The rising incidence of type 1 diabetes in south-eastern Poland. A study of the 0-29 year-old age group, 1980-1999
Wstęp: Badania przeprowadzone w ostatnich latach dostarczają
informacji o wzroście zapadalności na cukrzycę typu 1
w różnych regionach świata, w tym także w krajach sąsiadujących
z Polską.
Celem badania było określenie długoterminowych trendów
zapadalności na cukrzycę typu 1 w latach 1980-1999
i porównanie zapadalności między dwoma dekadami tego
okresu, przyjmując 1989 rok za początek ekonomicznej
i politycznej transformacji w Polsce.
Materiał i metody: Rejestr zapadalności na cukrzycę typu 1
prowadzono zgodnie z rekomendacjami DERI, używając
3 źródeł danych o chorych. Wyliczono standaryzowaną zapadalność
w 5-letnich przedziałach wiekowych oraz określono
długoterminowy trend zapadalności na cukrzycę typu
1 w południowo-wschodniej Polsce.
Wyniki: Wykazano znamienny trend wzrostowy w populacji
od 0 do 29. roku życia zamieszkującej byłe województwo
rzeszowskie w latach 1980-1999. Średnia zapadalność
standaryzowana według wieku wynosiła 6,1/100 000 oraz
istniała statystycznie znamienna różnica zapadalności pomiędzy
dekadą lat 80. i 90., odpowiednio 5,3 (95% CI 4,5-6,0) i 6,8 (95% CI 5,9-7,6). Zapadalność była statystycznie
znamiennie wyższa u mężczyzn w porównaniu do kobiet
i wynosiła odpowiednio 6,7 i 5,5/100 000. Zapadalność była wyższa w grupie od 0 do 14. roku życia w porównaniu z grupą
osób w wieku 15-29 lat, odpowiednio 6,4 i wobec
5,8/100 000. Najwyższą zapadalność zarejestrowano u chłopców
w wieku 10-14 lat - 11,5/100 000, ponadto stwierdzono znamiennie
rosnący trend zapadalności u dzieci w wieku 0-4 lat.
Wnioski: Podsumowując, można stwierdzić, że zapadalność
na cukrzycę typu 1 w badanej populacji była niska.
Niemniej wykazano rosnący trend zapadalności w czasie
20-letniej obserwacji. Zapadalność w dekadzie lat 90. zarówno
ogólna, jak i wśród mężczyzn była znamiennie wyższa
w porównaniu do dekady lat 80.Introduction: Studies carried out over the last few years
have provided information about the increase in the incidence
of type 1 diabetes in different parts of the world including
the European countries bordering Poland.
The aim of study: The aim of this study was to determine
the long-term trends in the incidence of type 1 diabetes over
the 20 years between 1980 and 1999 and to compare the
incidence during the decades preceding and following the
1989 economic and political transformation in Poland.
Material and methods: The registration of type 1 diabetes
among people aged 0-29 was drawn up according to the
DERI recommendations using three data sources. We calculated
the age-standardised incidence rates for five-year
age groups and determined the long-term trend in the incidence
of type 1 diabetes in south-eastern Poland.
Results: A significant growth in the incidence of type 1 diabetes
was observed among people aged 0-29 in the Rzeszów
Province in the period between 1980 and 1999. The
mean age-standardised incidence rate was 6.1/100 000, and
a statistically significant difference was noted between the
1980s and the 1990s (5.3 [95%CI 4.5-6.0] and 6.8 [95%CI
5.9-7.6]). The male incidence of 6.7 significantly exceeded
that for females - 5.5/100 000. There was also a higher in-cidence in the group aged 0-14 in comparison with the group
aged 15-29 (6.4 and 5.8/100 000 respectively). The highest
incidence was found in boys aged 10-14 (11.5/100 000)
and a significantly rising trend was observed in children of
0-4 years old.
Conclusions: The mean incidence of type 1 diabetes among
the study population was low. Nevertheless, we demonstrated
a significantly increasing trend in the incidence during
the 20-year observation period. The incidence in the
1990s, both in general and for males, was significantly higher
when compared to the 1980s

W pracy przedstawiono dwa przypadki istotnego uszkodzenia wątroby spowodowanego przez tyreostatyki u kobiet z chorobą Gravesa-
Basedowa leczonych z powodu nietolerancji kolejno metimazolem i propylotiouracylem. Dominującym objawem była żółtaczka trwająca
ogółem około 3 miesięcy. W leczeniu poza odstawieniem tyreostatyków stosowano prednison oraz kwas ursodezoksycholowy. Pozytywny
wpływ na przebieg choroby miała także likwidacja tyreotoksykozy po podaniu 131I. W podsumowaniu podkreślono znaczenie szybkiego
odstawienia tyreostatyku w momencie wystąpienia istotnych objawów toksycznych oraz zaniechanie próby zamiany tyreostatyku na
inny na rzecz leczenia radiojodem.We present two cases of severe hepatotoxicity caused by antithyroid drugs in women with Graves disease. The first medication in both
cases was methimazole replaced by propylhiouracil due to intolerance. The main symptom was jaundice lasting about 2 months. As a first
step in the treatment we terminated the antithyroid drug administration and introduced prednisone and ursodesoksycholic acid therapy.
