Deuterium Abundance in the Most Metal-Poor Damped Lyman alpha System: Converging on Omega_baryons
The most metal-poor DLA known to date, at z = 2.61843 in the spectrum of the
QSO Q0913+072, with an oxygen abundance only about 1/250 of the solar value,
shows six well resolved D I Lyman series transitions in high quality echelle
spectra recently obtained with the ESO VLT. We deduce a value of the deuterium
abundance log (D/H) = -4.56+/-0.04 which is in good agreement with four out of
the six most reliable previous determinations of this ratio in QSO absorbers.
We find plausible reasons why in the other two cases the 1 sigma errors may
have been underestimated by about a factor of two. The addition of this latest
data point does not change significantly the mean value of the primordial
abundance of deuterium, suggesting that we are now converging to a reliable
measure of this quantity. We conclude that = -4.55+/-0.03 and
Omega_b h^2 (BBN) = 0.0213+/-0.0010 (68% confidence limits). Including the
latter as a prior in the analysis of the five year data of WMAP leads to a
revised best-fitting value of the power-law index of primordial fluctuations
n_s = 0.956+/-0.013 (1 sigma) and n_s < 0.990 with 99% confidence. Considering
together the constraints provided by WMAP 5, (D/H)_p, baryon oscillations in
the galaxy distribution, and distances to Type Ia supernovae, we arrive at the
current best estimates Omega_b h^2 = 0.0224+/-0.0005 and n_s = 0.959+/-0.013.Comment: 13 pages, 8 Figures. Revised version following referee's comments.

Selective removal of organics for water reclamation
Electrooxidation is a means of removing organic solutes directly from waste waters without the use of chemical expendables. The feasibility of the concept for oxidation of organic impurities common to urine, shower waters and space habitat humidity condensates was demonstrated. Electrooxidation of urine and waste water ersatz was experimentally demonstrated. The electrooxidation principle, reaction kinetics, efficiency, power, size, experimental test results and water reclamation applications are described. Process operating potentials and the use of anodic oxidation potentials that are sufficiently low to avoid oxygen formation and chloride oxidation are also described. The design of a novel electrochemical system that incorporates a proton exchange membrane (PEM) electrolyte is presented based on parametric test data and current fuel cell technology
Phase transition of the susceptible-infected-susceptible dynamics on time-varying configuration model networks
We present a degree-based theoretical framework to study the
susceptible-infected-susceptible (SIS) dynamics on time-varying (rewired)
configuration model networks. Using this framework, we provide a detailed
analysis of the stationary state that covers, for a given structure, every
dynamic regimes easily tuned by the rewiring rate. This analysis is suitable
for the characterization of the phase transition and leads to three main
contributions. (i) We obtain a self-consistent expression for the
absorbing-state threshold, able to capture both collective and hub activation.
(ii) We recover the predictions of a number of existing approaches as limiting
cases of our analysis, providing thereby a unifying point of view for the SIS
dynamics on random networks. (iii) We reinterpret the concept of hub-dominated
phase transition. Within our framework, it appears as a heterogeneous critical
phenomenon : observables for different degree classes have a different scaling
with the infection rate. This leads to the successive activation of the degree
classes beyond the epidemic threshold.Comment: 14 pages, 11 figure
Addendum: "The Dynamics of M15: Observations of the Velocity Dispersion Profile and Fokker-Planck Models" (ApJ, 481, 267 [1997])
It has recently come to our attention that there are axis scale errors in
three of the figures of Dull et al. (1997, hereafter D97). D97 presented
Fokker-Planck models for the collapsed-core globular cluster M15 that include a
dense, centrally concentrated population of neutron stars and massive white
dwarfs, but do not include a central black hole. In this Addendum, we present
corrected versions of Figures 9, 10, and 12, and an expanded version of Figure
6. This latter figure, which shows the full run of the velocity dispersion
profile, indicates that the D97 model predictions are in good agreement with
the moderately rising HST-STIS velocity dispersion profile for M15 reported by
Gerssen et al. (2002, astro-ph/0209315). Thus, a central black hole is not
required to fit the new STIS velocity measurements, provided that there is a
sufficient population of neutron stars and massive white dwarfs. This
conclusion is consistent with the findings of Gerssen et al. (2002,
astro-ph/0210158), based on a reapplication of their Jeans equation analysis
using the corrected mass-to-light profile (Figure 12) for the D97 models.Comment: 4 pages, 4 figures, submitted to Ap
