Chercheurs et décideurs d'Afrique : quelles synergies pour le développement ?

Cependant, la collaboration entre chercheurs et décideurs est complexe, multiforme et souvent difficile à mettre en œuvre. Les cloisonnements et la frilosité des acteurs, une recherche souvent produite sans considération pour ses utilisateurs potentiels, expliquent en partie la faiblesse de l'utilisation par les acteurs du développement économique et industriel des résultats de la recherche. Comment sont développés les agendas de recherche ? Quel est le rôle du secteur privé dans la recherche développement ? Quels sont ces acteurs qui interviennent dans la production et l'utilisation de connaissances ? Comment améliorer le dialogue chercheurs/décideurs? Cette publication élaborée dans un style accessible à tous, rassemble l'essence des réflexions et des propositions qui ont émergé d'un cycle de six ateliers nationaux organisés entre 2004 et 2007 en Afrique de l’ouest et du Centre sur la thématique de la synergie entre chercheurs et décideurs
Flexible Retirement and Optimal Taxation
This paper studies optimal insurance against idiosyncratic wage shocks in a life cycle model with intensive labor supply and endogenous retirement. When the fixed cost of work is increasing in wage, the optimal retirement wedge provides stronger incentives for delayed retirement with age. Retirement benefits that resemble the US Social Security system can implement the optimum. Calibrated numerical simulations suggest that a mix of retirement benefits that increase with claiming age, and age-dependent linear taxes, is close to optimal
Evaluation de lignées intra et inter spécifiques de riz en conditions irriguées au Sénégal
Parmi les deux espèces de riz cultivées, l’espèce africaine Oryza glaberrima Steudt. est une source de gènes utiles pour des caractères importants, qui n’existent pas chez l’espèce asiatique Oryza sativa L., limitant ainsi ses performances en Afrique. Cela a inspiré le processus d’hybridation interspécifique entre ces espèces pour développer un nouveau type de riz mieux adapté aux conditions de production du paysan africain. Dans l’optique d’élargissement de la diversité génétique du riz cultivé en conditions irriguées, l’évaluation des performances de 31 lignées intra- et interspécifiques, a été effectuée, dans un dispositif à blocs de Fisher à 2 répétitions, sur deux sites et deux saisons, dans la vallée du fleuve Sénégal. L’analyse de variance combinée sur site et saison a montré un effet très significatif du génotype sur l’ensemble des caractères étudiés. Un effet significatif de la saison sur le cycle et de l’interaction Génotype x Site (G x E) sur la hauteur a aussi été observé. Cependant, aucun effet G x E sur le rendement et le nombre de panicules par m2 n’a été observé. Les rendements moyens varient entre 6,61 et 8,78 t.ha-1. Les lignées prometteuses identifiées devraient contribuer à  l’amélioration des performances du riz cultivé dans la région.© 2016 International Formulae Group. This has inspired the interspecific hybridization process between the two species to develop a new type of rice best suited to the production conditions of the African peasant. With the aim of broadening the genetic diversity cultivated rice in irrigated conditions, the performance evaluation of 31 lines, intra- and inter, was conducted in a randomized complete block design with 2 replications, on two sites and two seasons in the Senegal River valley. The analysis of variance combined over site and season shows a highly significant difference of Genotype (G) for all studied traits. A significant effect of season on cycle, and interaction genotype x location (G x E) on plant height, was also observed. However, no (G x E) effect on yield and number of panicles per quadrate meter were observed. The average of yield varies between 6.61 and 8.78  t.ha-1. Diversité De La Macrofaune Du Sol Dans Les Parcelles De Reboisement De La Grande Muraille Verte Au Sénégal
