    Fire resistance evaluation of reinforced concrete floors with fire-retardant coating by calculation and experimental method

    With the help of a previously developed technique based on the solution of inverse and direct problems of heat conductivity, the fire resistance of a hollow-core reinforced concrete floor with “Neosprei” fire- retardant plaster coating was estimated. The thermal and physical characteristics, as well as characteristics of the fire-proof ability of “Neosprei” fire-retardant plaster coating, have been determined. The conclusion has been made on the effectiveness of this coating and on the boundaries of the fire-retardant coatings use to ensure the normed values of the fire resistance degree of hollow-core reinforced concrete floors, including in the mining industry

    Issues of copyright for objects created by artificial intelligence

    The paper substantiates the problem of recognising artificial intelligence as the author of intellectual property objects. The conditions of copyrightability and the possibility of compliance of copyright objects created by AI with such requirements are given. The article contains answers provided by artificial intelligence at our request. The article issues of types of objects that AI can create are being studied. Authors paid attention to problems of compilation and plagiarism in things made by AI. The research proves that objects created by AI can meet all copyrightable requirements. The authors emphasised that the only exception is the normative condition that only a human can be the author. It was concluded that the impossibility of recognising AI as the work's author is an artificial limitation. The authors emphasised that such a paradigm will change in the future. The authors suggest that the current state of AI is very close to the stage of deterministic understanding of human free will. AI is a surrogate representation of human intelligence with similar properties for analysis, self-improvement, and decision-making

