    Gestión del sistema de control de tráfico marítimo en Colombia

    El libro está compuesto por diez capítulos: En el primer capítulo se hace una descripción del control de tráfico marítimo en el entorno mundial y en Colombia. En el capítulo dos se estudia el movimiento de carga en el país junto a la caracterización de cada Capitanía de Puerto en general. El estudio de la infraestructura y equipos se realiza en el capítulo tres. Los temas de formación de personal y marco legal de la actividad de tráfico se estudian en los capítulos cuatro y cinco, respectivamente. La reflexión sobre la administración de los centros VTS de Alemania, se aborda en el capítulo siguiente. En el capítulo séptimo se hace un estudio comparativo entre el sistema de control aéreo y marítimo, también se hace un análisis DOFA sobre la DIMAR, como el ente que regula el control de tráfico marítimo en el país. En los capítulos restantes se estudian los costos de los centros VTS, se presenta una visión referida a un nuevo modelo de implementación de un sistema de control de tráfico marítimo en Colombia; a su vez, se analizan las tendencias en materia de desarrollo de VTS que, según la IALA (International Association of Lighthouse Authorities), serán las predominantes para los tiempos venideros. Por último, se hacen unas reflexiones y recomendaciones para que el sector marítimo del país pueda ser más dinámico a futuro y se redactan las conclusiones alusivas al trabajo.The book is composed of ten chapters: In the first chapter there is a description of maritime traffic control in the global environment and in Colombia.     En Colombia, según informes del DANE, para el año 2009 el sector de embalajes representó el 1,0 % del PIB colombiano; hoy en día, debido a los cambios en el modelo de consumo del país, esa cifra puede rondar el 1,5 % del PIB. Queda un gran camino por recorrer como país para impulsar el sector académico y empresarial, para la creación y mejor implementación de los centros de investigación y formación referidos al desarrollo de los empaques y embalajes. Centros que ayuden a los empresarios colombianos a comercializar sus productos con embalajes certificados por sistemas y estándares internacionales de calidad. En tal sentido, este escrito es una nueva herramienta de ayuda y consulta para la concientización de estas necesidades en el sector. El texto beneficiará a todos los integrantes de la cadena de embalajes puesto que servirá de material de referencia para la toma de decisiones en aspectos técnicos y de marketing. También al gremio académico, pues servirá de material de consulta para orientar los procesos de formación en el área.In Colombia, according to DANE reports, for 2009 the packaging sector represented 1.0% of Colombian GDP; Nowadays, due to changes in the country's consumption model, this figure may be around 1.5% of GDP. There is a long way to go as a country to promote the academic and business sector, for the creation and better implementation of research and training centers related to the development of packaging and packaging. Centers that help Colombian businessmen to market their products with packaging certified by international quality systems and standards.     Propuesta de integración de los principales puertos del Caribe Colombiano

    The main ports of the Colombian Caribbean are located in the cities of Santa Marta, Barranquilla and Cartagena; they operate under the state concession scheme and each one carries out commercial, administrative and operative efforts independently. The strategic management policies related to the port expansion and logistics optimization plan of Colombia, compiled in the CONPES documents, point to the integration of the port regions in search of competitiveness and productivity. The present article of reflection, collects a series of ideas proposed by the author, based on consultations made in situ, in Colombian ports as well as bibliographic and internet sources, in turn, of their experience in the logistics and port sector. The purpose of the proposal is to unite the three ports in a single business unit by establishing a cargo and passenger communication corridor, strengthening the expansion of the road network and creating a rail interconnection system between the three cities. The above in pursuit of social, commercial and infrastructure development of the Caribbean region and in general of the central region of the country.El presente documento presenta un análisis de la normatividad vigente aplicada a los operarios en las redes de distribución de energía, haciendo referencia a los procedimientos y protocolos de seguridad previamente definidos en el momento de realizar un trabajo operativo.     Desarrollo turístico desde el concepto de ciudad-puerto, caso Barranquilla, Colombia

    The article shows the studies’ results of the tourism potential of the city of Barranquilla (Colombia), from the port context. Methodologically, 392 surveys were conducted in order to assess the identity of the population with the Magdalena River and its ability to build the collective concept of a port city. Prospective scenarios were designed through focus group technique. In the 10-year scenario, the creation of a port authority is seen, as the main advance. In the 20-year scenario, the long-term planning and consolidation of the port city concept through infrastructure, logistics and tourism development stand out; an E-port, port and city integrated in its logistics and operations by ICTs is seen for a 30-year scenario. Among the conclusions it is highlighted that the Barranquilla citizen presents an identification barrier with the river and with the appropriation of the relational concept of port city as the main engine of socioeconomic development. The difficulty is identified to construct joint ideas between the tourist-port development in the context port city.Este artículo muestra los resultados del estudio sobre el potencial turístico de Barranquilla (Colombia), desde el contexto portuario. Metodológicamente se realizaron 392 encuestas con el fin de evaluar la identidad de la población con el río Magdalena y su capacidad para construir el concepto colectivo de ciudad-puerto. Se diseñaron escenarios prospectivos por medio de la técnica de grupos focales. En el escenario a 10 años, se visualiza la creación de una autoridad portuaria como principal avance. En el escenario a 20 años, se destaca la planeación a largo plazo y el afianzamiento del concepto de ciudad-puerto a través del desarrollo de la infraestructura, la logística y el turismo. Para un escenario a 30 años se proyecta un e-port, puerto y ciudad, integrado en su logística y operaciones por las TIC. Entre las conclusiones se destaca que el ciudadano barranquillero presenta una barrera de identificación con el río y con la apropiación del concepto relacional de ciudad-puerto como el principal motor de desarrollo socioeconómico; se identifica la dificultad para construir ideas conjuntas entre el desarrollo turístico-portuario en el contexto ciudad-puerto

    Vision of port logistics and maritime traffic in the Caribbean

    The objective of this work is to identify the characteristics of the logistics of shipping companies, ports and maritime routes that connect the continental countries and island regions of the Caribbean Basin. In general terms, know about maritime transport in the Caribbean, its environment and the implications for the development of the region, since it is the main means for the transport of cargo and passengers in the area. Emphasis will be placed on cargo transport, mainly that originated by the container market because it is carried out by regular shipping lines and whose traceability is easier to perform; in turn, the movement of containers indirectly serves as an indicator to infer the commercial development of each of the countries or island areas studied” The work includes the following chapters. The first, studies the geographical and port environment of the Caribbean, a second chapter makes a description of the study area; the third chapter, reference to the study of port areas and aspects of training in logistics and crew; The last chapter deals with maritime transport aspects of the region, such as: shipping companies docking at ports, shipping alliances, routes in the Caribbean, flag aspects, depth of ports, sailing speeds, strengthening the ports of the Colombian Caribbean and finally, environmental aspects in the Basin. Finally, the research made several contributions to the development of the maritime and port sector in the Caribbean.
