Retos y alternativas para la construcción de paz: una mirada desde el desarrollo rural

El desarrollo rural y la construcción de paz en Colombia constituyen una agenda prioritaria para las instituciones de educación superior a partir de la firma del Acuerdo de Paz entre el Gobierno Nacional y las FARC-EP. Esto ha derivado en la necesidad de profundizar el análisis sobre estrategias rurales que aporten a una buena vida de la población en territorios donde está cesando el ruido de las armas, pero con la comprensión de la incertidumbre apremiante que implica este proceso, por un lado, por la urgencia de generar respuestas rápidas y concretas de justicia social y equidad, y por otro, porque el cumplimiento de lo pactado es la garantía de escenarios de no repetición de la guerra en el país. Estas fueron algunas de las reflexiones que motivaron el proyecto de investigación “Alternativas de desarrollo rural para la construcción de paz: estrategias educativas para el fortalecimiento de capacidades en productores y jóvenes que contribuyan a la cadena productiva del café en los municipios de Leiva, Policarpa y Los Andes del departamento de Nariño con impacto internacional en la provincia del Carchi-Ecuador”. The tax culture is related to the way of how taxpayers make as the declaration as the tax payments to the government authority timely, in general terms there is currently no index or procedure to measure properly the tax culture, because it is based on a social perception of how these taxes are established in society. In the present study the tax culture is addressed as close mechanisms that contribute to the methodology of tax collection systems. The main objective of this study is to identify the elements that affect the tax culture of the Association "Sarumaky- Yachay". The study will be conducted through a documentary, descriptive-exploratory analysis, that allows to know the reality of the tax aspects of the sector. The results show that a large number of partners don`t have RUC to carry out their commercial activities (53%), 22% mention that they have RISE, in the same way 22% affirm that they are a taxpayer not obliged to keep accounting and 3% It is registered with RUC as a natural person obliged to keep accounting. Another important result that this research showed is that the main reason why partners cancel their taxes is to avoid fines and penalties with 59%, 25% do so because they consider it to be a civic duty and 13% consider that By not paying taxes you commit a crim.</jats:p

La economía social y solidaria como herramienta para fortalecer la formación en emprendimiento con un enfoque rural

The concepts of social and solidarity economy, as well as other new trends that favor a less aggressive capitalist economy are theoretically very rich, which can be incorporated into training in rural entrepreneurship so that it is possible to involve more relevant elements for the communities, recognizing their cultural, social and environmental riches. In the following document, based on a documentary systematization, a reflection was built on how it is possible to articulate the social and solidarity economy, the collaborative economy, inclusive businesses and green businesses in the formation of rural entrepreneurship, so that in turn this is more contributing to the strengthening of the territories. The methodology used for the construction of this writing was the documentary search, subsequently a review of the material was made and the one that would meet quality criteria was selected (established by the year of publication, the scientific criteria of the source publication and the relationship with the research topic), once this classification was made, it was processed in specialized software for this purpose and the results of which allow us to make this reflection. Formulación de un Plan de Mejoramiento de la calidad del servicio ofrecido al cliente externo de la Oficina de Contrato de Aprendizaje SENA regional Nariño

El presente trabajo tiene como propósito conocer el grado de satisfacción del cliente externo de la oficina de contrato de aprendizaje del SENA regional Nariño, con el fin de formular un plan de mejoramiento de la calidad del servicio; es así como se realiza un diagnostico de la situación actual del servicio prestado, para con ello establecer las causas que dan origen a las falencias y debilidades que generan insatisfacción al cliente. Teniendo en cuenta los hallazgos encontrados, se formularon objetivos específicos ejecutables que garantizarán el mejoramiento de la calidad del servicio de la oficina de contrato de aprendizaj

Una mirada sociodemográfica y de las condiciones de salud previas a la implementación de los acuerdos de paz en los municipios de Leiva, Policarpa y Los Andes en Nariño