    Purpose of Article. The purpose of the article is to reveal the socio-cultural dimension of the theory of social contract, to comprehend the basic determinants of service-oriented public policy through the implementation of a comparative analysis of theories of "contractionism" ("contractualism") and "clientelism" ("clientism"), especially in the clarification of functional relationships between subjects and objects of interaction in the context of their historiography and modern use. Methodology. The methodological basis of the study is a comparative and systematic analysis, as well as historical logical and retrospective methods that ensured the study of the theories of "contractionism" ("contractualism") and "clientelism" ("clientism") in the historical context of development and interpretation of modern development of the Ukrainian state, allowed to reveal the essence and highlight the ideology and socio-cultural foundations of service-oriented public policy. Scientific novelty. The scientific novelty consists in expanding theoretical ideas concerning the ideology of constructing a service state and the role of customer-oriented relations in international and national practice of public governance. The service orientation is substantiated as the basic principle of the transformation of the system of rendering of governance services. Conclusions. The relevance of the concept of a public contract (social contract) is substantiated by the necessity for practical implementation of the ideology of the service state. The basic principles of contractualism and constructive dialogue as the value orientations of modern integration processes in Ukraine are determined. The importance of contractualism as a mechanism of constructive dialogue in the conditions of functioning of a social contract is substantiated. The achievement of social consensus through the conclusion of a social contract is considered as the basis for the development of civil society, and, at the same time, a guarantee of the legitimacy of power. At the same time, the destructiveness of clientism (clientelism) in the relationship between government and civil society is substantiated.Цель статьи – раскрыть социокультурное измерение теории общественного договора, осмыслить базовые детерминанты сервисно-ориентированной государственной политики через осуществление сравнительного анализа теорий "контракционизма" ("контрактуализма") и "клиентизма" ("клиентелизма"), особенно при выяснении функ- циональных связей между субъектами и объектами взаимодействия в контексте их историографии и современного использования. Методологической основой исследования является компаративный и системный анализ, а также историко-логический и ретроспективный методы, которые обеспечили изучения теорий "контракционизма" ("контрактуализма") и "клиентизма" ("клиентелизма") в историческом контексте развития и в интерпретации современного развития украинского государства, позволили раскрыть сущность и осветить идеологию и социокультурные основы сервисно-ориентированной государственной политики. Научная новизна заключается в расширении теоретических представлений о идеологии построения сервисного государства и роли клиенто-ориентированных отношений в мировой и отечественной практике публичного управления. Обоснованно сервисную направленность как базовый принцип трансформации системы предоставления управленческих услуг. Выводы. Актуальность применения кон- цепции общественного договора (социального контракта) обоснованно через необходимость практической реали- зации идеологии сервисного государства. Определены основные принципы контракционизма и конструктивного диалога как ценностных ориентиров современных интеграционных процессов в Украине. Обоснована важность кон- тракционизма как механизма конструктивного диалога в условиях функционирования общественного договора. Достижение социального консенсуса путем заключения общественного договора рассматривается как основа раз- вития гражданского общества и залог легитимности власти. Вместе с тем, обосновано деструктивность клиентизма (клиентелизма) во взаимоотношениях власти и гражданского общества.Мета статті – розкрити соціокультурний вимір теорії суспільного договору, осмислити базові детермінантів сервісно-орієнтованої державної політики через здійснення порівняльного аналізу теорій "контракціонізму" ("контракту- алізму") та "клієнтизму" ("клієнтелізму"), особливо при з’ясуванні функціональних зв’язків між суб’єктами та об’єктами взаємодії в контексті їх історіографії та сучасного використання. Методологічною основою дослідження є компаративний та системний аналіз, а також історико-логічний та ретроспективний методи, що забезпечили вивчення теорій "ко- нтракціонізму" ("контрактуалізму") та "клієнтизму" ("клієнтелізму") в історичному контексті розвитку та в інтерпретації сучасного розвитку української держави, дозволили розкрити сутність і висвітлити ідеологію та соціокультурні засади сервісно-орієнтованої державної політики. Наукова новизна полягає в розширенні теоретичних уявлень щодо ідеології побудови сервісної держави та ролі клієнто-орієнтованих відносин у світовій та вітчизняній практиці публічного вря- дування. Обґрунтовано сервісну спрямованість як базовий принцип трансформації системи надання управлінських послуг. Висновки. Актуальність застосування концепції суспільного договору (соціального контракту) обґрунтовано через необхідність практичної реалізації ідеології сервісної держави. Визначено основні засади контракціонізму та конструктивного діалогу як ціннісних орієнтирів сучасних інтеграційних процесів в Україні. Обґрунтовано важливість контракціонізму як механізму конструктивного діалогу в умовах функціонування суспільного договору. Досягнення соці- ального консенсусу через укладання суспільного договору розглядається як основа розвитку громадянського суспільства та запорука легітимності влади. Разом з тим, обґрунтовано деструктивність клієнтизму (клієнтелізму) у взаємовідноси- нах влади та громадянського суспільства

    Justification of Ice Melting Power on 10 kV Overhead Power Lines

    The fuzzy multicriteria model of the ice melting system on radial 10 kV overhead power lines was developed. Three criteria were taken into account: the minimum of reduced annual costs for ice melting system, the minimum of amount of electric energy not provided to consumers during melting, and the minimum of the amount of electricity consumed for the ice melting. The model also takes into account the fuzzy limitation of the permissible ice melting power associated with the uncertainty of weather conditions. Based on the model we justified the value of ice melting power, which should be provided by serial ice melting devices of industrial production, intended for use on radial 10 kV overhead power lines, taking into account the uncertainty of initial data

    Method of Detecting Radio Signals using Means of Covert by Obtaining Information on the basis of Random Signals Model

    The article presents a developed method for determining random radio signals. Random signals can be signals from hidden means of obtaining information.The signal is considered as a random process. The description of such signals is based on probability theory and the theory of random functions. In the practice of analysis of random radio signals, static methods based on the theory of stationary random functions have become widespread. The existing models of a stationary random process are not adequate for a large number of random processes, especially for processes that are dynamic in nature and are observed during a finite time interval.The developed method allows to detect signals from hidden means of obtaining information with greater efficiency. The novelty of the method is to determine the deviation of the main parameters of the signals from the function of the sample. The method is based on determining the function of a sample of signals of a given radio range. The function of the sample is obtained as the implementation of the smoothing function of a random process, by the method of least squares using the principle of sliding smoothing.It is proposed to determine the signals of the means of covert receipt of information by the instantaneous deviation of the parameters of random signals. To determine the signals of the means of covert obtaining information, it is proposed to determine the deviation of the amplitude of the random signals from the amplitude of the signals of the sample function, then, if necessary, to determine the deviation of the signal phases. So, the effectiveness of the method is achieved by determining two parameters of the deviation of the amplitude and phase. This makes it possible to detect random signals with a higher probability.Determining the function of the sample of the required radio band significantly increases the probability of determining random signals, by reducing the scanning time of a given radio band, by excluding known signals from the additional software analysis of a given radio band

