    Identification and adaptation of the Russian system of ownership relations into the modern world’s legal and economic spaces

    Purpose: A provision has been made regarding the Russian system of ownership and its insufficient harmonization with similar systems adopted in developed countries, which also have significant drawbacks. The complex task has been set from its rationalization as such and counters rational harmonization with the systems of the leading countries in the world. Design/Methodology/Approach: The conceptual structure of the system of ownership relations has been introduced for this purpose. It is like the conceptual basis of complex systems engineering, economic, and legal interpretations of the processor (the mechanism), the implementation of static and dynamic relations of persons and objects in the civil economic space. Findings: This concept is based on the introduction of a special class of structurally and procedurally typed systems that are given the character of the vocabulary of the metalinguistic converged description of the verbal processor for manipulating persons in relation to objects and the verbal dependence of these objects on these persons. Practical Implications: A conceptual approach to its rationalization and harmonization has been formed based on the idea of a unified global structure of representing the system of ownership relations.     Conceptual idea to optimize institutional typological series of organization and legal forms of legal entities

    The concept of a legal entity’s organization and form is introduced in a meaningful aspect. The existing typology of Russian enterprises/firms as legal entities in its organization and forms’ context with an emphasis on commercial organizations is given. There are defined priority discriminatory aspects of the Russian enterprises’ organization and legal form, that means for commercial organization. An assessment is made regarding the applied intuitive-empirical method of these subjects of juridical relations’ organization and legal forms existing typology forming and, accordingly, its non-optimization by the set and institutional characteristics. The conceptual idea to transit in the direction to optimized institutional series of the enterprises’ organization and legal forms is formulated. A general methodological scheme for forming of the optimized institutional series of them is proposed

    Methodology based on coordinate mode principle for interfacing of management systems in case of complex organizational and economic separations

    The problem of interface of managing systems in relation to organizational and economic objects-economic entities of legal relations functioning in modern conditions is considered. It is shown that in this conjugation there can be situations with one-level and poly-level organizational separations from sets of different subject dimensions. However, in all cases of coupling, management innovations must be introduced to support the harmonization of interfaced managing systems in a number of aspects. Conceptual versions of interface of managing systems are considered. It is proved that in any case, a certain integration managing super-system is subject to introduction. The methodological expediency of applying the principle of co-ordination to ensure appropriate polysubject self-government with access to the specific typology of optimization problems of integrated managerial decisions is substantiated. The issue of accounting for different levels of intelligence of interfaced managing systems is discussed

    Role and Place of Institutional Capacity in Socio-Economic Development

    Purpose: The purpose of the study is to substantiate the place and role of institutional capacity in socio-economic development (SED), taking into account the regional context.   Theoretical framework: To conduct the study, it was highlighted that the SED of society and the state is a process, as a result of which new opportunities are created for the subjects of public relations in obtaining income from the use of the potential of the resource base in the field of rental relations. The effectiveness of such a process is directly related to the process of managing the development of economic potential, which determines its role and place in the SED of society and the state.   Design/methodology/approach: In the study, the following components are classified as structural elements of economic potential: resource and institutional potential. To clarify the methodological approach to assessing the institutional potential of SED, as a category of social relations, the terminological basis of this concept was considered. Institutional potential, as a scientific concept that expresses the development of the most general institutional ties in socially significant relations between subjects of public relations, is studied in the system of socio-economic transformation "resource-potential-capital", in which the institution is a resource. The place of institutional potential is determined by the direction of evolutionary changes in SED aimed at meeting the diverse needs of society. At the same time, the institutional transformation of its resource potential creates opportunities for the subjects of this process to receive income in various areas of social relations.   Findings: As a result of the study of the role of institutional capacity, a scientific rationale was obtained for managing the effectiveness of SED, which is associated with the result of its development. As a result of the process of transformation of institutional potential, it is an institutional rent, that is, the possibility of extracting monopoly income by the subjects of rent relations in the SED process.   Research, Practical & Social implications: The study of the terminological basis of the concept of "institutional potential", as a category of SED, allows us to expand the methodology of exploratory and fundamental research in the field of the influence of institutions on the evolution of social relations in relation to the problems of managing the processes of development of a competitive environment.   Originality/value: Clarification of the institutional potential concept, as well as substantiation of its role and place in the assessment and implementation of SED processes, allows us to propose mechanisms for adjusting institutions operating in society in order to increase the effectiveness of the SED institutional model

