Measurement of Orbital Decay in the Double Neutron Star Binary PSR B2127+11C
We report the direct measurement of orbital period decay in the double
neutron star pulsar system PSR B2127+11C in the globular cluster M15 at the
rate of , consistent with the prediction of
general relativity at the level. We find the pulsar mass to be and the companion mass . We also report long-term pulse timing results for the pulsars PSR
B2127+11A and PSR B2127+11B, including confirmation of the cluster proper

Market Impacts of Technological Change for Sorghum in Indian Near-Subsistence Agriculture
Evaluating market impacts of technological change for near-subsistence crops like sorghum in semiarid tropical India is complicated because of diversified agriculture, geographically isolated markets, and therefore feedbacks through prices, and producer-demander income links for such products. Dynamic simulations with a multicommodity market model suggest that increased sorghum productivity would have spillover effects on other markets, increase the welfare of sorghum consumers, and probably lower the sorghum price. Contrary to speculations of some experts, the output gain probably would be greater than the pure productivity effect despite the price decline because of induced input allocations favoring sorghum production

Flat field spectrograph using convex holographic diffraction grating and concave mirror
In this paper we have discussed the aberration properties and the design procedure of a spectrograph which uses a convex holographic grating as the dispersing element and a concave mirror as the focusing element. Both the concave mirror and the convex grating have common axis and they are concentric. The grating is constructed by recording the interference fringes on the convex surface which are formed by two convergent light beams incident from opposite sides of the axis. The illuminating source of the spectrograph is located on a plane perpendicular to the axis and passing through the common centre. It has been found that under certain conditions both positive and negative order spectra are perfectly focused on this plane. Aberration properties of the zero order image as well as the positive and the negative order spectral images have been studied by actual ray tracing. Using this system, design parameters of a medium-sized spectrograph having moderate dispersion and good resolution throughout theuv-visible region of the spectrum have been specified. The performance of the spectrograph has been evaluated by plotting spot diagram
Holographic grating based Ebert spectrograph
In this paper we discuss the aberration properties and design procedure of in-plane Ebert spectrograph using conventional as well as holographic diffraction gratings. In both cases the gratings are situated at the well-known √3-position so that the spectrum can be recorded on a flat surface. It has been found that the holographic grating system has better resolution than the conventional grating system. The design parameters of a medium sized holographic grating spectrograph in which a concave spherical mirror is mounted in the off-axis configuration have been specified. The performance of the spectrograph has been evaluated by plotting spot diagram

Professor Cass Sunstein\u27s new book, After the Rights Revolution: Reconceiving the Regulatory State, builds upon, and in important ways seeks to integrate, much of Professor Sunstein\u27s work over the past several years. He has been one of our most prolific and influential writers on issues of governmental structure, approaching the subject both from more or less conventional administrative law perspectives and from the constitutional perspectives of separation of powers. His work has dealt with a tension often addressed in the literature, that between the eighteenth-century Madisonian constitutional engine of limited, internally checked government and the realities of our sprawling contemporary structures. A particular contribution of Sunstein\u27s has been to insist on bringing forward the Madisonian visions, on their accommodation, not their abandonment. This contribution entails rather vigorous disagreement with the economics-driven theorists of public choice, on the right, and those of deconstructionism, on the left. Sunstein wants to build a conceptual framework for contemporary government that embraces the Madisonian ideal of government structured to serve genuinely public ends in face of the risk of faction; that vision entails both reaching agreement on appropriate distinctions between public and private ends, and finding effective contemporary expression of such ideas as checks and balances
