Blind Equalization in Optical Communications Using Independent Component Analysis
We propose a multi-tap independent component analysis (ICA) scheme for blind equalization and phase recovery in coherent optical communication systems. The proposed algorithm is described and evaluated in the cases of QPSK and 16-QAM transmission. Comparison with CMA equalization shows similar performance in the case of QPSK and an advantage for the ICA equalizer in the case of 16-QAM. The equalization scheme was evaluated in a multi-span optical communications system impaired by both polarization mode dispersion (PMD) and polarization dependent loss (PDL)
ANALISIS YURIDIS PUTUSAN MAHKAMAH KONSTITUSI NOMOR 16/PUU-XVI/2018 TENTANG PEMBATALAN PERLUASAN KEWENANGAN MAHKAMAH KEHORMATAN DEWAN
This research analyzes the Constitutional Court Decision Number 16/PUU-XVI/2018 that has been canceled Article 122 letter l and Article 245 section (1) from the Law Number 2 of 2018. Article 122 letter l is related to legal steps or other steps that can be taken by The Council Honor Court in the event that there is individuals, groups of people, or legal entities who criticize the House of Representatives or members of the House of Representatives, while Article 245 section (1) relates to the consideration given by the Council Honor Court in the event of a summons or request for investigation into members of the House of Representatives. Both articles are considered unconstitutional and contain an extension of the authority of the Council Honor Court. The appearance of the two articles was influenced by the political configuration of the authoritarian House of Representatives and the naming of the Council Honor Court which deemed inappropriate
Side effects of CoronaVac® COVID-19 vaccination: Investigation in North Jakarta district public health center communities in Indonesia
BackgroundThe decreasing prevalence of COVID-19 has highlighted the value of vaccinations. CoronaVac® vaccine was one of the most widely used vaccines in Indonesia, in other Southeast Asian countries, as well as in Latin America. However, to date the safety and side effect profiles of CoronaVac® vaccine among the Indonesian population have not been reported.ObjectiveIn this study, the CoronaVac® safety profiles were determined in a community of a public health center in North Jakarta, Indonesia.MethodThis is a descriptive cross-sectional questionnaire-based study on vaccine side effects as recorded in the yellow form (MESO). Patients (n = 300) who received CoronaVac® vaccinations between July and August 2021 were enrolled. SPSS was used to analyze the descriptive data.ResultsMost respondents were women (72.7 %) between the ages of 17 and 21 years. A significantly (p = 0.009) positive correlation was established between the vaccine side effects (namely pain at the injection site) with the female gender. Other side effects such as fatigue (p = 0.034) and headache (p ConclusionOverall, the side effects following the first and the second doses were generally mild and included fever, pain in the injection area, fatigue, headache, drowsiness, diarrhea, cough, and nausea. Regarding vaccine efficacy, CoronaVac® confers better protection following the second dose administration where the percentage of respondents affected with COVID-19 (26.7 %) decreased to only 20.3 % following the second dose
MANAGEMENT INFORMATION SYSTEM: FEW TIPS BEFITTING SMALL BUSINESSES TO AVERT ID THEFT CRITICAL OF ILLICIT TECHNOLOGY
Carrying large sums of money everywhere has long been seen cumbersome and provocative practice to criminals. Later this practice was viewed unprofessional within business and corporate practice and was thus replaced by cheques and lately by bank cards loosely referred to as plastic money. Despite all, one-man small businesses should also use a cheque to withdraw money from their current bank accounts like macro businesses; it still makes a lot of real sense when they use bank cards just for a start for their cash withdrawals. Given these, all entrepreneurial efforts taken when establishing these businesses to avoid legal and financial risks, there is still much out there to look out for to protect their cash when effecting deposits and withdrawals using black stripped bank cards. These entrepreneurial management strategies are tailor-made to help small firms which have just been established as they have not as yet fully established themselves evade ID theft. In order to achieve to avert this kind of crime, this paper will then provide few tips as management strategies befitting small firms to rather circumvent the said crime. This paper also takes cognisance of what the South African (SA) law actually says to protect small firms from this particular financial risk brought about by this crime
Implementasi Metode Fuzzy AHP pada Sistem Penunjang Keputusan Penentuan Topik Skripsi (Studi Kasus : Program Studi Sistem Informasi Universitas Jember)
