Performance improvements of an F-15 airplane with an integrated engine-flight control system
An integrated flight and propulsion control system has been developed and flight demonstrated on the NASA Ames-Dryden F-15 research aircraft. The highly integrated digital control (HIDEC) system provides additional engine thrust by increasing engine pressure ratio (EPR) at intermediate and afterburning power. The amount of EPR uptrim is modulated based on airplane maneuver requirements, flight conditions, and engine information. Engine thrust was increased as much as 10.5 percent at subsonic flight conditions by uptrimming EPR. The additional thrust significantly improved aircraft performance. Rate of climb was increased 14 percent at 40,000 ft and the time to climb from 10,000 to 40,000 ft was reduced 13 percent. A 14 and 24 percent increase in acceleration was obtained at intermediate and maximum power, respectively. The HIDEC logic performed fault free. No engine anomalies were encountered for EPR increases up to 12 percent and for angles of attack and sideslip of 32 and 11 degrees, respectively
Flight evaluation of an extended engine life mode on an F-15 airplane
An integrated flight and propulsion control system designed to reduce the rate of engine deterioration was developed and evaluated in flight on the NASA Dryden F-15 research aircraft. The extended engine life mode increases engine pressure ratio while reducing engine airflow to lower the turbine temperature at constant thrust. The engine pressure ratio uptrim is modulated in real time based on airplane maneuver requirements, flight conditions, and engine information. The extended engine life mode logic performed well, significantly reducing turbine operating temperature. Reductions in fan turbine inlet temperature of up to 80 F were obtained at intermediate power and up to 170 F at maximum augmented power with no appreciable loss in thrust. A secondary benefit was the considerable reduction in thrust-specific fuel consumption. The success of the extended engine life mode is one example of the advantages gained from integrating aircraft flight and propulsion control systems
Optical and X-ray Variability in The Least Luminous AGN, NGC4395
We report the detection of optical and X-ray variability in the least
luminous known Seyfert galaxy, NGC4395. The featureless continuum changed by a
factor of 2 in 6 months, which is typical of more luminous AGN. The largest
variation was seen at shorter wavelengths, so that the spectrum becomes
`harder' during higher activity states. In a one week optical broad band
monitoring program, a 20% change was seen between successive nights. In a 1
month period the spectral shape changed from a power law with spectral index
alpha ~0 (characteristic of quasars) to a spectral index alpha ~2 (as observed
in other dwarf AGN). ROSAT HRI and PSPC archive data show a variable X-ray
source coincident with the galactic nucleus. A change in X-ray flux by a factor
\~2 in 15 days has been observed. When compared with more luminous AGN, NGC4395
appears to be very X-ray quiet. The hardness ratio obtained from the PSPC data
suggests that the spectrum could be absorbed. We also report the discovery of
weak CaIIK absorption, suggesting the presence of a young stellar cluster
providing of the order of 10% of the blue light. Using HST UV archive data,
together with the optical and X-ray observations, we examine the spectral
energy distribution for NGC4395 and discuss the physical conditions implied by
the nuclear activity under the standard AGN model. The observations can be
explained by either an accreting massive black hole emitting at about 10^(-3)
L_(Edd) or by a single old compact SNR with an age of 50 to 500 yr generated by

Agricultural research and poverty reduction:
International agricultural research has contributed enormously to increasing world food supplies to their current state of plenty. Yet poverty remains a major problem and the challenge for agricultural research now lies in developing strategies that more explicitly address the needs of the poor. This paper, based on the study commissioned by the Technical Advisory Committee (TAC) of the CGIAR system, addresses this issue. Based on an analysis of the links between agricultural research and poverty alleviation in different types of countries and rural regions, Peter Hazell and Lawrence Haddad identify six key priorities for a pro-poor agricultural research agenda and discuss strategies for achieving each of these goals with the least trade-off in national agricultural growth. Effective forecasting for supply-chain planning: an empirical evaluation and strategies for improvement
Demand forecasting is a crucial aspect of the planning process in supply-chain companies. The most common approach to forecasting demand in these companies involves the use of a simple univariate statistical method to produce a forecast and the subsequent judgmental adjustment of this by the company's demand planners to take into account market intelligence relating to any exceptional circumstances expected over the planning horizon. Based on four company case studies, which included collecting more than 12,000 forecasts and outcomes, this paper examines: i) the extent to which the judgmental adjustments led to improvements in accuracy, ii) the extent to which the adjustments were biased and inefficient, iii) the circumstances where adjustments were detrimental or beneficial, and iv) methods that could lead to greater levels of accuracy. It was found that the judgmentally adjusted forecasts were both biased and inefficient. In particular, market intelligence that was expected to have a positive impact on demand was used far less effectively than intelligence suggesting a negative impact. The paper goes on to propose a set of improvements that could be applied to the forecasting processes in the companies and to the forecasting software that is used in these processes
Restrictiveness and guidance in support systems
Restrictiveness and guidance have been proposed as methods for improving the performance of users of support systems. In many companies computerized support systems are used in demand forecasting enabling interventions based on management judgment to be applied to statistical forecasts. However, the resulting forecasts are often ‘sub-optimal’ because many judgmental adjustments are made when they are not required. An experiment was used to investigate whether restrictiveness or guidance in a support system leads to more effective use of judgment. Users received statistical forecasts of the demand for products that were subject to promotions. In the restrictiveness mode small judgmental adjustments to these forecasts were prohibited (research indicates that these waste effort and may damage accuracy). In the guidance mode users were advised to make adjustments in promotion periods, but not to adjust in non-promotion periods. A control group of users were not subject to restrictions and received no guidance. The results showed that neither restrictiveness nor guidance led to improvements in accuracy. While restrictiveness reduced unnecessary adjustments, it deterred desirable adjustments and also encouraged over-large adjustments so that accuracy was damaged. Guidance encouraged more desirable system use, but was often ignored. Surprisingly, users indicated it was less acceptable than restrictiveness
Electronic polarons in an extended Falicov-Kimball model
We examine the one-dimensional spinless Falicov-Kimball model extended by a
hybridization potential between the localized and itinerant electron states.
Below half-filling we find a crossover from a mixed-valence metal to an
integer-valence phase separated state with increasing on-site Coulomb
repulsion. This crossover regime is characterized by local competition between
the strong- and weak-coupling behaviour, manifested by the formation of an
electronic polaron liquid. We identify this intermediate-coupling regime as a
charge-analogy of the Griffiths phase; a phase diagram is presented and

Historical Criminology and the Explanatory Power of the Past
To what extent can the past ‘explain’ the present? This deceptively simple question lies at the heart of historical criminology (research which incorporates historical primary sources while addressing present-day debates and practices in the criminal justice field). This article seeks first to categorise the ways in which criminologists have used historical data thus far, arguing that it is most commonly deployed to ‘problematize’ the contemporary rather than to ‘explain’ it. The article then interrogates the reticence of criminologists to attribute explicative power in relation to the present to historical data. Finally, it proposes the adoption of long time-frame historical research methods, outlining three advantages which would accrue from this: the identification and analysis of historical continuities; a more nuanced, shared understanding of micro/macro change over time in relation to criminal justice; and a method for identifying and analysing instances of historical recurrence, particularly in perceptions and discourses around crime and justice
