Assessment of project portfolio management on public research institutions: a case applied to agricultural research in Brazil.
Portfolio management can be a major tool for selecting projects where scarce public resources will be invested with the best returns for society. This study aimed to propose a model for diagnostic of project portfolio management (PPM) on public research institutions and to apply it over a case study. The methodology used was literature review and a single case study applied to Embrapa Beef Cattle, a Research Center of the Brazilian Agricultural Research Corporation (EMBRAPA). Conclusion is that the model can be used for the diagnostic of PPM on public research institutions. The importance given to strategic orientation by the studied research center became evident throughout the work. This need to integrate project portfolio with institutional strategy influences the three dimensions of the model. From the results obtained it becomes evident that putting into practice an effective strategic planning for public research institutions is paramount for project portfolio success. The tool can be enhanced through incorporation of new criteria and dimensions, serving as a starting point for further work focused on public management
Preparation and control of a cavity-field state through atom-driven field interaction: towards long-lived mesoscopic states
The preparation of mesoscopic states of the radiation and matter fields
through atom-field interactions has been achieved in recent years and employed
for a range of striking applications in quantum optics. Here we present a
technique for the preparation and control of a cavity mode which, besides
interacting with a two-level atom, is simultaneously submitted to linear and
parametric amplification processes. The role of the amplification-controlling
fields in the achievement of real mesoscopic states, is to produce
highly-squeezed field states and, consequently, to increase both: i) the
distance in phase space between the components of the prepared superpositions
and ii) the mean photon number of such superpositions. When submitting the
squeezed superposition states to the action of similarly squeezed reservoirs,
we demonstrate that under specific conditions the decoherence time of the
states becomes independent of both the distance in phase space between their
components and their mean photon number. An explanation is presented to support
this remarkable result, together with a discussion on the experimental
implementation of our proposal. We also show how to produce number states with
fidelities higher than those derived as circular states
Tannin-based product in feedlot diet as a strategy to reduce enteric methane emissions of Nellore cattle finished under tropical conditions.
Abstract: A total of 120 Nellore bulls, [initial body weight (BW) = 307 ± 11.6 kg and 12 mo of age] were allocated into 12 collective pens (10 bulls per pen) in a commercial feedlot to evaluate the effects of a specific blend of tannin and saponins on enteric methane (CH4) emissions. The study was a completely randomized design, in which pens were considered the experimental units (N = 6 pens per treatment) and were randomly allocated into one of two treatments: 1) Control (CON), a basal diet with monensin supplementation (25 mg/kg dry matter [DM]; Rumensin, Elanco Animal Health, Greenfield, IN, USA), or 2) Control + a specific blend of tannin and saponins (TAN; 7 g/kg DM; composed of quebracho and chestnut tannin extracts along with carriers from cereals rich in saponins; SilvaFeed BX, Silvateam, San Michele Mondovi, CN, Italy). After the adaptation period (20 d), the experiment was divided into two phases: growing phase (21 to 53 d; total of 33 d) and fattening phase (54 to 139 d; total of 86 d). Enteric methane emissions were estimated using the sulfur hexafluoride (SF6) tracer gas technique. Interactions between treatment and period (growing vs. fattening) were detected for daily CH4 emissions, in which animals fed TAN reduced CH4 emissions by 17.3% during the fattening period compared to bulls fed CON (P = 0.05). In addition, bulls fed TAN had lower CH4 emissions expressed by dry matter intake (DMI) during the fattening period compared to bulls fed CON (P = 0.06). The findings presented herein indicate that a specific blend of tannin and saponins can be used as a strategy to reduce enteric CH4 emissions and its intensity of Nellore bulls finished in feedlot systems under tropical conditions
Low frequency of TERT promoter mutations in gastrointestinal stromal tumors (GISTs).
