Comparing Planning Cultures in Shrinking Cities Across the USA, Germany, and Japan: Perspectives From Urban Planning on the Refiguration of Spaces and Cross-Cultural Comparison
Raumplaner*innen setzen sich mit Perspektiven auseinander, die LebensqualitĂ€t und zukĂŒnftige Entwicklung von StĂ€dten und Regionen betreffen und von gesellschaftlicher Relevanz sind. Basierend auf unterschiedlichen institutionellen und kulturellen Rahmenbedingungen sind Planungssysteme mit vergleichbaren Merkmalen entstanden. Diese Systeme sind an die jeweiligen kulturellen, normativen und rĂ€umlichen Voraussetzungen angepasst. In diesem Artikel prĂ€sentieren wir eine vergleichende Untersuchung, um VerĂ€nderungen in Planungskulturen aufzuzeigen im Kontext schrumpfender StĂ€dte in den USA, in Deutschland, und in Japan. Die Ergebnisse ermöglichen mit Blick auf Schrumpfungsprozesse Interdependenzen zwischen VerĂ€nderungen in Planungskulturen und gesellschaftlichen VerĂ€nderungen aufzuzeigen und Planungskulturen aus dem Blickwinkel der Refiguration von RĂ€umen zu beleuchten. Schlussfolgernd stellen wir die Hypothese auf, dass Planungskulturen entsprechend einer polykontexturalen Logik durch eine Vielzahl von Faktoren bedingt werden, wie zum Beispiel geografische Einheiten (Staaten, Regionen, StĂ€dte) und auch Themen wie Stadtschrumpfung.Spatial planners deal with aspects related to the quality of life and future development of cities and regions, which are highly relevant for society. Due to various institutional and cultural settings, spatial planning systems emerged with comparable features. However, such systems have been adapted to specific cultural, normative, and spatial conditions. In our study, we conducted a comparison to investigate changes in planning cultures in the context of shrinking cities across the USA, Germany and Japan. The findings make it possible to detect interdependencies between changes in planning cultures and societal changes in the wake of shrinkage processes and potentially to place planning cultures in the perspective of a refiguration of spaces. We conclude with the hypothesis that planning cultures are framed by an array of factors in a somewhat polycontexturalized mode, such as geographic entities (nations, regions, cities), and also topics such as shrinking cities

The Potentials of Digital Tools to Contribute to Spatial Transformations â the Example of the Digital Twin of the City of Helsinki
Spatial transformations are a key challenge for communities and regions. The term is rooted in the assumption that in the Anthropocene era, human ways of life and modern economic systems have led to an unsustainable consumption of natural resources and a failure to adhere to planetary limits, which ultimately endangers the natural basis of human life (Engel and Knieling 2018, WBGU 2011).
Nowadays we see, in particular with the example of climate change, how environmental threats of different types and intensities affect cities and regions. It creates a strong demand for action. Cities and regions are thus directly affected by transformations. At the same time, they define the spaces where approaches of action and implementation of instruments of spatial planning have the chance to make cities more sustainable and resilient to risks. Thus, active processes which include the whole society are required (Engel and Knieling 2018).
Such proceses as is likely to present many municipalities with a major challenge with many difficulties, which raises the question of what options there are for providing them support. The mega-trend of digitalization affects almost all areas, including spatial planning (Pallagst et al. 2022). It can be observed that digital tools have been increasingly used in spatial planning in recent years, offering new technical possibilities. The paper will look in particular at the digital twin of the city of Helsinki and its relevant fields of application. The city faces a variety of different risks in terms of climate change (City of Helsinki 2019). Recent research by the authors investigates which potentials the digital twin of Helsinki offers to support the necessary transformative processes and triggers potential changes of strategies and methods in spatial planning.
