Supporting GENP with Random Multipliers
We prove that standard Gaussian random multipliers are expected to stabilize
numerically both Gaussian elimination with no pivoting and block Gaussian
elimination. Our tests show similar results where we applied circulant random
multipliers instead of Gaussian ones.Comment: 14 page

E-commerce, Warehousing and Distribution Facilities in California: A Dynamic Landscape and the Impacts on Disadvantaged Communities
This work addresses the distribution of warehouses and distribution centers (W&DCs) influenced by e-commerce, through spatial analysis and econometric modelling. Specifically, this work analyzes the concentration of W&DCs in various metropolitan planning organizations (MPOs) in California between 1989 and 2016-18; and studies the spatial relationships between W&DC distribution and other demographic and environmental factors through econometric modeling techniques. The work conducts analyses to uncover common trends in W&DC distribution. The analyses used aggregate establishment, employment, and other socio-economic information, complemented with transportation related variables. The results: 1) confirm that the weighted geometric centers of W&DCs have shifted slightly towards city central areas in all five MPOs; 2) W&DCs show a non-decreasing trend between 2008 and 2016; and 3) areas with more serious environmental problems are more likely to have W&DCs. A disaggregate analyses of properties sold and leased in one of the study regions shows a trend where businesses are buying or leasing smaller facilities, closer to the core of consumer demand. Among other factors, the growth of e-commerce sales, and expedited delivery services, which require proximity to the customers, may explain these trends. The study results provide insights for planners and policy decision makers, and will be of interest to practitioners, public and private entities, and academia. Caltrans, MPOs, and affiliated institutions of the National Center for Sustainable Transportation will directly benefit from the results as they want to avoid equity issues brought by the fast development of e-commerce, and its potential impact on W&DC distribution
A study in integrity of an RFID-monitoring HMSC

Additionally, Halal food consumers have become increasingly concerned about the integrity of Halal-food related products in terms of production, transportation and storage along an entire supply chain network as it is important for Halal food products these consumers purchase from supermarkets are truly Halal. These are unlike traditional principles of any other food type. This requires Halal food suppliers who monitor Halal food supply chains to provide adequate information on foods purchased in supermarkets which can be easily accessed by consumers. This article presents a framework in development of a RFID-enabled monitoring system for a Halal meat supply chain network design for enhancing traceability of integrity of Halal meat products. A multi-objective model was developed for investigating an economic feasibility of the proposed RFID-enabled monitoring system. A case study was used for verifying the effectiveness of the developed mathematical model
MC-Nonlocal-PINNs: handling nonlocal operators in PINNs via Monte Carlo sampling
We propose, Monte Carlo Nonlocal physics-informed neural networks
(MC-Nonlocal-PINNs), which is a generalization of MC-fPINNs in
\cite{guo2022monte}, for solving general nonlocal models such as integral
equations and nonlocal PDEs. Similar as in MC-fPINNs, our MC-Nonlocal-PINNs
handle the nonlocal operators in a Monte Carlo way, resulting in a very stable
approach for high dimensional problems. We present a variety of test problems,
including high dimensional Volterra type integral equations, hypersingular
integral equations and nonlocal PDEs, to demonstrate the effectiveness of our

Bikesharing and other micromobility services can improve connectivity between affordable housing communities and transit
Finding ways to boost transportation access for underserved populations can unlock broad social benefits. Micromobility programs, including bikesharing, offer scalable solutions. National, state, and regional housing and urban development agencies promote affordable housing and transit-accessible developments by funding programs such as the Low-Income Housing Tax Credit and Community Development Block Grants. However, these efforts are not always coordinated and the physical distance between affordable housing and transit access continues to grow. The problem is compounded by low car ownership rates in lower income urban communities. These circumstances have led to inequitable mobility access. To correct course, pairing affordable housing developments with reliable transit services is essential. This practice can increase equity and accessibility. A team at the University of California, Davis, conducted a case study in Sacramento, California, to explore bikesharing as an option for connecting affordable housing residents with transit services. A cost-effective decision-making algorithm for an RFID-enabled HMSC network design A multi-objective approach

Purpose - The purpose of this paper is to investigate the economic feasibility of a three-echelon Halal Meat Supply Chain (HMSC) network that is monitored by a proposed radio frequency identification (RFID)-based management system for enhancing the integrity traceability of Halal meat products and to maximize the average integrity number of Halal meat products, maximize the return of investment (ROI), maximize the capacity utilization of facilities and minimize the total investment cost of the proposed RFID-monitoring system. The location-allocation problem of facilities needs also to be resolved in conjunction with the quantity flow of Halal meat products from farms to abattoirs and from abattoirs to retailers. Design/methodology/approach - First, a deterministic multi-objective mixed integer linear programming model was developed and used for optimizing the proposed RFID-based HMSC network toward a comprised solution based on four conflicting objectives as described above. Second, a stochastic programming model was developed and used for examining the impact on the number of Halal meat products by altering the value of integrity percentage. The ε-constraint approach and the modified weighted sum approach were proposed for acquisition of non-inferior solutions obtained from the developed models. Furthermore, the Max-Min approach was used for selecting the best solution among them. Findings - The research outcome shows the applicability of the developed models using a real case study. Based on the computational results, a reasonable ROI can be achievable by implementing RFID into the HMSC network. Research limitations/implications - This work addresses interesting avenues for further research on exploring the HMSC network design under different types of uncertainties and transportation means. Also, environmentalism has been becoming increasingly a significant global problem in the present century. Thus, the presented model could be extended to include the environmental aspects as an objective function. Practical implications - The model can be utilized for food supply chain designers. Also, it could be applied to realistic problems in the field of supply chain management. Originality/value - Although there were a few studies focusing on the configuration of a number of HMSC networks, this area is overlooked by researchers. The study shows the developed methodology can be a useful tool for designers to determine a cost-effective design of food supply chain networks
