Enriching Veterans' Lives: Through An Evidence Based Approach
This paper marks the launch of a new IVMF series focused on the critical topics of program evaluation, performance measurement, and evidence-based practice (EBP). The purpose of the series is to inform the broader community of veteran and military family serving organizations by highlighting examples of veteran and military serving organizations employing various methods of EBP, program evaluation, and assessment. By highlighting leading practices across the U.S., this series aims to promote learning and greater impact in service delivery across our nation's evolving and maturing community of veteran and military organizations.This case illustration highlights the evaluation efforts of the rising veteran and military serving organization Team, Red, White & Blue (Team RWB). Team RWB is a 501(c)(3) nonprofit organization founded in 2010 with the mission of enriching the lives of America's veterans by connecting them to their communities through physical and social activity. Despite its relative youth, in 2014, the George W. Bush Institute's (GWBI) Military Service Initiative and the IVMF both identified Team RWB as a leading organization in building a robust measurement and evaluation program. The paper highlights how Team RWB integrates theory and research to drive its programming as an evidence-based wellness intervention and, in turn, produce data to inform its own organizational practice.Key HighlightsTeam RWB is an organization that values, at all levels, trust and transparency with its partners, funders, and community. This culture -- embodied by the 'Eagle Ethos' of positivity, passion, people, community, camaraderie, and commitment -- exists throughout the organization from the senior executive down to the community level.Research and evaluation of RWB's programs is and will remain vital to communicating its impact and improving how it targets resources to improve and grow its programs. The Team RWB "Eagle Research Center" is building an evidence base by quantitatively measuring its outcomes and using data to improve its program delivery.More than 1,800 veterans surveyed in 2014 and 2,500 surveyed in 2015 self-reported increases in creating authentic relationships with others, increasing their sense of purpose, and improving their health, by participating in Team RWB. Veterans also noted that participating in Team RWB had indirect benefits in their family relationships and work. Improvements on these dimensions contribute to an enriched life, with more program engagement leading to more enrichment.Team RWB achieves these results through local, consistent, and inclusive programs. The chapter and Community programs provide opportunities for physical, social, and service activities. The Leadership Development Program is comprised of national athletic and leadership camps, and a newly launched tiered leader development program
Active Travel Co-Benefits of Travel Demand Management Policies that Reduce Greenhouse Gas Emissions, MTI Report 12-12
There is increasing evidence that improved health outcomes may be significant co-benefits of land use plans and transport policies that increase active transport (or walking and biking for purposeful travel) and reduce greenhouse gas emissions (GHGs) from vehicle miles traveled (VMT). A greater understanding of these benefits may broaden the constituency for regional planning that supports local and national GHG reduction goals. In this study, California’s activity-based travel demand model (ABM) is applied to (1) demonstrate how this new generation of travel models can be used to produce the active travel data (age and sex distributions) required by comparative risk assessment models to estimate health outcomes for alternative land use and transport plans and to (2) identify the magnitude of change in active travel that may be possible from land use, transit, and vehicle pricing policies for California and its five major regions for a future 2035 time horizon. The results of this study suggest that distance-based vehicle pricing may increase walking by about 10% and biking by about 17%, and concurrently GHG from VMT may be reduced by about 16%. Transit expansion and supportive development patterns may increase active travel by about 2% to 3% for both walk and bike modes while also reducing VMT by about 4% on average. The combination of all three policies may increase time spent walking by about 13% and biking by about 19%, and reduce VMT by about 19%
International Fiscal Policy Coordination and GDP Comovement
Economic shocks often permeate borders generating comovement in nations' business cycles over time. We highlight the fact that fiscal policy coordination is an important avenue by which national economies become more integrated, influencing the transmission of macroeconomic shocks between countries. We find that changes in fiscal policy coordination - as measured by the signing of a bilateral tax treaty - increase business cycle comovement by 1/2 a standard deviation. This magnitude is one-and-a-half times larger than the effect of trade linkages, and is in sharp contrast to currency union membership, which has a near zero and statistically insignificant effect on business cycle comovement. We also find that new bilateral tax treaties increase comovement in shocks to nations' GDP trends, demonstrating the permanent effects of fiscal policy coordination
AN EMPIRICAL EXAMINATION OF THE DETERMINANTS OF ELECTRONIC COMMUNICATIONS TECHNOLOGY USE AND ITS IMPACT ON SUPERVISORSUBORDINATE INTERACTIONS
