaculture industry in the 12-state North Central region is a lack of comprehensive information on the state laws and regulations that affect the industry. The North Central Regional Aquaculture Center and its advisory committees quickly recognized this problem and made it one of their highest priorities for research. Among the factors that cause the confusion are the many aspects or stages of producing and marketing aquacultural products. The long and complex chain of production, transportation and marketing may include issues such as land use planning and zoning, water pollution and state fisheries regulations, transportation requirements and food quality standards. Many public policies and a wide variety of public agencies are involved in regulating these aspects of aquacultural production and marketing
An optical-IR jet in 3C133
We report the discovery of a new optical-IR synchrotron jet in the radio
galaxy 3C133 from our HST/NICMOS snapshot survey. The jet and eastern hotspot
are well resolved, and visible at both optical and IR wavelengths. The IR jet
follows the morphology of the inner part of the radio jet, with three distinct
knots identified with features in the radio. The radio-IR SED's of the knots
are examined, along with those of two more distant hotspots at the eastern
extreme of the radio feature. The detected emission appears to be synchrotron,
with peaks in the NIR for all except one case, which exhibits a power-law
spectrum throughout.Comment: ApJ accepted. 14 pages, 6 figure
Surgical treatment of prosthetic valve endocarditis
AbstractFrom 1975 through 1992, we reoperated on 146 patients for the treatment of prosthetic valve endocarditis. Prosthetic valve endocarditis was considered to be early (<1 year after operation) in 46 cases and active in 103 cases. The extent of the infection was prosthesis only in 66 patients, anulus in 46, and cardiac invasion in 34. Surgical techniques evolved in the direction of increasingly radical débridement of infected tissue and reconstruction with biologic materials. All patients were treated with prolonged postoperative antibiotic therapy. There were 19 (13%) in-hospital deaths. Univariate analyses demonstrated trends toward increasing risk for patients with active endocarditis and extension of infection beyond the prosthesis; however, the only variables with a significant (p < 0.05) association with increased in-hospital mortality confirmed with multivariate testing were impaired left ventricular function, preoperative heart block, coronary artery disease, and culture of organisms from the surgical specimen. During the study period, mortality decreased from 20% (1975 to 1984) to 10% (1984 to 1992). For hospital survivors the mean length of stay was 25 days. Follow-up (mean interval 62 months) documented a late survival of 82% at 5 postoperative years and 60% at 10 years. Older age was the only factor associated (p = 0.006) with late death. Nineteen patients needed at least one further operation; reoperation-free survival was 75% at 5 and 50% at 10 postoperative years. Fever in the immediate preoperative period was the only factor associated with decreased late reoperation-free survival (p = 0.032). Prosthetic valve endocarditis remains a serious complication of valve replacement, but the in-hospital mortality of reoperations for prosthetic valve endocarditis has declined. With extensive débridement of infected tissue and postoperative antibiotic therapy, the extent and activity of prosthetic valve endocarditis does not appear to have a major impact on late outcome, and the majority of patients with this complication survive for 10 years after the operation.