    Blood Plasma Serotonin and von Willebrand Factor as Biomarkers of Unstable Angina Progression Toward Myocardial Infarction

    Aim: To investigate the serotonin and von Willebrand factor (vWF) concentrations among unstable angina (UA) patients without and with progression toward myocardial infarction (outcome) and to assess the utility of both as prognostic markers of UA complications. Materials and methods: In observational cohort study, we recruited 103 patients with ischemic heart disease (the median age 65.0 (59.0-69.0) years, 45 females (43.7%)). After full set of investigations including high sensitive Troponin I test and 28-day follow-up period, we defined three groups: Group 1 - stable angina patients (n=22) as control, Group 2 - UA patients without outcome (n=71), Group 3 - UA patients with outcome (n=10). We analyzed the blood plasma serotonin content by the ion-exchange chromatography with measurement of serotonin on fluorescence spectrophotometer. VWF concentration was determined by ELISA. We compared the concentrations of observed parameters among the groups with the Kruskal-Wallis test (with post-hoc Mann-Whitney test with Bonferroni-Holm correction). We assessed binary logistic models, receiver operating characteristic curves, calculated sensitivity (Se), specificity (Sp), and positive likelihood ratio (LR+) for each indicator. Results: We registered elevation in serotonin concentration and decline in vWF concentration in Group 3 in comparison with Group 2 (22.670 (20.687-24.927) μg/ml vs 11.980 (8.120-15.000) μg/ml, p< 0.001, and 0.117 (0.109-0.120) rel.units/ml vs 0.134 (0.127-0.143) rel.units/ml, p < 0.001) and Group 1 (12.340 (10.052-13.619) μg/ml, p < 0.001, and 0.137 (0.127-0.156) rel.units/ml, p < 0.001), respectively. No significant differences in serotonin and vWF concentrations between Group 1 and Group 2 were detected (p=0.81 and p=0.36, respectively). The probability of outcome increased significantly (by 60.7% and 59.7%, LR+ 19.0 [6.0, 60.0] and 18.0 [3.9, 80.0]) if serotonin concentration was above 21.575 μg/ml (Se=80.0%, Sp=95.8%, AUC=0.975) and vWF concentration was below 0.114 rel.units/ml (Se=50.0%, Sp=97.2%, AUC=0.973), respectively. Conclusions: Serotonin and vWF as biomarkers are demonstrated promising results for rule-in the patients with risk of short-term UA progression toward myocardial infarction

The works above authors as a reliable on the basis in the development of the new trend of interdisciplinary scientific knowledge – universitology.

    Determination Methods of Food Fibers Characteristics in Milk Mixtures with the Modified Fat Composition

    The article presents main determination methods of technological parameters of food fibers in milk mixtures of the modified fat composition.The methods of studying the ability of food fibers to water and fat-absorption are offered. The values that characterize swelling parameters of vegetable ingredients in experimental mixtures are obtained.The effectiveness of the method of IR-spectroscopy for indentifying and comparing water-binding forms in mixtures of food fibers with water and butterdish is proved.The indices of thermal stability and degree of liquid fat outflow for mixtures with the modified fat composition with the maximal replacement of cream butter by 25 % of oil are obtained. The research results indicate objective possibilities for the effective use of food fibers Vicetal for stabilizing the structure and preventing consistence defects of products with the modified fat composition
