    Access and use of health care services by mothers and children in the Texas-Mexico border region: preliminary findings from the 2006 Rio Grande Valley health survey

    Background: Latino/a children have the highest rate of uninsurance among all ethnic/racial groups. There is some evidence that patterns of health care use between parents and their children are interrelated. Children are also more likely to have health insurance coverage if their parents are insured but public insurance programs do not cover all parents of participating children. The objective of this study was to assess whether there is a relation between patterns of health care utilization between Latina mothers and their children who reside in the South Texas- Mexico border region. Survey data on 495 Latina women with children from the 2006 Rio Grande Valley Health Survey were used to estimate bivariate probit models of the determinants of five health care access and utilization indicators. Patterns of health care utilization between Latina mothers and their children were positively related for having a usual place of care, visiting a doctor, visiting an emergency room, and having delayed health care needed. Both desirable and undesirable parental and child health care access/utilization patterns for Latinos/as are interrelated. Interventions that promote good health care utilization behavior for Latina mothers seem to spillover to their children. Public health insurance programs that focus on covering uninsured children but leave their parents uninsured may end up not taking full advantage of the positive spillover effects of health care access/utilization from mothers to their children

    The findings and recommendations of the Government committee formed to conduct an as-built review of the three Mod-2 wind turbine units at Goldendale, Washington are given. The purpose of the review was to identify any critical deficiencies in machine components that could result in failure, and to recommend any necessary corrective action before resuming safe machine operation. The review concluded that one of the deficiencies identified would preclude planned attended or unattended operation, provided that certain corrective actions were implemented

    NEEMO 20: Science Training, Operations, and Tool Development

    The 20th mission of the National Aeronautics and Space Administration (NASA) Extreme Environment Mission Operations (NEEMO) was a highly integrated evaluation of operational protocols and tools designed to enable future exploration beyond low-Earth orbit. NEEMO 20 was conducted from the Aquarius habitat off the coast of Key Largo, FL in July 2015. The habitat and its surroundings provide a convincing analog for space exploration. A crew of six (comprised of astronauts, engineers, and habitat technicians) lived and worked in and around the unique underwater laboratory over a mission duration of 14-days. Incorporated into NEEMO 20 was a diverse Science Team (ST) comprised of geoscientists from the Astromaterials Research and Exploration Science (ARES/XI) Division from the Johnson Space Center (JSC), as well as marine scientists from the Department of Biological Sciences at Florida International University (FIU). This team trained the crew on the science to be conducted, defined sampling techniques and operational procedures, and planned and coordinated the science focused Extra Vehicular Activities (EVAs). The primary science objectives of NEEMO 20 was to study planetary sampling techniques and tools in partial gravity environments under realistic mission communication time delays and operational pressures. To facilitate these objectives two types of science sites were employed 1) geoscience sites with available rocks and regolith for testing sampling procedures and tools and, 2) marine science sites dedicated to specific research focused on assessing the photosynthetic capability of corals and their genetic connectivity between deep and shallow reefs. These marine sites and associated research objectives included deployment of handheld instrumentation, context descriptions, imaging, and sampling; thus acted as a suitable proxy for planetary surface exploration activities.     Modeling atmospheric effects of the September 1859 Solar Flare

    We have modeled atmospheric effects, especially ozone depletion, due to a solar proton event which probably accompanied the extreme magnetic storm of 1-2 September 1859. We use an inferred proton fluence for this event as estimated from nitrate levels in Greenland ice cores. We present results showing production of odd nitrogen compounds and their impact on ozone.     This article, which was prepared for an ABA Antitrust Section Panel, discusses the role of ideology and politics in antitrust enforcement and the impact of elections in the last twenty year on enforcement and policy at the federal antitrust agencies. The article explains the differences in antitrust ideologies and their impact on policy preferences. The article then uses a database of civil non-merger complaints by the DOJ and FTC over the last three Presidential administrations to analyze changes in the number, type and other characteristics of antitrust enforcement. It also discusses change in vertical merger enforcement and other antirust policies such as amicus briefs, reports and guidelines. The article concludes that elections do matter and that the impact of elections on the DOJ and FTC has differed significantly

    Design of Cationic Multi-Walled Carbon Nanotubes as Efficient siRNA Vectors for Lung Cancer Xenograft Eradication

    Polo-Like Kinase (PLK1) has been identified as a potential target in cancer gene therapy via chemical or genetic inhibitory approaches. The biomedical applications of chemically functionalized carbon nanotubes (f-CNTs) in cancer therapy have been studied due to their ability to efficiently deliver siRNA intracellularly. In this study, we established the capacity of cationic MWNT-NH3+ to deliver the apoptotic siRNA against PLK1 (siPLK1) in Calu6 tumor xenografts by direct intratumoural injections. A direct comparison with cationic liposomes was made. This study validates the PLK1 gene as a potential target in cancer gene therapy including lung cancer, as demonstrated by the therapeutic efficacy of siPLK1:MWNT-NH3+ complexes and their ability to significantly improve animal survival. Biological analysis of the siPLK1:MWNT-NH3+ treated tumors by RT-PCR and Western blot, in addition to TUNEL staining confirmed the biological functionality of the siRNA intratumourally, suggesting that tumor eradication was due to PLK1 knockdown. Furthermore, by using a fluorescently labelled, non-coding siRNA sequence complexed with MWNT-NH3+, we established for the first time that the improved therapeutic efficacy observed in f-CNT-based siRNA delivery is directly proportional to the enhanced siRNA retention in the solid tumor and subsequent uptake by tumor cells after local administration in vivo