El conocimiento de los factores que influyen en el estado de salud de la población y su casuística es importante para direccionar las estrategias de prevención a nivel local, así como para orientar las acciones de la prestación de los servicios de salud por parte de las entidades correspondientes. En el presente capítulo se abordarán los perfiles epidemiológicos de tres municipios del departamento de Nariño (Leiva, Policarpa y Los Andes), beneficiarios del programa “Alternativas de desarrollo rural para la construcción de paz”.La construcción del perfil de cada municipio se hizo mediante la revisión de documentos clave como: los análisis de la situación de salud del departamentodeNariñoconelmodelodelosdeterminantessociales,ASIS,boletines epidemiológicos con los indicadores básicos de salud del departamento de Nariño, planes de desarrollo municipales, esquemas de ordenamiento territorial, proyecciones poblacionales del Departamento Administrativo Nacional de Estadísticas – DANE, e informes degestión administrativa de los municipios deinterés para los años 2017 y 2018.Paracadalocalidadsepresentaunanálisissociodemográficohaciendoénfasis en los indicadores de morbimortalidad en la población. De acuerdo al análisis de los indicadores de salud, se evidencian problemáticas que afectan el bienestar físico, mental y social de los habitantes de los tres municipios en los diferentes cursos de vida como es la primera infancia, infancia, adolescencia, adulto y adulto mayor. Son problemáticasqueintervienendemanerasignificativa ydesfavorable eneldesarrollo y progreso del municipio y sus habitantes, puesto que la salud es la parte vital y fundamental para el desempeño laboral, escolar, en el ámbito familiar y social. Se logró identificarlas problemáticas en salud que requieren mayor atención en la planeación de acciones de promoción y prevención intersectoriales, transectoriales, comunitarias y del individuo, ya que estas son las instancias directamente involucradas en el fomento de una nueva perspectiva de la salud como lo es el fomento del autocuidado integral que permita mejorar la calidad de vida de las comunidades afectadas.Knowledge of the factors that influence the health status of a population and their casuistry is important when directing prevention strategies at the local level, as well as when guiding the actions of the provision of health services by the corresponding entities. In this chapter, the epidemiological profiles of three municipalities in the department ofNariño (Leiva,Policarpa andLosAndes),beneficiaries ofthe “Alternativas de desarrollo rural para la construcción de paz” or “Rural development alternatives for peacebuilding” program, will be addressed. The construction of the profile of each municipality was done by reviewing key documents such as: the analysis of the health situation of the department of Nariño with the model of social determinants, ASIS, epidemiological bulletins with the basic health indicators of the department of Nariño, municipal development plans, territorial planning schemes, population projections of the DepartamentoAdministrativo Nacional deEstadísticas (DANE) or NationalAdministrative Department of Statistics, and administrative management reports for the aforementioned municipalities for 2017 and 2018. A sociodemographic analysis is presented for each location, emphasizing the morbidity and mortality indicators in the population. According to the analysis of health indicators, problems are being evidenced that affect the physical, mental and social well-being of the inhabitants of the three municipalities at different life stages such as early childhood, childhood, adolescence, adulthood and the elderly. They are problems that intervene in a significant and unfavorable way in the development and progress of a municipality and its inhabitants, since health is vital and fundamental for work and school performance, in both the family and social environment. Retos y alternativas para la construcción de paz: Una mirada desde el desarrollo rural

Rural development and peacebuilding in Colombia have been highly prioritized by higher education institutions since the signing of the Peace Agreement between the National Government and the FARC-EP. This has resulted in the need to further analyze rural strategies that contribute towards a better life for the population of territories where armed conflict is coming to an end, whilst understanding the pressing uncertainty that this process implies; on the one hand, for the urgency of generating rapid and concrete responses to social justice and equity, and on the other, because fulfilling the agreement guarantees scenarios of non-repetition of the war in the country.These were some of the reflections that motivated the research project “Rural development alternatives for peacebuilding: educational strategies to strengthen the ability of producers and young people that contribute to the coffee production chain in the municipalities of Leiva, Policarpa and Los Andes of the department of Nariño, with international impact in the province of Carchi-Ecuador”.
