Harmonizing Climate Change Mitigation and Adaptation in Transportation and Land-Use Planning in California Cities
Abstract: Recent extreme weather events in California—wildfires, drought, and flooding—make abundantly clear the need to plan effective responses to both the causes and the consequences of climate change. A central challenge for climate planning efforts has been identifying transportation and land-use (TLU) strategies that simultaneously reduce greenhouse gas emissions (“mitigation”) and adapt communities so that they will be less affected by the adverse impacts of climate change (“adaptation”). Sets of policies that collectively address both mitigation and adaptation are known as “integrated actions.” This study explores municipal climate planning in California to determine whether cities incorporate integrated actions into their plans, assess the potential drivers of conflict between mitigation and adaptation in municipal plans, and identify ways the State of California can help cities more effectively incorporate integrated actions.
The study methods consisted of a detailed analysis of climate planning documents from 23 California cities with particularly long histories of climate planning, plus interviews with 25 local, regional, and state officials who work on municipal climate planning.
The authors found that some cities did adopt packages of integrated actions, and, promisingly, two cities with recently updated climate plans explicitly focused on the need for integrated actions. However, most cities addressed climate mitigation and adaptation in separate efforts, potentially reducing synergies between the two types of action and even creating conflicts. Since the first generation of climate action plans focused primarily on mitigation of greenhouse gases (GHGs), adaptation strategies have not yet been effectively or fully combined into mitigation plans in many cities. Also, a cross-comparison of plan content and interview data suggests that cities often had sets of policies that could potentially create conflicts—mitigation policies that would undermine adaptation capacity, and vice versa. In addition, where a city did adopt integrated actions, these efforts are typically not labeled as such, nor do the policies appear within the same policy document.
The study findings suggest promising steps that both municipal and state governments can take to support integrated TLU actions at the local level. For example, cities can proactively link the content in climate mitigation and adaptation plans—a process that will require building the capacity for cross-collaboration between the various departments in charge of developing, implementing, and monitoring climate-related plans. As for the state government, it can provide funding specifically for planning and implementing integrated actions, offer technical support to help municipalities adopt programs and projects that produce integrated mitigation and adaptation benefits, and fund research in the area of integrated actions
Are There Hints of Light Stops in Recent Higgs Search Results?
The recent discovery at the LHC by the CMS and ATLAS collaborations of the
Higgs boson presents, at long last, direct probes of the mechanism for
electroweak symmetry breaking. While it is clear from the observations that the
new particle plays some role in this process, it is not yet apparent whether
the couplings and widths of the observed particle match those predicted by the
Standard Model. In this paper, we perform a global fit of the Higgs results
from the LHC and Tevatron. While these results could be subject to
as-yet-unknown systematics, we find that the data are significantly better fit
by a Higgs with a suppressed width to gluon-gluon and an enhanced width to
gamma gamma, relative to the predictions of the Standard Model. After
considering a variety of new physics scenarios which could potenially modify
these widths, we find that the most promising possibility is the addition of a
new colored, charged particle, with a large coupling to the Higgs. Of
particular interest is a light, and highly mixed, stop, which we show can
provide the required alterations to the combination of gg and gamma gamma

Implications of CoGeNT and DAMA for Light WIMP Dark Matter
In this paper, we study the recent excess of low energy events observed by
the CoGeNT collaboration, and discuss the possibility that these events
originate from the elastic scattering of a light (m_DM ~ 5-10 GeV) dark matter
particle. We find that such a dark matter candidate may also be capable of
generating the annual modulation reported by DAMA, as well as the small excess
recently reported by CDMS, without conflicting with the null results from other
experiments, such as XENON10. A dark matter interpretation of the CoGeNT and
DAMA observations favors a region of parameter space that is especially
attractive within the context of Asymmetric Dark Matter models. In such models,
the cosmological dark matter density arises from the baryon asymmetry of the
universe, naturally leading to the expectation that m_DM ~ 1-10 GeV. We also
discuss neutralino dark matter from extended supersymmetric frameworks, such as
the NMSSM. Lastly, we explore the implications of such a dark matter candidate
for indirect searches, and find that the prospects for detecting the neutrino
and gamma ray annihilation products of such a particle to be very encouraging.Comment: 16 pages, 14 figures. v2: references added, fig 4 and surrounding

