    Agro-Exports and the Rural Resource Poor in Latin America: Policy Options for Achieving Broadly Based Growth

    Concentrating on fundamental sector-level impacts that shape the nature of agro-export growth, this paper indicates how intrahousehold impacts fit into the analysis. Section 1 is introductory. Section 2 puts forward the conceptual framework needed to understand sectoral impacts of agro-export growth on the rural resource poor, impacts that can be divided into a small-farm adoption effect, a land-access effect, and a labor-absorption effect, all of which are interlinked. Section 3 explores the economic forces that shape the magnitude of the direct (adoption and land access) and indirect (labor absorption) effects of agro-export growth. Its chief message is that the agronomic and economic characteristics of agro-export crops interact with the intrinsic imperfections of rural factor markets to create farm-size biases-biases that are frequently tilted against small farm production. Section 4 summarizes the coordinated empirical, farm-level research on agro-export booms in Chile, Guatemala, and Paraguay. Section 5 analyzes the range of policy available to foment broadly based growth. In order of increasing policy activism, policies are divided into those that (1) get prices and institutions "right," (2) pick winners for public investment, (3) reform land markets, and (4) reform information-constrained markets. Section 5 argues that capital and insurance market reforms will almost always be necessary if agro-export growth is to be broadly based. Section 6 closes the paper with a brief reflection on the desirability of promoting broadly based growth: Is pursuit of broadly based growth worth it given the likely complexity of the recommended factor market interventions? While this is a highly complex and value-laden question, section 6 suggests perspectives from both the U.S. domestic and low-income country policy contexts that make broadly based growth a goal worth pursuing.Community/Rural/Urban Development, International Relations/Trade,

    InterCloud: Utility-Oriented Federation of Cloud Computing Environments for Scaling of Application Services

    Cloud computing providers have setup several data centers at different geographical locations over the Internet in order to optimally serve needs of their customers around the world. However, existing systems do not support mechanisms and policies for dynamically coordinating load distribution among different Cloud-based data centers in order to determine optimal location for hosting application services to achieve reasonable QoS levels. Further, the Cloud computing providers are unable to predict geographic distribution of users consuming their services, hence the load coordination must happen automatically, and distribution of services must change in response to changes in the load. To counter this problem, we advocate creation of federated Cloud computing environment (InterCloud) that facilitates just-in-time, opportunistic, and scalable provisioning of application services, consistently achieving QoS targets under variable workload, resource and network conditions. The overall goal is to create a computing environment that supports dynamic expansion or contraction of capabilities (VMs, services, storage, and database) for handling sudden variations in service demands. This paper presents vision, challenges, and architectural elements of InterCloud for utility-oriented federation of Cloud computing environments. The proposed InterCloud environment supports scaling of applications across multiple vendor clouds. We have validated our approach by conducting a set of rigorous performance evaluation study using the CloudSim toolkit.     Positive Bias in Positive Psychology

    As the positive psychology movement has began to ramp up, many self-report measures have been created to research positive emotions such as gratitude, joy, and humility. While these measurements have been beneficial in giving researchers a baseline understanding into positive emotions, they are also explicit which presents the problem of self-presentation bias. We tend to view ourselves in a positive light and therefore rate ourselves more positively on self-reports. The purpose of this study was to investigate the distribution skew of commonly used positive self-report measurements for possible negative skew. We ran frequency distributions and calculated the skew of multiple measures used in five separate studies (N=900). Five measurements had a significant negative skew indicating a large proportion of participants scored the maximum or close to the maximum score on these measures: the Gratitude Questionnaire (GQ-6, skew -5 to -10), Gratitude, Resentment, and Appreciation Test (GRAT, skew -3 to -5), Gratitude Adjectives Scale (GAS, skew -3 to -5), Gratitude to God Test (GTG-T skew -2 to -3), and the Satisfaction with Life Scale (SWLS, skew -2 to -3). These results suggest that positive bias is an important issue in positive psychology that must be considered. We suggest controlling for self-presentation bias when analyzing results from these measure or implicit measures when available

    Calibration of a micromachined particle velocity microphone in a standing wave tube using a LDA photon-correlation technique

    In this paper, a new method of calibrating an acoustic particle velocity sensor using laser Doppler anemometry (LDA) is discussed. The results were compared and were in good agreement with the results obtained by conventional methods, where the sensitivity of the microflown is obtained with the use of a reference microphone and a standing wave tube. The LDA signal generated by the acoustic particle motion was analysed using the photon-correlation method, where the signal is considered to consist of a series of discrete photon events. The photon-correlation system is used to measure particle velocity amplitude next to the microflown particle velocity sensor in a standing wave. Measurements are performed for frequencies between 250 Hz and 4 kHz and velocities between 5 mm s-1 and 25 mm s-1 (root-mean-square (rms) values) which are equivalent to sound fields of 100 and 114 dB SPL in free field. From the output voltage of the probe microflown and the LDA-derived particle velocity in a standing wave, the sensitivity of the microflown is obtained. The two different calibration methods are in good agreement showing a discrepancy of 1 dB for the frequency range of 250 Hz–4 kHz