Cardiac output during CPR: a comparison of two methods
Simultaneous Fick and saline dilution methods were compared for measuring cardiac output during experimental cardiac arrest and resuscitation in anesthetized dogs. During cardiopulmonary resuscitation (CPR) cardiac output averaged 53 ± 30 ml/min-kg (42% of pre-arrest values). Values obtained using the Fick vs. saline methods were highly correlated (r = 0.96), and were not statistically different (t = 1.47, df = 16)
Geometric evolution of complex networks with degree correlations
We present a general class of geometric network growth mechanisms by homogeneous attachment in which the
links created at a given time t are distributed homogeneously between a new node and the existing nodes selected
uniformly. This is achieved by creating links between nodes uniformly distributed in a homogeneous metric
space according to a Fermi-Dirac connection probability with inverse temperature ÎČ and general time-dependent
chemical potential Ό(t). The chemical potential limits the spatial extent of newly created links. Using a hidden
variable framework, we obtain an analytical expression for the degree sequence and show that Ό(t) can be fixed
to yield any given degree distributions, including a scale-free degree distribution. Additionally, we find that
depending on the order in which nodes appear in the networkâits historyâthe degree-degree correlations can
be tuned to be assortative or disassortative. The effect of the geometry on the structure is investigated through the
average clustering coefficient âšcâ©. In the thermodynamic limit, we identify a phase transition between a random
regime where âšcâ©â 0 when ÎČ 0 when ÎČ>ÎČc
Tradition and Prudence in Locke's Exceptions to Toleration
Why did Locke exclude Catholics and atheists from toleration? Not, I contend, because he was trapped by his context, but because his prudential approach and practica ljudgments led him to traditiona ltexts. I make this argumentfirst by outlining the connections among prudential exceptionality, practical judgments, and traditional texts. I then describe important continuities betweenc onventional English understandings of the relationship between state and religion and Locke's writings on toleration, discuss Locke's conception of rights, and illustrate his use of prudential exceptions and distinctions. I conclude by arguing that Locke's problems are relevant to assessingc ontemporary liberal discussions of tolerationa nd the separation of state and religion that lean heavily on practical justification
Deep Near-Infrared Observations of L1014: Revealing the nature of the core and its embedded source
Recently, the Spitzer Space Telescope discovered L1014-IRS, a mid-infrared
source with protostellar colors, toward the heretofore "starless" core L1014.
We present deep near-infrared observations that show a scattered light nebula
extending from L1014-IRS. This nebula resembles those typically associated with
protostars and young stellar objects, tracing envelope cavities presumably
evacuated by an outflow. The northern lobe of the nebula has an opening angle
of ~100 degrees, while the southern lobe is barely detected. Its morphology
suggests that the bipolar cavity and inferred protostellar disk is not inclined
more than 30 degrees from an edge-on orientation. The nebula extends at least
8" from the source at Ks, strongly suggesting that L1014-IRS is embedded within
L1014 at a distance of 200 pc rather than in a more distant cloud associated
with the Perseus arm at 2.6 kpc. In this case, the apparently low luminosity of
L1014-IRS, 0.090 Lsun, is consistent with it having a substellar mass. However,
if L1014-IRS is obscured by a circumstellar disk, its luminosity and inferred
mass may be greater. Using near-infrared colors of background stars, we
investigate characteristics of the L1014 molecular cloud core. We determine a
mass of 3.6 Msun for regions of the core with Av > 2 magnitudes. A comparison
of the radial extinction profile of L1014 with other cores suggests that L1014
may be among the most centrally condensed cores known, perhaps indicative of
the earliest stages of brown dwarf or star formation processes.Comment: Replacement includes revision to mass of core. 22 pages, 6 figures.

A comparison of optical and radar measurements of mesospheric winds and tides
Optical measurements of mesospheric winds by FabryâPerot spectrometers, FPSs, at Mawson, 67.6°S 62.9°E, and Davis, 68.6°S 78.0°E, Antarctica are compared with similar measurements obtained using a spacedâantenna MF radar at Davis. The FPSs observed the OH emission. Different analysis procedures, used to determine the mean wind, and amplitude and phase of the semidiurnal tide, have been compared. At these latitudes the diurnal tide is weak and the semiâdiurnal tide, although highly variable in amplitude, is usually the dominant periodicity. When comparing the amplitude and phase of the semidiurnal tide good agreement is obtained between measurements by the two instruments