High-Energy Neutrino Signatures of Dark Matter Decaying into Leptons
Decaying dark matter has previously been proposed as a possible explanation
for the excess high energy cosmic ray electrons and positrons seen by PAMELA
and the Fermi Gamma-Ray Space Telescope (FGST). To accommodate these signals
however, the decays must be predominantly leptonic, to muons or taus, and
therefore produce neutrinos, potentially detectable with the IceCube neutrino
observatory. We find that, with five years of data, IceCube (supplemented by
DeepCore) will be able to significantly constrain the relevant parameter space
of decaying dark matter, and may even be capable of discovering dark matter
decaying in the halo of the Milky Way.Comment: 4 pages, 1 figur
A Consistent Dark Matter Interpretation For CoGeNT and DAMA/LIBRA
In this paper, we study the recent excess of low energy events observed by
the CoGeNT collaboration and the annual modulation reported by the DAMA/LIBRA
collaboration, and discuss whether these signals could both be the result of
the same elastically scattering dark matter particle. We find that, without
channeling but when taking into account uncertainties in the relevant quenching
factors, a dark matter candidate with a mass of approximately ~7.0 GeV and a
cross section with nucleons of sigma_{DM-N} ~2x10^-4 pb (2x10^-40 cm^2) could
account for both of these observations. We also comment on the events recently
observed in the oxygen band of the CRESST experiment and point out that these
could potentially be explained by such a particle. Lastly, we compare the
region of parameter space favored by DAMA/LIBRA and CoGeNT to the constraints
from XENON 10, XENON 100, and CDMS (Si) and find that these experiments cannot
at this time rule out a dark matter interpretation of these signals.Comment: 8 pages, 6 figure
Neutrophil gelatinase-associated lipocalin: its response to hypoxia and association with acute mountain sickness.
Acute Mountain Sickness (AMS) is a common clinical challenge at high altitude (HA). A point-of-care biochemical marker for AMS could have widespread utility. Neutrophil gelatinase-associated lipocalin (NGAL) rises in response to renal injury, inflammation and oxidative stress. We investigated whether NGAL rises with HA and if this rise was related to AMS, hypoxia or exercise. NGAL was assayed in a cohort (n = 22) undertaking 6 hours exercise at near sea-level (SL); a cohort (n = 14) during 3 hours of normobaric hypoxia (FiO2 11.6%) and on two trekking expeditions (n = 52) to over 5000 m. NGAL did not change with exercise at SL or following normobaric hypoxia. During the trekking expeditions NGAL levels (ng/ml, mean ± sd, range) rose significantly (P < 0.001) from 68 ± 14 (60-102) at 1300 m to 183 ± 107 (65-519); 143 ± 66 (60-315) and 150 ± 71 (60-357) at 3400 m, 4270 m and 5150 m respectively. At 5150 m there was a significant difference in NGAL between those with severe AMS (n = 7), mild AMS (n = 16) or no AMS (n = 23): 201 ± 34 versus 171 ± 19 versus 124 ± 12 respectively (P = 0.009 for severe versus no AMS; P = 0.026 for mild versus no AMS). In summary, NGAL rises in response to prolonged hypobaric hypoxia and demonstrates a relationship to the presence and severity of AMS
Glypican-1 Mediates Both Prion Protein Lipid Raft Association and Disease Isoform Formation
In prion diseases, the cellular form of the prion protein, PrPC, undergoes a conformational conversion to the infectious isoform, PrPSc. PrPC associates with lipid rafts through its glycosyl-phosphatidylinositol (GPI) anchor and a region in its N-terminal domain which also binds to heparan sulfate proteoglycans (HSPGs). We show that heparin displaces PrPC from rafts and promotes its endocytosis, suggesting that heparin competes with an endogenous raft-resident HSPG for binding to PrPC. We then utilised a transmembrane-anchored form of PrP (PrP-TM), which is targeted to rafts solely by its N-terminal domain, to show that both heparin and phosphatidylinositol-specific phospholipase C can inhibit its association with detergent-resistant rafts, implying that a GPI-anchored HSPG targets PrPC to rafts. Depletion of the major neuronal GPI-anchored HSPG, glypican-1, significantly reduced the raft association of PrP-TM and displaced PrPC from rafts, promoting its endocytosis. Glypican-1 and PrPC colocalised on the cell surface and both PrPC and PrPSc co-immunoprecipitated with glypican-1. Critically, treatment of scrapie-infected N2a cells with glypican-1 siRNA significantly reduced PrPSc formation. In contrast, depletion of glypican-1 did not alter the inhibitory effect of PrPC on the β-secretase cleavage of the Alzheimer's amyloid precursor protein. These data indicate that glypican-1 is a novel cellular cofactor for prion conversion and we propose that it acts as a scaffold facilitating the interaction of PrPC and PrPSc in lipid rafts
Surface plasmon polaritons on deep, narrow-ridged rectangular gratings

For gratings with a moderate height a family of vertical-standing-wave resonances may be excited, which consist of surface plasmons, oscillating on either vertical surface, coupling together through the metal wires. These modes evolve similarly to the manner in which shallow-grating surface-plasmon dispersion curves evolve into cavity modes in the grooves of the structure. However, on further increase in grating height these vertical standing waves evolve into a second resonant feature, which is independent of yet further increases in height. This new mode is shown to be equivalent to the resonances found on infinite multilayer metal/dielectric structures illuminated at normal incidence
