    Cost-Effectiveness of Targeted Reemployment Bonuses

    Targeting reemployment bonus offers to unemployment insurance (UI) claimants identified as most likely to exhaust benefits is estimated to reduce benefit payments. We show that targeting bonus offers with profiling models similar to those in state Worker Profiling and Reemployment Services systems can improve cost effectiveness. Since estimated average benefit payments do not steadily decline as the eligibility screen is gradually tightened, we find that narrow targeting is not optimal. The best candidate is a low bonus amount with a long qualification period, targeted to the half of profiled claimants most likely to exhaust their UI benefit entitlement. I

    Passive sorting of asteroid material using solar radiation pressure

    Understanding dust dynamics in asteroid environments is key for future science missions to asteroids and, in the long-term, also for asteroid exploitation. This paper proposes a novel way of manipulating asteroid material by means of solar radiation pressure (SRP). We envisage a method for passively sorting material as a function of its grain size where SRP is used as a passive in-situ ‘mass spec-trometer’. The analysis shows that this novel method allows an effective sorting of regolith material. This has immediate applications for sample return, and in-situ resource utilisation to separate different regolith particle sizes

    Attractor Metadynamics in Adapting Neural Networks

    Slow adaption processes, like synaptic and intrinsic plasticity, abound in the brain and shape the landscape for the neural dynamics occurring on substantially faster timescales. At any given time the network is characterized by a set of internal parameters, which are adapting continuously, albeit slowly. This set of parameters defines the number and the location of the respective adiabatic attractors. The slow evolution of network parameters hence induces an evolving attractor landscape, a process which we term attractor metadynamics. We study the nature of the metadynamics of the attractor landscape for several continuous-time autonomous model networks. We find both first- and second-order changes in the location of adiabatic attractors and argue that the study of the continuously evolving attractor landscape constitutes a powerful tool for understanding the overall development of the neural dynamics

    The changing pattern of domestic cannabis cultivation in the UK and its impact on the cannabis market

    With improvements in both technology and information cannabis is being increasingly grown indoors for domestic use, rather than being imported. This study examines 50 cannabis farms detected by an English police force, and examines the characteristics of the 61 suspects associated with them. The study highlights a UK pattern in domestic cultivation, that is moving away from large scale commercial cultivation, at times co-ordinated by South East Asian organised crime groups, to increased cultivation within residential premises by British citizens. Offenders range from those who have no prior criminal history to those who are serious and persistent offenders. The ramifications for law enforcement agencies and policy formers are discussed

    Reduction of low- and high-grade cervical abnormalities associated with high uptake of the HPV bivalent vaccine in Scotland

    In Scotland, a national HPV immunisation programme began in 2008 for 12-13 year olds, with a catch-up campaign from 2008-2011 for those under the age of 18. To monitor the impact of HPV immunisation on cervical disease at the population level, a programme of national surveillance was established.  We analysed colposcopy data from a cohort of women born between 1988-1992 who entered the Scottish Cervical Screening Programme (SCSP) and were aged 20-21 in 2008-2012.  By linking datasets from the SCSP and colposcopy services, we observed a significant reduction in diagnoses of cervical intraepithelial neoplasia 1 (CIN 1) (RR 0.71, 95% CI 0.58 to 0.87, p=0.0008), CIN 2 (RR 0.5, 95% CI 0.4, 0.63, p<0.0001) and CIN 3 (RR 0.45, 95% CI 0.35 to 0.58, p< 0.0001) for women who received 3 doses of vaccine compared with unvaccinated women.  To our knowledge, this is one of the first studies to show a reduction of low and high grade cervical intraepithelial neoplasia associated with high uptake of the HPV bivalent vaccine at the population level. These data are very encouraging for countries that have achieved high HPV vaccine uptake

    Formation of black-hole X-ray binaries in globular clusters

    Inspired by the recent identification of the first candidate BH-WD X-ray binaries, where the compact accretors may be stellar-mass black hole candidates in extragalactic globular clusters, we explore how such binaries could be formed in a dynamical environment. We provide analyses of the formation rates via well known formation channels like binary exchange and physical collisions and propose that the only possibility to form BH-WD binaries is via coupling these usual formation channels with subsequent hardening and/or triple formation. Indeed, we find that the most important mechanism to make a BH-WD X-ray binary from an initially dynamically formed BH-WD binary is triple induced mass transfer via the Kozai mechanism. Even using the most optimistic estimates for the formation rates, we cannot match the observationally inferred production rates if black holes undergo significant evaporation from the cluster or form a completely detached subcluster of black holes. We estimate that at least 1% of all formed black holes, or presumably 10% of the black holes present in the core now, must be involved in interactions with the rest of the core stellar population.Comment: 10 pages, 2 figures, submitted to Ap