Objective: To assess the effect of vegetation cover on soil macrofauna, a study focused on the diversity of soil macrofauna inside and outside reforestation plots of the Great Green Wall in Senegal was carried out. Methodology: The sampling of macrofauna was performed according to the method recommended by the TSBF network (Tropical Soil Biology and Fertility). It involves isolating 10 ground plots along a transect of 50 meters chosen at random in each plot and outside of each plot. The macrofauna was sampled between February and July 2016 during the dry season Results: The results show, in order of importance Hymenoptera, Isoptera, Coleoptera, the Spiders, the isopods and springtails are the taxonomic groups of the study area. The density of each of these taxa is larger inside and outside of the plots. The vertical distribution of macrofauna shows that the 0-10 cm layer is more densely populated than the deeper layers. Conclusion: This study showed a low diversity of soil macrofauna in the area. It also shows that the vegetation cover affects the density of the macrofauna
Redistribution with Performance Pay
Half of the jobs in the U.S. feature pay-for-performance. We study nonlinear income taxation in a model where such contracts arise in private labor markets that are
constrained by moral hazard frictions. We derive novel formulas for the incidence of
arbitrarily nonlinear reforms of any given tax code on both the mean of earnings and
their sensitivity to performance. We show theoretically and quantitatively that, follow-
ing an increase in tax progressivity, the higher performance-sensitivity caused by the
crowding-out of insurance provided by firms is almost fully offset by a countervailing
performance-pay effect driven by labor supply responses. As a result, earnings risk
is hardly affected by policy. We then turn to the normative analysis of a government
that levies taxes and transfers to redistribute income across workers with different levels of uninsurable productivity. We find that setting taxes without accounting for the endogeneity of private insurance is close to optimal. Thus, the common concern that standard models of taxation underestimate the cost of redistribution is, in the context of performance-based compensation, overblown
Comparative study of the physicochemical quality of water of wells and drilling consumed in the commune of Sinthiou Maléme in the area of Tambacounda (Senegal)
In Senegal, the majority of the regions are not served by the drinking water supply networks. The phenomenon is more pronounced in rural areas, particularly in Sinthiou Maléme commune. For example, communities living in these areas often use well water and borehole. This work has been undertaken to evaluate the physicochemical quality of the water resources consumed by these populations. A total of 24 water samples were taken from the single borehole and 02 publics wells, let be 8 samples per source of water. To assess the quality of these different sources, the physical parameters (electrical conductivity, pH, total dissolved solids and hardness) and chemical parameters (F-, SO42-, PO43-, Fe and NO2-) were analyzed by the photometric method. The results obtained show that, from the physical point of view, drilling water is highly mineralized, slightly hard and has a basic tendency, unlike wells. Chemical analysis shows that well waters are heavily loaded with phosphate ions and nitrites. Based on the parameters analyzed, the quality of the drilling water is chemically acceptable. Studies on the elements of metallic traces will be envisaged to better assess the quality of this drinking water.
Au Sénégal, la majeure partie des régions n’est pas desservie par les réseaux d'adduction d’eau potable. Le phénomène est plus accentué en milieu rural notamment dans la commune de Sinthiou Maléme. Ainsi, les communautés qui vivent dans ces zones ont souvent recours à l'eau des puits et des forages. Ce présent travail a été entrepris en vue d’évaluer la qualité physico-chimique des ressources en eaux consommées par ces populations. Au total 24 échantillons d’eaux ont été prélevés de l’unique forage et de 02 puits publics, soit 8 prélèvements par sources d’eaux. Pour apprécier la qualité de ces différentes sources, les paramètres physiques (conductivité électrique, pH, totale des solides dissous et dureté) et chimiques (F-, SO42-, PO43-, Fe and NO2-) ont été analysés par la méthode photométrique. Les résultats obtenus montrent que, du point de vue physique, les eaux de forage sont fortement minéralisées, légèrement dures et présentent une tendance basique contrairement à celles des puits. L’analyse chimique montre que les eaux de puits sont fortement chargées en ions phosphates et nitrites. Sur la base des paramètres analysés, la qualité des eaux de forage est chimiquement acceptable. Des études sur les éléments des traces métalliques seront envisagées pour mieux apprécier la qualité de ces eaux de consommation