In order to measure spatial transformations, various theories and multi-level perspective approaches from transformation research are already available (Zolfagharian et al. 2019, Bauknecht et al. 2015, Engel and Knieling 2018). On this basis, the paper discusses to what extent digital tools, can be applied in order to support transformation processes. In addition, the paper intends to contribute to a methodology for comparative case study research

In diesem Kapitel werden raumplanerische Grundlagen in den TeilrĂ€umen der GroĂregion
und der Oberrheinregion prÀsentiert. Neben der Schilderung aktueller Entwicklungen
hinsichtlich der Leitbilder der Raumentwicklung erfolgt eine EinfĂŒhrung in die vorhandenen
rĂ€umlichen Strukturen der o.g. Grenzregionen. Nachhaltige Stadtplanung und Steuerung der FlĂ€chennutzung - Die Green-Belt-Politik in Schottland und Lerneffekte fĂŒr die deutsche kommunale Planung
Die Entwicklung von StĂ€dten und Regionen, insbesondere die kommunale Bauleitplanung, spielen als Handlungsfelder nachhaltiger Entwicklung eine wichtige Rolle, die auch von der Politik wahrgenommen und durch verschiedene MaĂnahmen unterstĂŒtzt wird. Da in Deutschland dringender Handlungsbedarf besteht, die FlĂ€cheninanspruchnahme zu senken, befasst sich dieser Beitrag mit der Frage, welche Instrumente einer nachhaltigen Steuerung der FlĂ€chennutzung zum Einsatz kommen. Als konkretes Beispiel werden Schottlands Richtlinien zur Raumordnung vorgestellt, die den Nachhaltigkeitsgedanken konsequent verfolgen, indem sie feste Vorgaben zu den GrĂŒn- und FreiflĂ€chen ausweisen. Die Hypothese, die diesem Beitrag zugrunde liegt, ist, dass Teile des in Schottland zum Einsatz kommenden Konzeptes und die diesbezĂŒglichen gesammelten Erfahrungen im Sinne des Policy Transfers Anregungen liefern können, die Steuerung der FlĂ€chennutzung in Deutschland nachhaltiger zu gestalten.Urban planning plays a decisive role as a field of action for sustainable development in the range of politics. Conceptualising Smart Cities in the Japanese Planning Culture
Smart cities have been a field of action in spatial development for quite some time. Building on the societal
trend toward digitalization, the nexus of digitalization and spatial development has been planned and
researched since the turn of the millennium (Hollands 2008). In the highly competitive segment of smart
cities, platform solutions from large IT and consulting companies are often applied (Hollands 2015). In
addition, an international discourse emerged in research that critically reflects on the smart city concept itself
(Grossi and Pianezzi 2017). Today, all over the world many cities are applying smart solutions, and position
themselves as smart cities, but how are smart cities conceptualized in different planning cultures?
The Japanese planning culture is charcterized by strong centralization with the central government being the
main actor in development (Pallagst et al. 2018; Martinez-Fernandez et al. 2016). In addition, the Japanese
society is highly challenged by demographic change and ageing. Consequently, the aspect of ageing plays a
role in all Japanese policies, also in the context of smart cities (interview with staff at the German Instiute for
Japanese Studies, Tokyo, July 2023). Yet how are smart cities conceptualized in the Japanese planning
culture, what are the main drivers and goals, who are the main actors, and which policies are at hand? And â
given the societal context of demographic change and ageing in Japan â how is the aspect of ageing taken
into consideration in the concept of smart cites in Japan?
This paper will shed light on conceptualizing smart cities in the Japanese planning culture. Starting with a
brief introduction to the concept of planning cultures with a special emphasis on Japan, it will present two
cases of smart cities in Japan, trying to answer the questons outlined above.
The research presented here is part of the project âAgeing Smartâ carried out by a consortium at RPTU
Kaiserslautern-Landau funded by the Carl-Zeiss-Foundation. This particular part of the project aims at
scrutinizing the application of smart cities in different planning cultures, among others Japan â discussing
their potentials and detecting possible best practice examples