    Self-organization of the in vitro attached human embryo

    Implantation of the blastocyst is a developmental milestone in mammalian embryonic development. At this time, a coordinated program of lineage diversification, cell-fate specification, and morphogenetic movements establishes the generation of extra-embryonic tissues and the embryo proper, and determines the conditions for successful pregnancy and gastrulation. Despite its basic and clinical importance, this process remains mysterious in humans. Here we report the use of a novel in vitro system1,2 to study the post-implantation development of the human embryo. We unveil the self-organizing abilities and autonomy of in vitro attached human embryos. We find human-specific molecular signatures of early cell lineage, timing, and architecture. Embryos display key landmarks of normal development, including epiblast expansion, lineage segregation, bi-laminar disc formation, amniotic and yolk sac cavitation, and trophoblast diversification. Our findings highlight the species-specificity of these developmental events and provide a new understanding of early human embryonic development beyond the blastocyst stage. In addition, our study establishes a new model system relevant to early human pregnancy loss. Finally, our work will also assist in the rational design of differentiation protocols of human embryonic stem cells to specific cell types for disease modelling and cell replacement therapy

    Experimental evidence for 56Ni-core breaking from the low-spin structure of the N=Z nucleus 58Cu

    Low-spin states in the odd-odd N=Z nucleus 58Cu were investigated with the 58Ni(p,n gamma)58Cu fusion evaporation reaction at the FN-tandem accelerator in Cologne. Seventeen low spin states below 3.6 MeV and 17 new transitions were observed. Ten multipole mixing ratios and 17 gamma-branching ratios were determined for the first time. New detailed spectroscopic information on the 2+,2 state, the Isobaric Analogue State (IAS) of the 2+,1,T=1 state of 58Ni, makes 58Cu the heaviest odd-odd N=Z nucleus with known B(E2;2+,T=1 --> 0+,T=1) value. The 4^+ state at 2.751 MeV, observed here for the first time, is identified as the IAS of the 4+,1,T=1 state in 58Ni. The new data are compared to full pf-shell model calculations with the novel GXPF1 residual interaction and to calculations within a pf5/2 configurational space with a residual surface delta interaction. The role of the 56Ni core excitations for the low-spin structure in 58Cu is discussed.Comment: 15 pages, 7 figures, submitted to Phys. Rev.

    Quadratic fermionic interactions yield effective Hamiltonians for adiabatic quantum computing

    Polynomially-large ground-state energy gaps are rare in many-body quantum systems, but useful for adiabatic quantum computing. We show analytically that the gap is generically polynomially-large for quadratic fermionic Hamiltonians. We then prove that adiabatic quantum computing can realize the ground states of Hamiltonians with certain random interactions, as well as the ground states of one, two, and three-dimensional fermionic interaction lattices, in polynomial time. Finally, we use the Jordan-Wigner transformation and a related transformation for spin-3/2 particles to show that our results can be restated using spin operators in a surprisingly simple manner. A direct consequence is that the one-dimensional cluster state can be found in polynomial time using adiabatic quantum computing.Comment: 14 page

    The Physics of Heavy Flavours at SuperB

    This is a review of the SuperB project, covering the accelerator, detector, and highlights of the broad physics programme. SuperB is a flavour factory capable of performing precision measurements and searches for rare and forbidden decays of Bu,d,sB_{u,d,s}, DD, τ\tau and Υ(nS)\Upsilon({\mathrm{nS}}) particles. These results can be used to test fundamental symmetries and expectations of the Standard Model, and to constrain many different hypothesised types of new physics. In some cases these measurements can be used to place constraints on the existence of light dark matter and light Higgs particles with masses below 10GeV/c210GeV/c^2. The potential impact of the measurements that will be made by SuperB on the field of high energy physics is also discussed in the context of data taken at both high energy in the region around the \Upsilon({\mathrm{4S}})$, and near charm threshold.Comment: 49 pages, topical review submitted to J.