The termination of thyrotoxicosis by means of 131 I administration had also positive influence on the course of disease. In summary we
emphasise the significance of prompt discontinuation of antithyroid drug once toxic symptoms appeared and avoid replacement one
thyrostatic drug for another in fovour of radioiodine treatment
The Influence of Polish Emigration on Economic Development in Poland after the Accession to European Union in 2004
Within the last decade an increasing amount of attention has focused on the relationship between
international migration, brain drain, and economic growth. Since education has often been
cited as a major determinant of long-term economic growth, conventional wisdom has typically
argued that the international migration of people endowed with a high level of human capital -
the so-called "brain drain” - is detrimental for the country of emigration. According to this
argument, the large-scale departure of highly-educated workers from Poland after the accession
to European Union in 2004 seems probable to depress income levels and long-run economic
growth rates in Poland. The hughe level of emigrants form Poland particulary jung, welleducated
people have received considerable attention in both academic research and the press.
Researchers used to ask whether Polish emigration has a positive or negative effect on development.
Recent economic studies suggest that migration and development are closely linked to one
another. That why is so important to find the best way to manage effectively the migration in

Barriers of digitalization of micro-, small and medium-sized enterprises (MSMES) in Poland based on the research in Pomeranian Voivodeship
Pomimo dostępu do rozwiązań technologicznych cyfryzacja mikro-, małych
i średnich przedsiębiorstw (MMŚP) w Polsce jest ciągle na niskim poziomie. Celem
badawczym jest analiza czynników wpływających na niski poziom cyfryzacji w polskich
MMŚP. W pracy dokonano analizy stopnia cyfryzacji MMŚP na tle unijnej średniej,
wykorzystując indeks gospodarki cyfrowej i społeczeństwa cyfrowego. Do analizy wykorzystano
badania własne, przeprowadzone w 2017 r. w województwie pomorskim.
W badaniu zastosowano metodę analizy i sondażu diagnostycznego oraz metody statystyczne.
W większości analizowanych wskaźników polskie MMŚP znalazły się poniżej
średniej UE. Czynniki warunkujące ten stan wydają się proste do identyfikacji, choć
niełatwe do przezwyciężenia. Wyzwaniem jest jak najszybsze przekonanie polskich
MMŚP do wdrażania technologii informatycznych.Despite access to technological solutions digitization of micro-, small and
medium enterprises (MSMEs) in Poland is still low. The research goal of this paper is an
analysis of factors impacting the low level of digitalization in Polish MSMEs. The study
analyzed the degree of digitalization of MSMEs against the background of the EU
measures using the average digital economy and society index (DESI). Own research
carried out in 2017 in the Pomeranian Voivodship was also used for analysis. The analysis
method as well as diagnostic survey statistical methods were used in the research. In
the majority of analyzed indicators Polish MSMEs were below the EU average. Factors
affecting this situation seem simple to be identified, though not easy to be overcome.
The challenge is to convince Polish MSMEs to implement information technologies as
soon as possible
Time of In Vitro Anther Culture May Moderate Action of Copper and Silver Ions that Affect the Relationship between DNA Methylation Change and the Yield of Barley Green Regenerants
Plant anther culture allows for the regeneration of uniform and homozygous double haploids. However, off-type regenerants may appear as a result of so-called tissue culture-induced variation (TCIV). In addition, the presence of Cu2+ and Ag+ ions in the culture medium might influence the number of green plants. The regenerants were obtained via anther cultures of barley under varying Cu2+ and Ag+ ion concentrations in the induction medium during distinct time conditions. DArTseqMet markers were evaluated based on regenerants and donor plants and delivering data on DNA demethylation (DM) and de novo methylation (DNM) and changes in methylation (Delta). The number of green regenerated plants per 100 anthers (GPs) was evaluated. The Cu2+ and Ag+ ion concentrations moderated relationships between Delta and the number of green plants conditional on time of tissue cultures. Depending on the ions, moderated moderation is valid within the different time of anther culture. When the highest concentration of copper is analyzed, plant regeneration is possible under short ‘Time’ (21 days) of anther culture wherein Delta is negative or under elongated Time when Delta is positive. Under 21 days of culture, the highest concentration of silver ions and when Delta is negative, some regenerants could be evaluated. However, under high Ag+ concentration when Time of culture is long and Delta positive, the highest number of green plants could be obtained
CG Demethylation Leads to Sequence Mutations in an Anther Culture of Barley Due to the Presence of Cu, Ag Ions in the Medium and Culture Time