Continued advancement in computer and telecommunications technology provide new options for organizational restructuring and process redesign. A common area of activity is the use of a combination of computer and telecommunicalion technology to operate and effectively support remote work sites. This paper provides preliminary findings regarding the factors determining the use of electronic communications technology and the impact of its use on supervisor-subordinate communications where the supervisor is located a[ the core organization and the subordinate is located at a remote site. The sample consists of eighty-five subordinates and fifty-seven supervisors based on 360 questionnaires from three major public accounting firms. Results indicate that accessibility to the technology, a critical mass of communication partners, the social symbolism of the technology, and the organization of work are Ihe most important factors associated with communication media use. Electronic mail is highly dependent on network externalities and some of the more popular technologies such as voice mail and facsimile machines were used with equivalent frequency in core and remote localions. As predicted, supervisor-subordinate interactions were affected by the supervisor-subordinate relationship and the organization of work. 25
The UNCITRAL Model Law on Public Procurement: Potential Next Steps
The current version of the Model Law on Public Procurement was approved by the United Nations Commission on International Trade Law (UNCITRAL) in 2011, after a drafting process which spanned nearly a decade. This version of the Model Law reflects best practices which were emerging in procurement systems across the world during the first decade of this century. There have been calls for an update of the Model Law, and this draft chapter, after reviewing the history of the Model Law and the reforms which led to the current version, discusses various reforms which might be made to the text and accompanying guidance, based on newly emerging best practices. Those possible next steps include reforms to address environmental sustainability (sometimes known as ‘green procurement’), expanding the Model Law to address issues of contract administration, updated provisions on exclusion and debarment of corrupt and incompetent contractors, and pivoting to embrace ‘open contracting’, which treats public procurement data as presumptively publicly accessible. Should the Commission take up reform of the Model Law or decide to update the accompanying guidance, these measures could bring significant advances in reducing global warming, fighting corruption, enhancing transparency and improving outcomes in public contracting
Maximising export returns (MER): Communicating New Zealand's credence attributes to international consumers
This research used semi-structured key informant interviews with twenty-one European gatekeepers and twelve New Zealand exporters. Gatekeepers were defined as manufacturers, importers, distributors or retail customers who controlled the flow of product and information
through the supply chain to the final consumer. The research indicated that the credence attributes of New Zealand food products were important
to consumers but they were frequently filtered out through the distribution channel where products get further processed, repackaged and rebranded, or became an ingredient in another food product. As a result, a large percentage of New Zealand food exports arrived at the consumer unbranded and not identified with their New Zealand origin so they did not have New Zealand-specific credence attributes associated with them. The majority of New Zealand’s beef and dairy exports were unbranded commodities that entered the manufacturing sector as raw materials or ingredients for processed products. Likewise, significant proportions of lamb and venison exports entered the food service sector and were delivered to hotels, restaurants and institutions where they were, frequently, not identified to the consumer as being of New Zealand origin. The main products that were consistently branded and reached consumers with identification of New Zealand origin were kiwifruit, apples and wine
Cortical excitability correlates with the event-related desynchronization during brain-computer interface control
Objective Brain-computer interfaces (BCIs) based on motor control have been suggested as tools for stroke rehabilitation. Some initial successes have been achieved with this approach, however the mechanism by which they work is not yet fully understood.
One possible part of this mechanism is a, previously suggested, relationship between the strength of the event-related desynchronization (ERD), a neural correlate of motor imagination and execution, and corticospinal excitability. Additionally, a key component of BCIs used in neurorehabilitation is the provision of visual feedback to positively reinforce attempts at motor control. However, the ability of visual feedback of the ERD to modulate the activity in the motor system has not been fully explored.
Approach We investigate these relationships via transcranial magnetic stimulation delivered at different moments in the ongoing ERD related to hand contraction and relaxation during BCI control of a visual feedback bar.
Main results We identify a significant relationship between ERD strength and corticospinal excitability, and find that our visual feedback does not affect corticospinal excitability.
Significance Our results imply that efforts to promote functional recovery in stroke by targeting increases in corticospinal excitability may be aided by accounting for the time course of the ERD
