In 2012, national standards of practice for juvenile facilities were implemented in response to the Federal law known as the Prison Rape Elimination Act (PREA; 28 C.F.R. § 115.341), which mandated the implementation of objective screening procedures at juvenile facilities to identify individuals who are at risk of sexual victimization or sexual misconduct. This Issue Brief explains the design and validation of the State of Connecticut Judicial Branch, Court Support Services Division (CT JBCSSD) PREA screening tool and its validation process to provide guidance to other agencies looking to either a) examine the integrity of their PREA screening tool, or b) adopt the CT JBSCCD version

The International Law Research Program (ILRP) of the Centre for International Governance Innovation (CIGI) held its first multi-stakeholder international environmental law consultation workshop on February 18, 2015. Under Chatham House Rule, in a round table format, there were 29 participants, with 19 making introductory comments. Participants represented the following stakeholder groups: think tanks, private legal practice, public sector (municipal, provincial and federal), non-governmental organizations (NGOs), Canadian and foreign university faculties of law and other relevant faculties, private sector and scholarship students

Effect of multiple impacts on protective properties of external hip protectors

A variety of external hip protectors are available on the market but no standards for their performance exist and it is unknown if their properties change after repeated fall impacts. The purpose of this study was to determine if protective properties change in different types of new (unused) hip protectors after repeated, simulated falls. Five hip protector brands were chosen to represent different products available on the market and the two mechanisms employed in reducing the force of an impact (shunting or absorbing). Ten pairs of each type (20 pads for each brand) were tested using a 1.8-m Instron Dynatup 9250 HV vertical impact testing tower. The impact testing system was specifically designed for this study by creating a simulated trochanter to provide more accurately a impact area similar to that of a real hip bone. The hip protectors were impacted once a day for 3 consecutive days. Repeated impacts demonstrated the pads’ decreased ability to either absorb or shunt force in all types of hip protectors. However, the mean forces were still in the protective range (force below fracture threshold of 3100 N) for 3 of the 5 brands tested after 3 impacts. The protective properties of external hip protectors do degrade after repeated impacts. The degree of degradation differs from brand to brand. Regardless of type, most pads were still able to bring the force of impact below the fracture threshold of 3100 N. Future studies need to address the issue of durability of different types/brands of hip protectors after repeated laundering and fall impacts to determine when should they be replaced. Additionally, a national or international standard needs to be developed against which the performance of different brands of hip protectors can be compared

An Investigation of Certified Flight Instructor Competencies

The research literature documents distinct differences in teaching skills among instructors in a variety of fields. Some seem to be naturally skilled, whereas others seem to face more challenges in the instructional setting. Although several investigators have addressed a variety of questions concerning flight instructor training, more research is needed to elucidate the instructional competencies associated with successful instruction in this critical field. The proposed poster will present the preliminary results of an observational study designed to identify flight instructor competencies and patterns of instructional behavior. A preliminary set of essential instructor skills was developed based on instructor competencies as defined by the International Board of Standards for Training, Performance and Instruction (Klein, Spector, Grabowski, & de la Teja, 2004). Behaviors specific to flight instruction were then identified. During the Fall semester of 2006, 17 Certified Flight Instructor students were videotaped as they were instructing other students on a flight simulator. The researchers coded the student instructor behaviors using a data collection software product, Noldus Observer. Initial analyses revealed several distinct patterns in flight instructor behaviors. The poster will present the behavioral patterns observed in this study. The ways in which these data may be used to develop further studies to investigate methods of enhancing instructor performance will also be discussed

Trends in blindness due to diabetic retinopathy among adults aged 18-69 years over a decade in Ireland

Aims: To describe trends in the incidence of visual impairment and blindness due to diabetic retinopathy among adults aged 18–69 years in Ireland between 2004 and 2013. Methods: Data on visual impairment due to diabetic retinopathy in adults aged 18–69 years or over who are registered with the National Council for the Blind of Ireland, (2004–2013) were analysed. Annual incidence rates were calculated for the adult population and the population with diagnosed diabetes. Poisson regression was used to test for changes in rates over time. The relative, attributable and population risk of blindness and visual impairment due to diabetic retinopathy were calculated for 2013. Results: Over the decade, the prevalence of diagnosed diabetes increased from 2.1% to 3.6%. Among people with diagnosed diabetes, the incidence of visual impairment due to diabetic retinopathy increased from 6.4 (95% CI 2.4–13.9) per 100,000 in 2004 to 11.7 (95% CI 5.9–21.0) per 100,000 in 2013. The incidence of blindness due to diabetic retinopathy varied from 31.9 per 100,000 (95% CI 21.6–45.7) in 2004 to 14.9 per 100,000 (95% CI 8.2–25.1) in 2013. Conclusions: Our findings indicate the need for increased attention to preventive measures for microvascular complications among adults with diabetes in Ireland. Retinopathy screening has been standardised in Ireland, these findings provide useful baseline statistics to monitor the impact of this population-based screening programme