During plant tissue cultures the changes affecting regenerants have a broad range of genetic and epigenetic implications. These changes can be seen at the DNA methylation and sequence variation levels. In light of the latest studies, DNA methylation change plays an essential role in determining doubled haploid (DH) regenerants. The present study focuses on exploring the relationship between DNA methylation in CG and CHG contexts, and sequence variation, mediated by microelements (CuSO4 and AgNO3) supplemented during barley anther incubation on induction medium. To estimate such a relationship, a mediation analysis was used based on the results previously obtained through metAFLP method. Here, an interaction was observed between DNA demethylation in the context of CG and the time of culture. It was also noted that the reduction in DNA methylation was associated with a total decrease in the amount of Cu and Ag ions in the induction medium. Moreover, the total increase in Cu and Ag ions increased sequence variation. The importance of the time of tissue culture in the light of the observed changes resulted from the grouping of regenerants obtained after incubation on the induction medium for 28 days. The present study demonstrated that under a relatively short time of tissue culture (28 days), the multiplication of the Cu2+ and Ag+ ion concentrations (‘Cu*Ag’) acts as a mediator of demethylation in CG context. Change (increase) in the demethylation in CG sequence results in the decrease of ‘Cu*Ag’, and that change induces sequence variation equal to the value of the indirect effect. Thus, Cu and Ag ions mediate sequence variation. It seems that the observed changes at the level of methylation and DNA sequence may accompany the transition from direct to indirect embryogenesi
Multiregionalism: defeat or victory of the World Trade Organization (WTO)
Przedmiot badań: Od lat w dyskusji ekonomicznej trawa debata, czy gospodarki powinny być bardziej skłonne do liberalizacji handlu na preferencyjnych zasadach regionalizmu handlowego, czy w oparciu o klauzulę najwyższego uprzywilejowania, promowany przez Światową Organizację Handlu (WTO). Współcześnie wszystkie kraje członkowskie WTO mają zawarte przynajmniej jedno regionalne porozumienie handlowe (RTA). Przedmiotem badań są RTA, które z jednej strony wydają się konkurować z WTO, to z drugiej – mogą wspierać wielostronny system handlowy WTO.1
Cel badawczy: Celem artykułu jest ocena zmian obserwowanych w tworzeniu się regionalnych ugrupowań handlowych i ich wpływu na wielostronny system handlowy. Badania skupią się na analizie RTA i odpowiedzi na pytanie, czy RTA odgrywają wyłącznie pozytywną (teoria Haberlera), czy może także negatywną (teoria Vinera) rolę w wielostronnej liberalizacji handlu.
Metoda badawcza: Zastosowane metody badawcze obejmują przegląd literatury naukowej i raportów na temat regionalnych umów handlowych, statystyczną analizę danych ze źródeł wtórnych. Dokonano analizy zmian zachodzących w RTA pod względem ilościowym (liczba, dynamika), jakościowym (umowy dotyczące liberalizacji towarów i usług) i strukturalnym (zakres) na przestrzeni ostatnich dekad. Dane o RTA uzyskano z bazy danych WTO oraz danych UNCTAD.
Wyniki: Z przeprowadzonej analizy wynika, iż kraje należące do WTO są jednocześnie powiązane odrębną preferencyjną umową z jednym, bądź kilkoma innymi krajami. Multilateralna zasada KNU jest osłabiana poprzez głębsze preferencje w ramach RTA, przez co multilateralizm handlowy traci na znaczeniu. RTA rozwijają się w sposób, który wykracza poza istniejące zasady wielostronne.Background: For years, a discussion has raged in the economic debate about whether economies should liberalize trade on preferential regional trade agreements or on a most favored nation clause (MFN, trade multilateralism) promoted by the World Trade Organization. Nowadays, all WTO member countries have concluded at least one regional trade agreement. The research focuses on regional preferential trade agreements (RTAs), which can, on the one hand, compete with the WTO but, on the other hand, support the WTO’s multilateral trading system.
Research purpose: This article aims to analyze the changes in the formation of regional trade agreements and their impact on the multilateral trading system. The research will focus on RTA analysis and answer whether RTA plays only a positive (Haberler’s theory) or maybe also a negative (Viner’s theory) role in multilateral trade liberalization.
Methods: The research methods include an analysis of the scientific literature and reports on regional trade agreements, a statistical analysis of the results from secondary sources, and a synthesis, summary, and interpretation of the data. The changes taking place in the RTA were analyzed in terms of quantity (number, dynamics), qualitative (contracts for the liberalization of goods and services), and structural (scope) in recent decades. RTA data were obtained from the WTO and UNCTAD.
Conclusions: Today, each WTO member country is simultaneously bound by a separate trade agreement with one or more other countries. The multilateral MFN is undermined by deeper RTA preferences, making the multilateral trading system less important. RTAs are developing in a way that goes beyond existing multilateral rules