    Multimedia Planning Strategies as a Tool for International Journalism and Alternative Media Studies

    News development is currently affected by digitalization. Therefore, media scholars using digital means to cover the news must develop the so-called “multimedia mindset” among professional journalists and media students. It is not enough to teach the technology—the scholars have to embrace new journalism tools to incorporate them with the story planning activities. This article aims to look into how the aforementioned planning activities are used in the curriculum for Russian media students and professionals in the field of international journalism. The paper is qualitative and descriptive based on secondary data reported in hybrid written media. Also, this research uses a case study dealing with a proposed new program “International News Production” a track within the Contemporary Journalism Master program including alternative media at the High School of Economics Media Institute in Moscow. The findings of this study shed light on the skills needed in new alternative media. Students undergoing the proposed new program in alternative and international media enhance their professional skills and qualifications while experiencing Russian culture. Graduates from the program shall have ample opportunities to pursue careers in various areas of the media industry, including visual journalism, data journalism, storytelling, production, and newsroom management at various international newsrooms. Teaching new alternative media methods can be easily projected to the work with practicing journalists in news channels and information agencies

    Unification and convergence of hierarchic structures such as organizational separations and product projects at creation of recommending decision support systems

    Studied the problem of integrated self-management of multilevel hierarchic groups and quasi-groups under modern economic conditions, based on intellectual recommending Decision Support Systems (DSS). Split-level stereotypical linear organizational structures and project organizational quasi-structures involved in implementation of separated product projects and project groups have been conceptually unified. Proved that this unification in question engenders, for each management level, a coordinating inter-project managing system that is toponymical identical to the managing system of this level. Demonstrated that relevant management is organically whole and can be viewed as self-management of a general corporate structure. Discovered that hierarchic economical management can be in principle reduced to a finite sequence of bilevel economical managements of general corporate structures, where the order of hierarchy levels descends from the top level to the bottom one. Presented a schematic description of the basic procedural modes of operation of the respective recommending DSS.peer-reviewe

    Optimizing the economic information transparency level of high-tech enterprises in the post-industrial globalized economy

    Purpose: Managerial conditions of economic operation of a high technology enterprise as it integrates into the global economy that is essentially postindustrial and globalized were considered in this article. Design/Methodology/Approach: An inevitable immersion of the enterprise into the well-developed external infosphere, as well as a membrane borderline between the external and the internal infospheres were shown. The enterprise was represented dually – as both a donor and a recipient of information resources. Findings: An interpretation of the content of the infosphere was presented. Multiple causes of the discrete nature of the enterprise’s infosphere implementation were shown. The concept of “informational economic transparency” of an enterprise was introduced, and multiple components determining transparency levels were described. Practical Implications: The influence of transformations of informational economic transparency of an enterprise on external impacts on it from legal relations parties. Positive and negative effect of increases and decreases in the informational economic transparency of the enterprise were highlighted in the context of its influence on the economic counterpart and conflict-studies situations. The understanding of the specialized control object was provided. The optimizability of a level of the transparency in the aspect of target orientation of the enterprise was demonstrated. Originality/Value: A structural prototype to the primary support managerial toolkit in the shape of a DSS, a recommender system, allowing to conduct required feasibility studies of managerial decisions was proposed.peer-reviewe

    Conception of managing of fuzzy-institutional meso-level organizational separations in a context of product projects internationalization

    The paper covers many conceptual design solutions related to the management of meso-level organizational separations operating in economy, which are institutionally fully or partly undetermined or fuzzy as a generalization (which are non-existent de jure, and take place in economy de facto). They belong to a considerable variety of countries of their member enterprises and various operational areas. An important feature is that they are fully or partially (some of the members) dynamically and considerably belong to heterogeneous countries with different law, economic, information and engineering systems, including the level of advancement in post-industrial society. It is proposed to determine a certain typological variety of such separations and to treat them as pseudo-corporation. Among such pseudo-corporations are enterprises, which are involved in product projects implementation as well as those, including the enterprises won of a number kind of contests. As a result, management in objective product localization is transformed into a kind of an intercorporate one. It is suggested that for this type a conceptual scheme of technical and economical evaluation of in-house management solutions should be applied.peer-reviewe
