Analytical Evaluation of Coverage-Oriented Femtocell Network Deployment
This paper proposes a coverage-oriented femtocell network deployment scheme,
in which the femtocell base stations (BSs) can decide whether to be active or
inactive depending on their distances from the macrocell BSs. Specifically, as
the areas close to the macrocell BSs already have satisfactory cellular
coverage, the femtocell BSs located inside such areas are kept to be inactive.
Thus, all the active femtocells are located in the poor macrocell coverage
areas. Based on a stochastic geometric framework, the coverage probability can
be analyzed with tractable results. Surprisingly, the results show that the
proposed scheme, although with a lower defacto femtocell density, can achieve
better coverage performance than that keeping all femtocells in the entire
network to be active. The analytical results further identify the achievable
optimal performance of the new scheme, which provides mobile operators a

ArguBlogging:an application for the Argument Web
In this paper, we present a software tool for ‘ArguBlogging’, which allows users to construct debate and discussions across blogs, linking existing and new online resources to form distributed, structured conversations. Arguments and counterarguments can be posed by giving opinions on one’s own blog and replying to other bloggers’ posts. The resulting argument structure is connected to the Argument Web, in which argumentative structures are made semantically explicit and machine-processable. We discuss the ArguBlogging tool and the underlying infrastructure and ontology of the Argument Web

To reduce inequalities in research evaluation, give researchers a universal basic income for research impact
As the review of REF2021 begins, Mark Reed proposes that rather than allocating impact funding to a small number of high performing institutions, funding should be allocated more broadly to individual researchers. He argues that not only would this limit the over-concentration of resources in particular institutions, but would also benefit the wider culture of research impact by limiting zero-sum competition between institutions for impact and enabling researchers to pursue, or choose not to pursue, more intrinsically motivated forms of research impact