Somatic mutations in the promoter region of telomerase reverse transcriptase (TERT) gene, mainly at positions c. â 124 and
c. â 146 bp, are frequent in several human cancers; yet its presence in gastrointestinal stromal tumor (GIST) has not been
reported to date. Herein, we searched for the presence and clinicopathological association of TERT promoter mutations in
genomic DNA from 130 bona fide GISTs. We found TERT promoter mutations in 3.8% (5/130) of GISTs. The c. â 124C4T
mutation was the most common event, present in 2.3% (3/130), and the c. â 146C4T mutation in 1.5% (2/130) of GISTs.
No significant association was observed between TERT promoter mutation and patientâs clinicopathological features. The present
study establishes the low frequency (4%) of TERT promoter mutations in GISTs. Further studies are required to confirm our
findings and to elucidate the hypothetical biological and clinical impact of TERT promoter mutation in GIST pathogenesis.This project was partially supported by Barretos Cancer Hospital internal

Partial Independence in Nonseparable Models
We analyze identification of nonseparable models under three kinds of exogeneity assumptions weaker than full statistical independence. The first is based on quantile independence. Selection on unobservables drives deviations from full independence. We show that such deviations based on quantile independence require non-monotonic and oscillatory propensity scores. Our second and third approaches are based on a distance-from-independence metric, using either a conditional cdf or a propensity score. Under all three approaches we obtain simple analytical characterizations of identified sets for various parameters of interest. We do this in three models: the exogenous regressor model of Matzkin (2003), the instrumental variable model of Chernozhukov and Hansen (2005), and the binary choice model with nonparametric latent utility of Matzkin (1992)
Observation of an Excited Bc+ State
Using pp collision data corresponding to an integrated luminosity of 8.5 fb-1 recorded by the LHCb experiment at center-of-mass energies of s=7, 8, and 13 TeV, the observation of an excited Bc+ state in the Bc+Ï+Ï- invariant-mass spectrum is reported. The observed peak has a mass of 6841.2±0.6(stat)±0.1(syst)±0.8(Bc+) MeV/c2, where the last uncertainty is due to the limited knowledge of the Bc+ mass. It is consistent with expectations of the Bcâ(2S31)+ state reconstructed without the low-energy photon from the Bcâ(1S31)+âBc+Îł decay following Bcâ(2S31)+âBcâ(1S31)+Ï+Ï-. A second state is seen with a global (local) statistical significance of 2.2Ï (3.2Ï) and a mass of 6872.1±1.3(stat)±0.1(syst)±0.8(Bc+) MeV/c2, and is consistent with the Bc(2S10)+ state. The Fifth Data Release of the Sloan Digital Sky Survey
This paper describes the Fifth Data Release (DR5) of the Sloan Digital Sky
Survey (SDSS). DR5 includes all survey quality data taken through June 2005 and
represents the completion of the SDSS-I project (whose successor, SDSS-II will
continue through mid-2008). It includes five-band photometric data for 217
million objects selected over 8000 square degrees, and 1,048,960 spectra of
galaxies, quasars, and stars selected from 5713 square degrees of that imaging
data. These numbers represent a roughly 20% increment over those of the Fourth
Data Release; all the data from previous data releases are included in the
present release. In addition to "standard" SDSS observations, DR5 includes
repeat scans of the southern equatorial stripe, imaging scans across M31 and
the core of the Perseus cluster of galaxies, and the first spectroscopic data
from SEGUE, a survey to explore the kinematics and chemical evolution of the
Galaxy. The catalog database incorporates several new features, including
photometric redshifts of galaxies, tables of matched objects in overlap regions
of the imaging survey, and tools that allow precise computations of survey

Quantum numbers of the state and orbital angular momentum in its decay
Angular correlations in decays, with , and , are used to measure
orbital angular momentum contributions and to determine the value of
the meson. The data correspond to an integrated luminosity of 3.0
fb of proton-proton collisions collected with the LHCb detector. This
determination, for the first time performed without assuming a value for the
orbital angular momentum, confirms the quantum numbers to be .
The is found to decay predominantly through S wave and an upper limit
