    The Panchayathraj system has been playing an important role for development of the social economic and political life of the rural Women representation of rural politics. Village is the basic unit of social life in India. This is fact that more than three-fourth Indian population still lives in the villages. The concern of the government for the life, liberty and prosperity of the rural masses, soon after independence, was reflected in various measures adopted by it to better their lot. As a matter of fact, the prominent leader‟s freedom struggle such as Mahatma Gandhi, Jawaharlal Nehru and Jai Prakash Narian indicated that the major task of Independent India would be to take democracy to the grass-roots level and to involve the rural masses in the task of national reconstruction. According to Mahatma Gandhi, true democracy could not worked by twenty men sitting at the Centre. It has to be worked out from below by the people of every village. The author concludes with a suggestion that the village Grama Panchayathiayats are not the relic of tribalism of feudalism but are the results of mature political thinking through ages. Village Grama Panchayathiayats in India could really succeed in bringing about decentralization of economic and political power under the conditions of social and equality. Firstly, interaction between enlightened rural women and illiterate elected one‟s should be encouraged. Secondly, these women could be taken out to the urban areas and their interaction with educated urban elected women representatives be arranged

    An unusual initial presentation of mantle cell lymphoma arising from the lymphoid stroma of warthin tumor.

    BackgroundWarthin tumors presenting concomitantly with a lymphoma is vanishingly rare with only 15 reported cases in English literature. Herein, we report an unusual initial presentation of a mantle cell lymphoma involving the lymphoid stroma of a Warthin tumor.Case presentationA seventy-seven year old otherwise healthy gentleman with a 50-pack year smoking history presents with a slowly enlarging left cheek mass. CT scan of the neck demonstrated a left parotid gland tumor measuring 3.4 cm in greatest dimension. He underwent a left superficial parotidectomy, with subsequent histopathologic examination revealing a Warthin tumor with extensive expansion of the lymphoid stroma. Flow cytometric, immunohistochemical, and cytogenetic studies of the stromal component of the tumor confirmed the presence of a mantle cell lymphoma. Clinical staging demonstrated stage IVa disease, and was considered to be at low to intermediate risk due to the slow growth of the parotid lesion. The patient is undergoing close follow up with repeat PET-CT scans at six months.ConclusionTo the best of our knowledge, this is the first well documented collision tumor between mantle cell lymphoma and a Warthin tumor. This case also brings to light the significance of thorough evaluation of the lymphoid component of Warthin tumor

    Diagnostic confusion resulting from CD56 expression by cutaneous myeloid sarcoma

    Myeloid sarcomas are tumor masses composed of aggregates of malignant myeloid precursors in extramedullary sites including the skin. We report a case of myeloid sarcoma in a patient who presented with an ear lobe mass and facial nerve paralysis. Expression of CD56 by the malignant cells led to an initial misdiagnosis as Merkel cell tumor. Comprehensive pathological evaluation confirmed the diagnosis of myeloid sarcoma with aberrant expression of CD56 and carrying the translocation t(8;21) (q22;q22). Aberrant antigen expression by cutaneous myeloid sarcomas can cause diagnostic confusion with other cutaneous neoplasms. This is especially relevant when myeloid sarcoma is the sole manifestation of acute myeloid leukemia

    An Efficient Model for Forest Fire Detection using Deep Convolutional Neural Networks

    Forest fires are a significant natural disaster that causes extensive damage to both human and wildlife habitats. Early detection and management of forest fires are critical in preventing potential losses. In recent years, deep learning-based approaches have emerged as promising solutions for forest fire detection. This paper proposes a deep learning-based approach for forest fire detection using SqueezeNet model.The proposed approach utilizes still images captured from forest areas under different weather conditions to classify whether an image contains a fire or not. The models were trained and tested using accuracy, precision, and recall metrics. The experimental results show that SqueezeNet achieve high precision, and recall in detecting forest fires.SqueezeNet is a Convolutional Neural Networks (CNN) architecture designed to reduce the number of parameters and computations required in a deep learning model while maintaining high accuracy in image classification tasks.