Skripsi merupakan istilah yang digunakan di Indonesia untuk mengilustrasikan karya tulis ilmiah berupa paparan tulisan hasil penelitian sarjana strata 1 yang membahas suatu permasalahan dalam bidang tertentu sesuai bidang studi sebagai tugas akhir dalam studi formalnya di perguruan tinggi. Dalam proses penyusunan skripsi terdapat beberapa tahap yang dilalui, tahapan pertama adalah mahasiswa harus menentukan topik dari skripsi yang akan diambil. Terdapat beberapa faktor internal maupun eksternal yang sering menjadi kendala dalam proses pengerjaan skripsi bagi mahasiswa apabila topik yang diambil kurang sesuai dengan kemampuan mahasiswa. Penentuan topik skripsi yang sesuai dengan kemampuan mahasiswa merupakan sebuah persoalan pengambilan keputusan dengan multi kriteria. Penentuan topik skripsi menggunakan kriteria penilaian dari masing-masing kriteria, subkriteria, dan sub-subkriteria. Oleh karena itu diperlukan sebuah sistem penunjang keputusan penentuan topik skripsi yang dapat membantu mahasiswa dalam hal penentuan topik skripsi yang akan diambil berdasarkan kriteria yang telah ditentukan. Metode yang digunakan dalam sistem ini adalah metode Fuzzy Analytical Hierarchy Process (Fuzzy AHP). Metode Fuzzy AHP dipilih karena merupakan sebuah metode yang dapat menangani keputusan multikriteria dengan memperhatikan faktor – faktor subjektivitas, serta memperhitungkan validitas data dengan adanya batas toleransi inkonsistensi dari kriteria yang dipilih yang dikombinasikan dengan pendekatan dengan logika fuzzy, logika fuzzy merupakan sebuah logika yang memiliki nilai fuzzyness antara dua nilai yang diharapkan mampu meminimalisir ketidakpastian sehingga menghasilkan sebuah keputusan yang lebih akurat. Sistem ini dibangun menggunakan bahasa pemrograman Page Hypertext Pre-Processor (PHP) dan framework Code Igniter (CI). Berdasarkan hasil pengujian terhadap sistem, sistem penunjang keputusan dapat melakukan memberikan rekomendasi topik skripsi berdasarkan kemampuan masing-masing mahasiswa.Kata Kunci: Skripsi, Topik Skripsi, Fuzzy AHP, dan sistem penunjang keputusa
Panama and the WTO : new constitutionalism of trade policy and global tax governance
"Corrigendum" in Review of International Political Economy, 24(4), p. 738 (DOI: 10.1080/09692290.2017.1332547).Tax havens and tax flight have lately received increasing attention, while interest toward multilateral trade policies has somewhat diminished. We argue that more attention needs to be paid exactly to the interrelations between trade and tax policies. Drawing from two case studies on Panama's trade disputes, we show how World Trade Organization (WTO) rules can be used both to resist attempts to sanction secrecy structures and to promote measures against tax flight. The theory of new constitutionalism can help to explain how trade treaties can 'lock in' tax policies. However, our case studies show that trade policy not only 'locks in' democratic policy-making, but also enables tax havens to use their commercialized sovereignty to resists anti-secrecy measures. What is being 'locked in' are the policy tools, not necessarily the policies. The changing relationship between trade and tax policies can also create new and unexpected tools for tackling tax evasion, underlining the importance of epistemic arbitrage in the context of new constitutionalism. In principle, political actors with sufficient technical and juridical knowledge can shape global tax governance to various directions regardless of their formal position in the world political hierarchies. This should be taken into account when trade treaties are being negotiated or revised.Peer reviewe
Optimal Design of Intervention Studies to Prevent Influenza in Healthy Cohorts
Background: Influenza cohort studies, in which participants are monitored for infection over an epidemic period, are invaluable in assessing the effectiveness of control measures such as vaccination, antiviral prophylaxis and nonpharmaceutical interventions (NPIs). Influenza infections and illnesses can be identified through a number of approaches with different costs and logistical requirements. Methodology and Principal Findings: In the context of a randomized controlled trial of an NPI with a constrained budget, we used a simulation approach to examine which approaches to measuring outcomes could provide greater statistical power to identify an effective intervention against confirmed influenza. We found that for a short epidemic season, the optimal design was to collect respiratory specimens at biweekly intervals, as well as following report of acute respiratory illness (ARI), for virologic testing by reverse transcription polymerase chain reaction (RT-PCR). Collection of respiratory specimens only from individuals reporting ARI was also an efficient design particularly for studies in settings with longer periods of influenza activity. Collection of specimens only from individuals reporting a febrile ARI was less efficient. Collection and testing of sera before and after influenza activity appeared to be inferior to collection of respiratory specimens for RT-PCR confirmation of acute infections.