    Infusing a Course-Based Undergraduate Research Experience (CURE) into an Allied Health Curriculum

    Purpose: Infusion of a course-based undergraduate research experience (CURE) into an existing research design course in an applied science curriculum allowed medical laboratory science students (n=22) to each be a contributing team member in a hand’s-on research experience, where most of the work was completed during the class time on campus. This design allowed for equal access, an equitable experience, and inclusion of all students enrolled in the course. Methods: Students and instructors worked together to develop a research question. The group agreed that the research question would be to determine the number of environmental specimens that were positive for mycobacteria species in residential plumbing specimens from different faucets and showerheads within residences in local areas. Before the actual collection of specimens, students reviewed the literature and completed more traditional modules in research ethics and Collaborative Institutional Training Initiative (CITI) training. Once that was completed, students designed and assembled the collection kits, collected and processed the specimens, and reported their results. Results: Students completed most tasks during the designated class time, and those tasks that had to be completed outside of class were not overwhelming for the students either in time or effort. The students’ reflections as the human subjects in this CURE indicated that 1) 90% of the students agreed they had a better understanding of the Institutional Review Board (IRB) process, 2) 100% of the students agreed the collection process was easily completed, 3) 100% of the students agreed the specimen testing was easily completed and interpreted, and 4) 100% of the students agreed the required parameters of a CURE were met. Conclusion: A CURE can be infused successfully into an applied science course allowing every student to become a contributing member of the research team

    Comparing open and minimally invasive surgical procedures for oesophagectomy in the treatment of cancer: the ROMIO (Randomised Oesophagectomy: Minimally Invasive or Open) feasibility study and pilot trial

    Localised oesophageal cancer can be curatively treated with surgery (oesophagectomy) but the procedure is complex with a risk of complications, negative effects on quality of life and a recovery period of 6-9 months. Minimal-access surgery may accelerate recovery.The ROMIO (Randomised Oesophagectomy: Minimally Invasive or Open) study aimed to establish the feasibility of, and methodology for, a definitive trial comparing minimally invasive and open surgery for oesophagectomy. Objectives were to quantify the number of eligible patients in a pilot trial; develop surgical manuals as the basis for quality assurance; standardise pathological processing; establish a method to blind patients to their allocation in the first week post surgery; identify measures of postsurgical outcome of importance to patients and clinicians; and establish the main cost differences between the surgical approaches.Pilot parallel three-arm randomised controlled trial nested within feasibility work.Two UK NHS departments of upper gastrointestinal surgery.Patients aged ≥ 18 years with histopathological evidence of oesophageal or oesophagogastric junctional adenocarcinoma, squamous cell cancer or high-grade dysplasia, referred for oesophagectomy or oesophagectomy following neoadjuvant chemo(radio)therapy.Oesophagectomy, with patients randomised to open surgery, a hybrid open chest and minimally invasive abdomen or totally minimally invasive access.The primary outcome measure for the pilot trial was the number of patients recruited per month, with the main trial considered feasible if at least 2.5 patients per month were recruited.During 21 months of recruitment, 263 patients were assessed for eligibility; of these, 135 (51%) were found to be eligible and 104 (77%) agreed to participate, an average of five patients per month. In total, 41 patients were allocated to open surgery, 43 to the hybrid procedure and 20 to totally minimally invasive surgery. Recruitment is continuing, allowing a seamless transition into the definitive trial. Consequently, the database is unlocked at the time of writing and data presented here are for patients recruited by 31 August 2014. Random allocation achieved a good balance between the arms of the study, which, as a high proportion of patients underwent their allocated surgery (69/79, 87%), ensured a fair comparison between the interventions. Dressing patients with large bandages, covering all possible incisions, was successful in keeping patients blind while pain was assessed during the first week post surgery. Postsurgical length of stay and risk of adverse events were within the typical range for this group of patients, with one death occurring within 30 days among 76 patients. There were good completion rates for the assessment of pain at 6 days post surgery (88%) and of the patient-reported outcomes at 6 weeks post randomisation (74%).Rapid recruitment to the pilot trial and the successful refinement of methodology indicated the feasibility of a definitive trial comparing different approaches to oesophagectomy. Although we have shown a full trial of open compared with minimally invasive oesophagectomy to be feasible, this is necessarily based on our findings from the two clinical centres that we could include in this small preliminary study.Current Controlled Trials ISRCTN59036820.This project was funded by the NIHR Health Technology Assessment programme and will be published in full in Health Technology Assessment; Vol. 20, No. 48.