    Introducing algorithm portfolios to a class of vehicle routing and scheduling problem

    The paper presents a comprehensive foundation and implementation of Algorithm Portfolios to solve Theater Distribution Vehicle Routing and Scheduling Problems (TDVRSP). In order to evaluate the performance of proposed approach, it has been applied to varying dimensions of theater distribution problem. In particular, eight random search metaheuristics embedded in four processors, packed to form different portfolios. Four basic algorithms- Genetic Algorithm (GA), Simulated Annealing (SA), Tabu Search (TS) and Artificial Immune System (AIS), as well as their group theoretic counterparts have been utilized. The proposed approach also takes care of platform dependence and helps evolving a robust solution pack. The portfolio concept is shown to be computationally advantageous and qualitatively competitive over the benchmark set of problems. The paper does not only provide modeling to TDVRSP, but also aids in developing a generic solution framework for other problems of its kind

With the increasing popularity of the cloud, popular website2019;s servers are getting overloaded with high request load by users. One of the main challenges in cloud computing is Load Balancing on servers. Load balancing is the procedure of sharing the load between multiple processors in a distributed environment to minimize the turnaround time taken by the servers to cater service requests and make better utilization of the available resources. It greatly helps in scenarios where there is misbalance of workload on the servers as some machines may get heavily loaded while others remain under-loaded or idle. Load balancing methods make sure that every VM or server in the network holds workload equilibrium and load as per their capacity at any instance of time. Static and Dynamic load balancing are main techniques for balancing load on servers.     Overestimated inclinations of Milgromian disc galaxies : the case of the ultradiffuse galaxy AGC 114905

    IB is supported by Science and Technology Facilities Council grant ST/V000861/1, which also partially supports HZ.We present hydrodynamical star-forming simulations in the Milgromian dynamics (MOND) framework of a gas-rich disc galaxy with properties similar to AGC 114905, which has recently been argued to have a rotation curve (RC) that is inconsistent with the MOND prediction. Our first model considers the galaxy in isolation, while our second model includes an external field of 0.05a0⁠, the estimated gravitational field from large-scale structure. We show that isophotes in the face-on view can differ from circular at the 50% level. This could mislead observers into overestimating the inclination i between disc and sky planes. Because RCs require a correction factor of 1/sin i, the actual RC could be much higher than reported by observers. This plausibly reconciles AGC 114905 with MOND expectations.Publisher PDFPeer reviewe

    Constraints on the star formation histories of galaxies in the Local Cosmological Volume

This work benefited from the International Space Science Institute (ISSI/ISSI-BJ) in Bern and Beijing, thanks to the funding of the team ‘Chemical abundances in the ISM: the litmus test of stellar IMF variations in galaxies across cosmic time’ (Donatella Romano and Zhi-Yu Zhang).The majority of galaxies with current star formation rates (SFRs), SFRo≄10−3M⊙yr−1⁠, in the Local Cosmological Volume, where observations should be reliable, have the property that their observed SFRo is larger than their average SFR. This is in tension with the evolution of galaxies described by delayed-τ models, according to which the opposite would be expected. The tension is apparent in that local galaxies imply the star formation time-scale τ ≈ 6.7 Gyr, much longer than the 3.5–4.5 Gyr obtained using an empirically determined main sequence at several redshifts. Using models where the SFR is a power law in time of the form ∝(t − t1)η for t1 = 1.8 Gyr (with no stars forming prior to t1) implies that η = 0.18 ± 0.03. This suggested near-constancy of a galaxy’s SFR over time raises non-trivial problems for the evolution and formation time of galaxies, but is broadly consistent with the observed decreasing main sequence with increasing age of the Universe.Publisher PDFPeer reviewe
